This regular meeting of the City Council of the City of Lodi
held beginning at 9:00 D.M. of Wednesday, November d, 1959: Coun-
cilmen_ Culbertson. Katzakian, Mitchell, Robinson and Brown (Mayor)
rresent: none absent.
City Manager Glaves, Administrative Assistant Brown, City
Attorney Mullen and Planning Director Rodgers present.

Minutes of October 7, 1959 and October 21, 1959,
were approved as written and mailed or. motion of
Councilman Katzakian, Mitchell second.
PUBLIC HEARINGS

Mr. Lloyd Crowell, who owns an apartment house
south of the property in ouestior, objected to the
rezoning on the grounds that commercial use would
be detrimental to the area; he also objected to
the contemplated use of the property by the State
Employment Office. Councilman Katzakian stated
that the City was short on commercial zoning, but
he thought that a service station, which would be
permissible under C-1 zoning, should not be per-
mitted on this corner; he preferred C -P zoning.
Mr. Leon Van Noate, owner of the property at 216
North Hutchins Street, also objected to the rezon-
ing, stating he wanted it to remain R-4. There
were no written_ protests. Because of existing
commercial development on Lockeford Street, the
Council felt that further commercial zoning in
this area was logical, and on motion of Councilman
Robinson, Mitchell second. Ordinance No. 661 re-
zoning 504 West Lockeford Street to C-1 Nieghborhood
Commercial was introduced by the following vote:

The Planning Commission recommended the following
changes to the C-1 commercial use list:

The Planning Commission recommended that the

Street be rezoned from R-4 Multi -ole Family
Residential to C-2 General Commercial. The
rezoning was set for public hearing on Novem-
ber 18, 19599 on motion of Councilman Kat-
zakian. Culbertson second.

mission recommended that a ten -foot utility

deeded to the adjacent property owner with
the reservation of easement for utilities.
The motion was seconded by Councilman Robin-
son and carried unanimously.

at the Ham Lane Crossing of the Southern Pacific
tracks; the next step would be for the City to
enter into an agreement with the Southern Pacific
Company for installation of the signals. Council-
man. Culbertson moved, Katzakian second, the adop-
tion of Resolution No. 2275 authorizing the Mayor
to si;r. the agreement with the Southern Pacific
Company. The motion carried unanimously. This
action does not obligate the City for ant future
develorment at street crossings along the Woodbridge
Branch line of the Southern Pacific Cor.,,,ar.,y.

SIDEWALK ALONG
The City Manager presented sketches from the

Engineering Department showing possible locations

Lockeford Street to Lawrence Ranch Subdivision.
After discussion of the sketches submitted, it
was moved b.,r Councilman Robinson that the matter
be directed to the three members of the Cit,,.-
ityCouncil
Councilwho are on the Grape Festival Board, i.e.,
3rown. Xatzakiar. and M4tchell. The motion was
seconded by Councilman Katzakian and carried
unanimously.
CLAINS
Cla=ms amounting to $237,111.55 were approved on
motion of Councilman Katzakian, Culbertson second.
BUS DEPOT
Request from the Greyhound Bus Depot for a 20-

POLLUTION 0:

the City of the pollution of White Slough and
requesting immediate action to prevent con-
tinuation of contamination. He said that
settling beds to correct such pollution were
a hart of the Capital Outla,, Program being
studied by the Council. The situation is to
be investigated by the Engineering Department. -

Mr. Richard Neuharth a_uestioned the Council

like to meet with Mr. Neuharth and other
