City Manager Glaves, Administrative Assistant Brown, and Planning Director Rodgers present; City Attoney Mullen absent. MINUTES Minutes of August 19, 1959 were approved as written and mailed on motion of Councilman Katzakian, Mitchell second. PLANNING COMMISSION REZONING The Planning Commission recommended the rezoning of the 331 TURNER RD. property at 331 West Turner Road from the R-1 One Family Residential District to the R-3 Limited Multiple Family Residential District; this property is immediately west of the Gross Convalescent Home. On motion of Councilman Robinson, Culbertson second, the matter was set for public hearing on September 16, 1959. REST HOMES The Planning Commission also recommended that Section 7.14 IN R-3 ZONES of the Zoning Ordinance be amended to permit Rest Homes and Convalescent Homes in the R-3 Limited Multiple Family Residential District. The Council set the matter for public hearing on September 16, 1959 on motion of Council- man Katzakian, Mitchell second. COMMUNICATIONS FEATHER RIVER Invitation from the Feather River Project Association to PROJECT ASSO. attend a meeting on September 11, 1959 in San Jose. CHRISTY Claim for damages from Forrest E. Christy on behalf of DAMAGE CLAIM his son David B. Christy, a minor, for the sum of $25,250.00. On motion of Councilman Culbertson, Katzakian second, the claim was rejected and referred to the City's Agent of Record. ABC LICENSE Notice of Application for Alcoholic Beverage License, Off - Sale Beer and Wine, Lucky's Fish Market, 902 W. Lodi Avenue. REPORTS OF THE CITY MANAGER CLAIMS Claims amounting to $173,692.59 were approved on motion of Councilman Culbertson, Katzakian second. Second reading was omitted after reading by title, and was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - CULBERTSON, KATZAKIAN, MITCHELL, ROBINSON and BROWN NOES: Councilmen - None ABSENT: Councilmen - None REPORTS OF THE CITY MANAGER TURFING AT The City Manager presented two plans for the turfing REESE SCHOOL of the Erma B. Reese School grounds. One was for turfing the entire area of 5.87 acres for approximately $10,253.00 and the other was for the turfing of 3 acres for about $6,113.00. These estimates included the sprinkling system. Mr. Ed DeBenedetti, Superintendent of Recreation and Parks, stated that he had met with the Woods School District Board several years ago and that they were in favor of having an agreement with the City in regard to joint use of the school play area similar to that which the City has with the Lodi School Districts. He had submitted two plans because the entire acreage would not be needed at the present time, but would be needed eventually. It was pointed out that the School Board planned no further expansion of the School buildings. The money required for the turfing would come out of the Capital Outlay Fund. Stating that it would be more economical to turf the entire area at the present time than to do a portion now and the rest later, Councilman Culbertson moved, Mitchell second, that the 5.87 acres of playground at the Erma Reese School be turfed and sprinkling system installed contingent upon an agreement with the ''foods School District for its operation and maintenance. The motion carried unanimously. Minutes of September 2, 1959 continued 445 SPRINKLERS AT In connection with the installation of a sprinkler system EMERSON GROMSat the Reese School site, the City Manager recommended that the sprinklers at the Emerson Grounds be transferred to the Reese School site and that automatic sprinklers be installed at the Emerson Grounds. This would eliminate the need for a maintenance man at Emerson. Cost of installation of the automatic sprinklers is estimated at $1,825.00. However, the transfer of the present sprinklers would save $526.50 on the Reese School job. On motion of Councilman Robinson, Mitchell second, the Council deferred decision on the sprinklers to the meeting of October 7. LODI LAIC The following members of the Recreation Commission joined the PARK Council for presentation of the Lodi Lake Park Master Plan: MASTER PLAN Chairman Elmer Brown, Commissioner David Reese and Commissioner Charles Veregge. Mr. Paul Treitenbach, landscape architect who prepared the plans, was also present. Mr. DeBenedetti, using a drawing that had been prepared by Mr. Treitenbach, gave an explanation of the proposed development of the area. It was pointed out that such a plan would be used as a guide for development of the Park and that revisions would undoubtedly be made within its framework. Those present discussed various phases of the plan and agreed that an effort should be made to acquaint the public with the plan and get their reaction before any decision is made. On motion of Councilman Mitchell, Culbertson second, the Coun- cil set the proposed Lodi Lake Park Master Plan for public hearing on October 7, 1959• On motion of Councilman Culbertson, Katzakian second, the Council adjourned.
