CITY HALL JULY 1, 1959 This regular meeting of the City Council of the City of Lodi held beeinr.ine at 9:00 o'clock p.m. of Wednesday, July 1, 1959; Council=en Culbertson, Katzakian, Mitchell, Robinson and Brown (Mayor) present: none absent. MINUTES On motion of Councilman Mitchell, Robinson second. the minutes of June 17 and June 24, 1959 were approved as written and mailed after correcting the minutes of June 17 b,y adding to the paragraph entitled "Lodi :avenue Grade Crossings" the following sentence: "It is understood that the City shall assume the cost of construction and right of way of the necessary aDaroaches and the State shall bear the cost of the separation structure." PLANNING CO:�-[_•IISSION REZO_II_iG TO The Planning Commission recommended the rezoning C -P ON ?!, ?INE from R-4 multiple family residential to C -P commercial -professional office of the property on the north side of 'lest Pine Street from the City Hall to Hutchins Street and the south side of West Pine Street from Pleasant Avenue to Hutchins Street. The Council set the matter for public hearing on July 15, 1959 or, motion of Councilman. Robinson, Culbertson second. REZONING TO -'he Planning Commission also recommended rezoning C-2 O'; E. two lots on the north side of Kettleman Lane between KETTiEYN Stockton Street and Washineton Street from the LA2? R-4 multiple family residential zone to the C-2 general commercial zone. The matter was set for Dub'_ic hearing on July 15, 1959 on motion of -Iouncilman Katzakian, Culbertson second. CO-HIMUNI :ATI O_`IS LODI COUNCIL Letter from the Lodi Council of Churches requesting OF CHURCHES the cooperation of the City Council in scheduling meetings on nights other than Wednesdays so that '.iednesday evenings might be free for the churches. Most members of the council felt that so many activities were geared to established Council meeting nights that it would be unfeasible to make a change, and Councilman Culbertson moved that the Council of Churches be thanked for its letter and notified that t -e City Council would cooperate as _.Much as it could but that the meeting, nights would remain the same. The motion was seconded by Council- man titchell and passed by the following vote: ACES: Councilmen - Culbertson, Katzakian, 'Mitchell and Brown NOES: Councilmen - °obinson REPOHTS C. THE CITY MANAGER CLAI?•S Claims amounting to a157,175.16 were approved on motion of Councilman Nitchell, Katzakian seconi. ._nut es of Iuly 1959 continued 427 P_TITION ?OR The City 7fanager presented a petition from residents TOT -_-OT_ Ori in the Bel sir Court area for a tot lot or the corner BEL AIR COURT of Dsis-r and Bel air Court and read a memorandum from the recreation ...-_-_ ;ior_ regarding such a tot lot. The Commission is in sympath-y wish the residents of the area but feels it would be econcmically unsound to spend money for a tot lot in this area since it is only 1-- blocks from the tot lot on Holler Drive and is also a short distance from both Lodi Lake Park and `.Jashington School which have clay apparatus. Councilman Katzakian stated that tot lots would be expensive to maintain and he would rather see the present nark sites developed. Council - main Robinson Dointed out that there were extenuatinp* circumstances regarding the Holly Drive to. lot which was too small to have been used for anything else and would have become an eyesore. Councilman Culbertson moved that since the area was in such close nroximity to Dresent play areas and since the City had to corsider improvement of its undeveloped nark sites the request be denied. Zhe notion was seconded by Councilman Katzakian and passed unanimously. TURNER ROAD The City Mana.per stated that the County had refieured PAVING its share in the costs of navinz Turner Road to be 22.35' rather than 32'i� as stated in the agreement COUtiTY presented at the meeting of June 17. A new aaree- AGREEMEN: ment had been drawn un committing the County to haying 22.3% and the City MsnaKer recommended that this agreement be accepted. On motion of Council- man Culbertson. Katzakian second, the Council- ouncilapproved approvedthe new agreement and authorized the Mayor's execution thereof. TURN ROAD The City Manager submitted tha plans and sDe,.ifications PAVI`iG SPECS for Davina of Turner Road; these documents have APPROVED also been submitted to the Division of Highways for approval. The City Manager recommended that call for bids be authorized subject to approval by the Division of Highways. On motion of Councilman Mitchell, Katzakian second, the Council annroved the plans and specifications and authorized calling for bids on the Turner Road paving project subject to approval by the Division of Highways. LAKE PARK ?lans and specifications for curb and Butte: at CURB & GUTTER Lodi Lake Park along Turner Road were approved and SPECS APPH07ED call for bids authorized on motion of Councilman Katzakian, 11:itchell second. AWARD Zr. Glaves read the tab,:lation of bids received for CO};CRETE PIPE concrete oiDe. The totals of each bid were as follows: J.W. IMumbert Concrete Pine Compan-r, $12,393-00, RES. NO. 22d7 Spiekerman Concrete Pipe Company, 412,537.00. Council - ADOPTED man Culbertson, Katzakian second. moved the adoption of Resolution No. 2247 awarding the contract for the concrete pipe to J.W. Mumbert Concrete Pipe company. Motion carried. On motion of Councilman. S: Councilmen - None ABSE'IT: Councilmen - None APPOIiiT ENTS COFFIELD AND Mayor 3rown reported that the terms of Dr. Wm. KIRSTEN TO Coffield and lir. Reuben Rot'. on the Library LIBRARY BD. Board had expired and that Mr. Rott did not wish to be reappointed. The Mayor requested approval of the reappointment of Dr. Coffield and the appointment of Jerald Kirsten. On motion of Councilman Robinson, Katzakian second, the Council ratified the appointment of Dr. Coffield and Mr. Kirsten to the Library Board of Trustees for three -.year terms commencing J:xly 1, 1959. The Council recuested a letter be written to Rott thanking him for his service to the community as : member of the Board. On motion of Councilman Katzakian, �-itche'_1 second, the Council concurred in the reappointment of Robert Houston and Edward •falter to '.h.=.
