Culbertson, Katzakian, Mitchell, Robinson and Brown (Mayor) present; none absent. City Manager Glaves, Admin- istrative Assistant Brown, Planning Director Rodgers and City Attorney Mullen present. MINU'PES Minutes of September 2, 1959 were approved as written and mailed on motion of Councilman Katzakian, Mitchell second. PUBLIC HEARINGS REZONING Mayor Brown called for public hearing on the 331 W. TURNER RD. proposed rezoning of the property at 331 West Turner Road from the R-1 One Family Residential ORD. NO. 659 District to the R_3 Limited Multiple Family INTRODUCE Residential District. There were no protests to the rezoning, either written or oral. Coun- cilman Mitchell moved, Culbertson second, that Ordinance No. 659, rezoning the above mentioned property from R-1 to R-3, be intro- duced by reading of title only and waiving the reading of the ordinance in full. Motion carried. REST HOMES IN The Mayor then called for public hearing on R-3 ZONES the proposal to amend Section 7.14 of Or- dinance No. 469 (Zoning Ordinance) to permit ORD. NO. 660 Rest Homes and Convalescent Homes in the R-3 INTRODUCED Limited Multiple Family Residential District subject to the issuance of a use permit by the Planning Commission. There were no pro- tests, either written or oral. On the motion of Councilman Robinson, Katzakian second, thr Council introduced Ordinance No. 660 amending Sectior_ 7.14 of Ordinance No. 469 by reading of title only and waiving the read- ing of the ordinance in full. PLANNI:iG COMMISSION FINAL MAP The Final Map of 3enson Manor, Unit No. 1, was BENSON MANOR presented to the Council for approval. It was noted that Marsha Street was in alignment with Clarence Drive in Gapell Park and that Susan Street was in alighment with Jackson Street in the same subdivision; also that the street in line with Walnut Street had not been named. On motion of Councilman Robinson, Culbertson second, the Council approved the map of Benson Manor, Unit No. 1, subject to naming the streets Clarence Drive, Walnut Street and Jackson Street in alignment with these exist- ing Streets. STREET NAMES Councilman Robinson moved that the naming of PLAN streets in future subdivision be referred to the Planning Commission for study and recom- mendation of a street names master plan. Mo- tion was seconded by Councilman Mitchell and carried. Minutes of September 16, 1959 continued 47 COMMUNICATIONS ABC LICENSE Notice of Application for Transfer of Alcoholic Beverage License, On Sale Beer and Wine, Celeste N. Walling and W.R. Walling, Liberty Cafe, 114 North Sacramento Street. REPORTS OF THE CITY MANAGXR CLAIMS Claims in the amount of $327,904.91 were approved on motion of Councilman Katzakian, Culbertson second. OASI FOR The City Manager reported that Congress had recently POLICE AND passed legislation which would permit police and FIREMEN fire personnel to have Social Security coverage. In order to obtain the maximum benefits, it will be RE'S. NO. 2269 necessary to have it retroactive to January 1, ADOPTED 1956. Procedure requires that the State authorize a referendum to be held among eligible police and firemen. Mr. Glaves explained that under the City's pension ordinance the City and the police and fire employees have been contributing the amount required for OASI coverage for the years 1957, 1958 and 1959 into the pension fund with the contingency it could be paid into OASI in the event such coverage became available. In order to obtain Social Security coverage as of January 1, 1956, it will be necessary for the City and the employees effected to make the back payments for the year 1956. A majority of the personnel involved desire the retroactive date to be January 1, 1956. The maximum amount to be paid by each employee for 1956 would be $84, totalling approximately $6,000. The City would be required to match this amount. Councilman Robinson moved, Mitchell second, that the Council adopt Resolution No. 2269 requesting the State to authorize a referendum among eligible employees of the Police and Fire Departments on the question of whether they should be included under the Old Age and Survivors' Insurance Pro- gram retroactive to January 1, 1956. Motion carried. HOUSTON The City Manager recommended that the City Coun- PURCHASE cil accept the offer of Clare Houston to purchase a triangular parcel of land which the City had retained when it exchanged property with Mr. Houston for a frontage road along the east side of 99 Bypass between Pine Street and Victor Road. This parcel contains approximately 1800 square feet and measures 15 feet along Pine Street. Mr. Houston had contemplated have a drill track extended into his property which would have made the parcel in question of little value to him; however, he has abandoned such plans and is now offering the City $100 for it. This price is in line with previous negotiations with Mr. Houston. The City has no present or prospective use for this parcel. Councilman Mitchell moved that the City sell the triangular parcel to Mr. Houston for a net sum of $100.00. The motion was seconded by Councilman Katzakian and carried. MOWING MACHI11E Specifications for a mowing machine were approved SPECS and advertising for bids authorized on motion of Councilman Katzakian, Mitchell second. NO PARKING ZONE The City Manager presented a request from Mr. ON N. SCHOOL S^1. Roy White, manager of the local Greyhound Bus depot, that the City establish a no parking RES. NO. 2270 zone on the west side of School Street immedi- ADOPTED ately north of Lockeford Street. This would facilitate the movement of the buses from the new depot at the northeast corner of School and Lockeford Streets onto School Street. The Engineering Department recommended that a 30 - foot no parking zone be installed. On motion of Councilman Mitchell, Robinson second, the Council adopted Resolution No. 2270 establish- ing a 30 -foot no parking zone on the west side of School Street north of Lockeford Street. CAPITAL OUTLAY Using graphs to illustrate, the City Manager PROGRAM reviewed his report on "Preparing a Capital Outlay Study for the City of Lodi" which had been presented to the members of the Council for study. He gave an analysis of past and projected expenditures and revenues and their relation to capital outlays completed since 1952 and as proposed for the next eleven years by the departments. Councilman Culbertson stated he would like the cumulative total of deficit to be shown and also the effect of bonding on expenditures and revenues. Coun- cilman Robinson wished to have a clearer picture or the financing from the General and Capital Outlay Funds. At the conclusion of the discussion Mr. Glaves stated that the next step would be for the Council to evaluate the material presented and decide on the pri- ority of needed projects. He suggested formu- lation of a six-year capital outlay program to be reviewed yearly and extended so as to retain a six-year program.
