City Manager Glaves and Administrative Assistant Brown present. City Attorney Mullen and Planning Director Rodgers absent. MINUTES Minutes of June 3 and 10, 1959 were approved as written and mailed on motion of Councilman Katzakian, Mitchell second. PUBLIC HEARINGS VINE -'+WINDSOR Mayor Brown called for public hearing on the STREET LIGHTS intention to construct street lights in the Vine - Windsor Street Lighting District. There were no RES. NO. 2240,protests, either written or oral. On motion of NO. 2241, Councilman Katzakian, Robinson second, the Council NO. 2242, AND adopted Resolution No. 2240 overruling protests; NO. 2243 on motion of Councilman Mitchell, Culbertson second, ADOPTED the Council adopted Resolution No. 2241 adopting prevailing wage rates; on motion of Councilman Robinson, Katzakian second, the Council adopted Resolution No. 2242 ordering the work; and on motion of Councilman Katzakian, Mitchell second, the Council adopted Resolution PIo. 2243 directing the assessment to be prepared. COM:4UJICATIONS ED 'wERNER Letter from Mr. Ed Werner requesting a 30 -day extension of his variance for non -conforming use of a Daint room at 600 York Street. Since the delay was through no fault of Mr. 'Werner's, the Council approved the extension to July 17, 1959 on motion of Councilman Robinson, Katzakian second. LODI TRAILER Thanks from the Lodi Trailer Club for use of Lodi CLUB Lake Park. REPORTS OF THE CITY MANAGER SPECS The City Mana;er presented specifications for various CONCiETE PIPE sizes of concrete pipe. Councilman Katzakian, Culbertson second, moved that the specifications be approved and advertsing for bids be authorized with award to be made on the basis of the lowest total bid. Council- man Robinson objected to awarding the pipe on a lump sum basis, stating that the low bid on each size should get the award. The motion carried, with Councilman Robinson voting no. SPECS Specifications for a comminutor for the Disposal COMMINUTOR Plant were then approved and calling for bids authorized on motion of Councilman Mitchell, Katzakian second. AWARD Bids on the 1959-60 supply of oils and greases -were OIL & GREASES next presented by the City Manager. The Texas Company was low bidder with oil at 3.5450 per gallon, gear RES. NO. 2244 grease at 3.1425 per pound, and chassis lubricant at ADOPTED 8.1525 per pound. On motion of Councilman Robinson, Katzakian second, the Council adopted Resolution No. 2244 awarding the contract for the oil and greases to the Texas Company. 420 Minutes of June 17, 1959 continued CLAIMS Claims in the amount of $113,018.46 were approved on motion of Councilman Culbertson, Katzakian second. BUS FRANCHISE Since Ordinance No. 415, the bus franchise ordinance, ORD. SEC. 3 was not to be a part of the Ordinance Code being prepared STOP SIGITS IN On motion of Councilman Mitchell, Katzakian second, CAPELL MANOR the Council adopted Resolution No. 2246, establishing the following stop signs in Capell Manor: On St. RES.N0. 2246 Claire Drive at Hutchins Street; on California Street ADOPTED at Vine Street; and on Rose Street at Vine Street. LODI AVENUE The City Manager informed the Council that a letter GRADE CROSS- had been received from the State Division of Highways INGS by the ?Michie City Publications Company, and since the ORD. NO. 651 Council wished to repeal Section. 3 of the ordinance, INTROD`JCZ:) which required the bus company to pay 2% of the gross Commission. annual receipts, the City Manager stated that an ordinance - reuealing this section should be introduced. On motion construction and right of way of the necessary of Councilman Katzakian, Mitchell second, the Council approaches introduced Ordinance No. 651 repealing Section 3 of Ordinance No. 415, by reading of title only and waiving structures. the reading of the ordinance in full. BALLPARK The contract with John Brusa for concessions at the CONCESSIONS Lawrence Park and Armory Softball Parks was renewed RES. NO. 2245 for one year to May 11 1960, by the adoption of Resolution ADOPTED No. 2245 on motion of Councilman Katzakian, Culbertson second. TURNER ROAD The City Manager presented a proposed contract between RECONSTRUCTIO`! the City and County for the reconstruction of Turner ADOPTED Road from Sacramento Street to Loma Drive, the County AGREEMENT 't!TTH to pay for 321 of the costs. The contract provides COUNTY for regrading the street and the placing of a base course. Plant mixed surfacing, to be placed at a later date, reading by title,and was then passed, is not included. On motion of Councilman Katzakian, adopted and Mitchell second, the Council approved the contract and authorized the Mayor to execute same. STOP SIGITS IN On motion of Councilman Mitchell, Katzakian second, CAPELL MANOR the Council adopted Resolution No. 2246, establishing the following stop signs in Capell Manor: On St. RES.N0. 2246 Claire Drive at Hutchins Street; on California Street ADOPTED at Vine Street; and on Rose Street at Vine Street. LODI AVENUE The City Manager informed the Council that a letter GRADE CROSS- had been received from the State Division of Highways INGS advising the City that separate grade crossings at Lodi Avenue had been approved by the California 'Highway Commission. It is understood that the City shall assume the cost of construction and right of way of the necessary approaches and the State shall bear the cost of the separation structures. Councilman Culbertson considered the action of the Council hasty in repealing Ordinance No. 518, and also felt that the Council had not given sufficient consideration to the recommendation of the Planning Commission in regard to a Civic Center Site. Second reading was omittei after reading by title, and the ordinance was then aassed, adopted and ordered to print by the following vote: 4 2 Minutes of June 17, 1959 continued AYES: Councilmen - Katzakian, Mitchell, Robinson and Brown NOES: Councilmen - Culbertson ABSENT- Councilmen - None 1959-60 BUDGET The City Manager reported on the following matters which had been referred to him at the meeting of June 10: E. LODI AVE. In regard to the widening of the north side of :dIDENIiG East Lodi Avenue, the City Manager said that the Engineering Department estimated the cost to be approximately $27,300 which would provide a 60 -foot paved width, but the sidewalks would be reduced to 4T1 feet. It was the understanding of the Council that the Traction Company would be willing to pay for the extra paving. The Council approved this project for the 1959-60 budget, it being understood that the Engineering Department schedule would preclude the work being done this summer but that it could possibly be started next spring. W. LOCuEFORD ST. The City Manager stated that it would cost around WIDENING 41,650 to widen Lockeford Street on the south side just west of Pleasant Avenue. Councilman Mitchell stated that he had meant that the curb and gutter should be moved back on the north side of Lockeford Street between Pleasant and California in order to widen the street. The City Manager said he would refer the matter to the Engineering Department. TREES AT The subject of the trees on the north side of ?iEEDHAM SCHOOL Needham School then came up for consideration. Mr. Bill Zieman, Street Supervisor, stated that these were old trees with established roots and that if tree surgery were performed on the upper roots which caused damage to the sidewalk, there was no reason for the upper roots to grow again and that there should be no further sidewalk trouble. Under these circumstances the Council approved tree surgery and the School is to be contacted regarding replacement of the sidewalk. GEODESIC DOME FOR The City Manager had found out that the geodesic RECREATION DEPT. dome requested by the Recreation Department had 485 square feet of floor area and cost $875, while the aluminum building investigated contained 285 square feet and cost $1060. He recommended that one geodesic dome be included in the Recreation Department budget and the Council agreed. TELEMETERS The City Manager then read the report from the APPROVED Superintendent of Utilities on the need for telemeters for the water system in order to keep accurate records of the amount of water being pumped. The Council agreed that the telemeters should be purchased. Minutes of June 17, 1959 continued 428 LIBRARY The Library budget was presented for Council BUDGET_ consideration. The major item under supplemental requests was $4,000 to engage an architect to make preliminary plans and study of Library Needs. The Council felt that this matter should be considered at the tire the Capital Outlay Program was presented and should not be included in the budget. COU,CIL- In connection with the Council -Clerk budget, the CLERK City Manager presented a report from the Lodi District Chamber of Commerce on the use of funds given by the City for the current year and a request for the same amount of funds ($5,500) for the 1959-60 budget. The Council approved the requested amount. Mr. Glaves then submitted a request from the Junior Chamber of Commerce for $1,000 for JR. C3aAI37R their projects which are of a civic nature. The RE-4UES'_" request was postponed until June 24, at which time contracts which Junior Chambers have with Stockton, Tracy and Manteca are to be available and. the operating budget of the local Junior Chamber is to be presented also. The Council proceeded to go through the budgets of the City Attorney, City Manager, Planning Director, and Finance Department and approved them as recommended by the City Manager. POLICE DEPT. The Police Department budget was approved as recommended, the Manager pointing out that $25 uniform allowance had been included for auxiliary police officers. FIRE DEPT. The :ire Department budget was approved as recommended with the exception of two additional firemen and 3170 for fire fighting clothing which were deleted.
