HomeMy WebLinkAboutMinutes - August 19, 1959CITY COUNCIL, CITY OF LODI COUNCIL CHLMBER, CITY HALL AUGUST 19, 1959 This regular meeting of the City Council of the City of Lodi held be- ginning at 8:00 o'clock p.m. of Wednesday, August 19, 1959; Councilmen Culbertson, Katzakian, Mitchell, Robinson and Brown (Mayor) present; none absent. City Manager Glaves, Administrative Assistant Brown, City Attorney Mullen and Planning Director Rodgers present. MINUTES Minutes of August 5, 1959 were approved as written and mailed on motion of Councilman Culbertson, Mitchell second. PUBLIC HEARINGS TOKAY ST. LIGHTS Mayor Brown called for public hearing on the completion ASSESSEMr•NT of the lights in the Tokay Lighting District. There were CONFIRMED no protests, written or oral. On motion of Councilman Katzakian, Culbertson second, the Council adopted Reso- RES. NO. 2263 lution No. 2263 confirming the assessment on the Tokay ADOPTED Street Lighting District which was at the rate of $1.77 per foot. REZONING ON The Mayor called for public hearing on the rezoning from E. PINE TO R-4 multiple family residential to M industrial of Lots INDUSTRIAL 13, 14, 15 and 16, Live Oak Colony, Map No. 1, more generally described as the Houston property on the north ORD. NO. 656 side of East Pine Street in the 800, 900 and 1000 blocks. INTRODUCED There were no protests to the rezoning, either written or oral. However Mr. Al Inman, 735 East Pine Street, objected to use of an 80' strip, formerly owned by the City, as a roadway by lumber trucks, etc. He was in- structed to get in touch with the property owner. Councilman Robinson moved; Katzakian second, that Or- dinance No. 656, rezoning the above mentioned property from R-4 to M industrial, be introduced by reading of title only and waiving reading of the ordinance in full. Motion carried. REZONING ON Public hearing was then held on the proposed rezoning W. LOCKEFORD of the Spiekerman-Kiesz-Baumbach property on the south side of West Lockeford Street from the R-1 one family ORD. NO. 657 residential zone. The proposal was to rezone to R-3 INTRODUCED the north 132 feet of the Spiekerman and Kiesz proper- ties and the easterly three lots of the Baumbach prop- erty (Cherxywood Park subdivision) and to rezone to R-2 the remaining three lots in Cherrywood Park. There being no protests, either written or oral, on motion of Councilman Culbertson, Mitchell second, the Council introduced Ordinance No. 657 rezoning the above mentioned property as proposed by reading of title only and waiv- ing reading of the ordinance in full. PLANNING COMMISSION FINAL MAP The Final Map of Son -Ray Manor was presented tothe SON -RAY MANOR City Council for approval. It was noted that the name "Pine Street" would conflict with Pine Street in Capell Park and that the name should be changed. Mr. Maurice Ray, Jr., the subdivider, had suggested the street be called "Jerry Lane" and on motion of Councilman Rob- inson, Culbertson second, the City Council accepted the map subject to changing the name of "Pine Street" to "Jerry Lane". Minutes of August 19, 1959 continued 441 TENTATIVE MAP The tentative map of Sharon Manor No. 2 was then considered SHARON MANOR #2 along with two sketches from Planning Director Rodgers showing how the Ellwanger property east of the proposed subdivision might be developed. Sketch "A" showed the cul- de-sac in Sharon Manor No. 2 extended 455 feet so that it was partly in the Ellwanger property and Sketch "B" showed the cul-de-sac extended 480 feet ending at the east side _ of the Ellwanger property. Members of the Council agreed that Sketch "B" provided better development and on motion of Councilman Culbertson, Robinson second, referred the tentative map back to the subdivider with the request that his subdivision be re -designed to conform with Sketch "B". STADIUM WAY Mr. Irving Baker, 570 Sonora Avenue, on behalf of himself SIDE. -,'ALK and other residents in the Lawrence Tract, requested the FIEQU,ST Council to install a sidewalk on the east side of Lawrence Park along Stadium Way for the safety of children who walk along this street on their way to school. Councilman Katzakian moved, Robinson second, that the situation be investigated by the City Manager and the Engineering Department and a report thereon be given at the meeting of September 2. Motion carried. COMMUNICATIONS ABC LICENSE Notice of application for transfer of Alcoholic Beverage License, On -Sale Beer, for John J. Byrne, "The Vineyard", 725 South Cherokee Lane. REPORTS OF THE CITY MANAGER 1959-60 TAX On motion of Councilman Katzakian, Mitchell second, the RATE City Council, on recommendation of the City Manager, adopted Resolution No. 2264 setting the tax rate at $1.00 per $100.00 R3S. NO. 2264 for the 1959-60 fiscal year with 82¢ for the General Fund ADOPTED and 180 for the Library Fund, agreeing that the rate for the Library should not be raised until the Capital Improve - went Program was established. VINE -W INDSOR The City Council approved the assessment diagram for the STREET LIGHTS Vine -Windsor Street Lighting District by adoption of RES. NO. 2265 Resolution No. 2265 on motion of Councilman Katzakian, ADOPTED Mitchell second. AWARD The City Manager presented three bids on the 220 feet of CONCRENE PIPS 48" concrete pipe and recommended that award be made to the lowest bidder, Spiekerman Concrete Pipe Company, for RES. NO. 2266 $2,615.80, subject to 5� cash discount. On motion of ADOPTED Councilman Mitchell, Culbertson second, the Council adopted Resolution No. 2266 awarding the contract for the concrete pipe to Spiekerman Concrete Pipe Comapny. AWARD The City Manager submitted the tabulation of bids on the SUBDIVISION Subdivision Paving Project for 1959; two bids were received, PAVING PROJECT the low bid being from Claude C. Wood Company for a total of $28,561.50. The City Manager pointed out that this bid RES. NO. 2267 amounted to 110 per square foot, whereas the City has been ADOPTED charging the subdividers 10¢ per square foot; however he recommended that award be made in order to get the work done. On motion of Councilman Culbertson, Katzakian second, the Council adopted Resolution No. 2267 awarding the con- tract for the Subdivision Paving Project to Claude C. ';food Company. DRPI-'AY Request for a 30 -foot driveway for a commercial building at REQU_ZST 902-904 'west Lodi Avenue was presented for approval on recommendation of the Engineering Department which also requested authorization to relocate the crosswalk if the driveway were approved. The Council granted the request for the 30 -foot driveway and authorized relocation of the crosswalk on motion of Councilman Mitchell, Katzakian second.
