This regularly adjourned meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock p.m. of Wednesday, June 10, 1959; Councilmen Culbertson, Katzakian, Mitchell, Robinson and Brown (Mayor) present; none absent. City Manager Glaves and Administrative Assistant Brown present; City Attorney Mullen and Planning Director Rodgers absent. PROTESTED the City Manager presented a letter which had been TAXES received from the County Counsel instructing the City to rescind Resolution No. 2216 which requested RES. NO. 2239 the County to pay the City certain protested taxes, ADOPTED since the amount stated in the resolution was not the exact amount of such taxes, and to adopt a new resolution stating the actual amount. According to the County Counsel, the exact amount is $2,490.90 - On motion of Councilman Katzakian, Robinson second, the City Council adopted Resolution No. 2239 rescinding Resolution No. 2216 and requesting the County to release the protested taxes in the sum of 32,490.90• and agreeing to pay the County the sum so released in the event a judgment should be entered in favor of the taxpayers in case of any suits. 1959-60 The City Council then proceeded with discussion of BUDGET the nroposed 1959-60 budget. Councilman Robinson asked why the widening of the north side of East Lodi Avenue had not been included in the budget as he felt that it should be taken care of. Councilman r. Mitchell noted that East Lockeford Street widening was in the budget, but that the widening of Locke - fora Street between Pleasant and California had not been included. He considered this stretch of street a bottleneck that should be rectified. Councilman Culbertson questioned the wisdom of the City's present policy of correcting root damage of certain trees, which is a temporary measure since after a number of years the same condition re -occurs. He felt that such trees should be removed and the proper type of tree planted. Councilman Katzakian suggested that the property owners plant the correct type of trees now and that the trees causing damage could be removed at a later date. The City Manager said that the present street tree program would be reviewed and a report given. The Council went over the list of Supplemental Requests item by item. The use of Capital Outlay Funds for small projects such as fencing for the Sewage Disposal Plant was questioned by Councilman Robinson. The City Manager explained the differences between maintenance, replacement and expansion, and said that the present method of charging any expansion to Capital Outlay provided a more accurate recordof operating expenses. The Council approved most of the recommendations of the City Manager, but deleted the request for a temporary structure to house the No. 4 fire engine, requested further information on the need for additiona] 41 8 Minutes of June 10, 1959 continued firemen, suggested that the type of buildings requested by the Recreation Department be studied furth E.� , and asked for more information on the use of tela - meters in the Utilities Department. A compactor to be used in backfilling trenches was approved. After explanation by the City Manager of the need for a meter repairman and an additional maintenance _ man for the Utilities Department, the Council approved the request for such additional personnel. The City Manager then answered questions regarding the joint use of the City's and County's sanitary land fills and also gave a progress report on the Turner Road Underpass, stating that the Engineering Department expects to get out plans in three months and that acquisition of rights of way is to be started.
