Katzakian, Mitchell, Robinson and Brown (Mayor) rresent: none absent. City Manager Glaves, Administrative Assistant Brown, City Attorney Mullen and Planning Director Rodgers present. Mr. Lloyd Crowell, who owns an apartment house south of the property in ouestior, objected to the rezoning on the grounds that commercial use would be detrimental to the area; he also objected to the contemplated use of the property by the State Employment Office. Councilman Katzakian stated that the City was short on commercial zoning, but he thought that a service station, which would be permissible under C-1 zoning, should not be per- mitted on this corner; he preferred C -P zoning. Mr. Leon Van Noate, owner of the property at 216 North Hutchins Street, also objected to the rezon- ing, stating he wanted it to remain R-4. There were no written_ protests. Because of existing commercial development on Lockeford Street, the Council felt that further commercial zoning in this area was logical, and on motion of Councilman Robinson, Mitchell second. However, the Com- mission recommended that a ten -foot utility easement be retained over this -oroperty since ounci'_- there are existing lines within it. Council- - man Katzakian moved that the property be deeded to the adjacent property owner with the reservation of easement for utilities. Council- man. Culbertson moved, Katzakian second, the adop- tion of Resolution No. 2275 authorizing the Mayor to si;r. the agreement with the Southern Pacific Company. The motion carried unanimously. This action does not obligate the City for ant future develorment at street crossings along the Woodbridge Branch line of the Southern Pacific Cor.,,,ar.,y. SIDEWALK ALONG The City Manager presented sketches from the ST ADlull! WAY Engineering Department showing possible locations of rronosed sidewalk along Stadium Way from Lockeford Street to Lawrence Ranch Subdivision. After discussion of the sketches submitted, it was moved b.,r Councilman Robinson that the matter be directed to the three members of the Cit,,.- ityCouncil Councilwho are on the Grape Festival Board, i.e., 3rown. Xatzakiar. and M4tchell. The motion was seconded by Councilman Katzakian and carried unanimously. BUS DEPOT Request from the Greyhound Bus Depot for a 20- LOkDING ZO_iE foot passenger loading zone on the east side of f School Street at the northeast corner of School RES. NO. 2276 and Lockeford Streets. On motion of Councilman ADOPTED Mitchell. He said that settling beds to correct such pollution were a hart of the Capital Outla,, Program being studied by the Council. The situation is to be investigated by the Engineering Department. - STOATS DRAIN Mr. Richard Neuharth a_uestioned the Council DITCH in regard to the oxen drainage ditch which he and his neighbors had 'heard was to be installed in the southeast hart of Lodi and vicinity.
