MINUTES Minutes of May 20, 1959 were approved as written and mailed on motion of Councilman Katzakian, Mitchell second. PUBLIC HEARINGS NORDMAN Mayor Brown called for public hearing on the annexa - ADDITION tion of the Nordman Addition. There were no protests, either written or oral, and on motion of Councilman ORD. ON. 646 Mitchell, Katzakian second, the Council introduced 114TRODUCED Ordinance No. 646 annexing the Nordman Addition to the City of Lodi by reading of title only and waiving reading of the ordinance in full. RAY ADDITION The Mayor called for public hearing on the annexa- tion of Ray Addition. There were no protests, either ORD. NO. 647 written or oral, and on motion of Councilman Mitchell, INTRODUCED Katzakian second, the Council introduced Ordinance No. 647 annexing the Ray Addition to the City of Lodi by reading of title only and waiving reading of the ordinance in full. FISCHER The Mayor called for public hearing on the annexa - ADDITION tion of the Fischer Addition with R-3 zoing. (Councilman Robinson arrived.) there being no protests, ORD. No. 648 either written or oral, and the Planning Commission INTRODUCED having recommended such zoning, Ordinance No. 648, annexing the Fischer Addition to the City of Lodi with R-3 zoning, was introduced on motion of Council- man Katzakian, Mitchell second, after reading by title and waiving the reading of the ordinance in full. ZONING ORD. The City Attorney stated that he had gone over the AMENDMENTS amendments to the Zoning Ordinance with the Planning Director, that a few minor corrections had been ORD. NO. 649 made and it was now in order for the Council to INTRODUCED adopt the amendments. On motion of Councilman Katzakian, Mitchell second, the Council introduced Ordinance =+o. 649 amending the Zoning Ordinance by reading of title only and waiving reading of the ordinance in full. COMMUNICATIONS WESTGATE Claim for Damages from Raymond E. Westgate and Treva DAMAGE CLAIM L. "estgate, 37 Wellington Nay, in the amount of $200. The claim was rejected and referred to the Agent of Record on motion of Councilman Katzakian, Mitchell second. Minutes of June 3, 1959 continued _A 4 3 REPORTS OF THE CITY MANAGER DRIVEWAY Request of Soo Plumbing Company, 608 South 500 PLUMBING Sacramento St-eet, for a 30 -foot driveway. The Engineering Department recommends the request be POLICY granted. The City Manager recommends that the Council establish a policy whereby the Engineering Department would be authorized to grant requests for driveways up to 30 feet in width. The City Manager was instructed to work out a policy for presentation to the Council. On motion of Councilman Katzakian, Robinson second, the City Council granted Soo Plumbing Company the 30 -foot driveway requested. DRIVEWAYS The City Manager next presented a renuest from the UNION OIL CO. union Oil Company for three 35 -foot ariveways for a service station to be located at the northwest corner of Elm and Church Streets. The Engineering Department recommends that each driveway be reduced to 30 feet and also that Church Street be widened on the west side between Elm Street and the alley to the north. On motion of Councilman Mitchell, Katzakiam second, the Council approved three 30 -foot driveways for the Union Oil Company service station. On motion of Councilman Robinson, Mitchell second, the Council approved widening the west side of Church Street from Elm Street north to the alley. DRIVEWAYS A request for two driveways for the First Western Bank FIRST 'WESTERN at the southeast corner of Walnut and School Streets was BANK ta-m presented. The Bank requested a 34 -foot driveway on Walnut Street and a 24 -foot driveway on School Street. However, the Engineering Department recommends that the 34 -foot driveway be reduced to 30 feet and the 24 -foot driveway be reduced to 20 feet. On motion of f Councilman Robinson, Katzakian second, the City Council approved the driveways as recommended by the Engineering Department. DRIVEWAYS The City Manager presented the request of Stanley Kirst STANLEY KIRST for two 17 -foot driveways in front of his residence on Midvale Road to provide a circular driveway. On motion of Councilmnn Mitchell, Robinson second, the driveways were granted. LOADING ZONE Request for a loading zone in front of the Peerless PEERLESS '.WELD. Melding Shop, 101 East Locust Street. This zone would replace one of the parking stalls in front of the shop. RES. NO. 2234 Since parking isn't critical in this area, the ADOPTED Engineering Department recommends that the request be granted. On motion of Councilman Mitchell, i�atzakaan second, the City Council adopted Resolution No. 2234 establishing the zone requested. LOADING ZONES The City Manager stated that Andrew Mehrer of the Lodi BUS COMPANY Transit System was requesting that the passenger loading zones along School Street be moved to the middle of the RES. NO. 2235 block in the area of the fire hydrant zones in order to ADOPTED eliminate congesting traffic at the corner of the blocks where the bus zones were presently located. The Fire Chief has approved the request and the City Manager recom- mends that the change be made. On motion of Councilman Robinson, Katzakian second, the City Council adopted Resolution No. 2235 establishing the bus passenger loading zones in the middle of the blocks between Elm and Pine Streets, Pine and Oak Streets, and Oak and walnut Streets. Mr. Mehrer had also requested a bus zone at the southwest corner of Lodi Avenue and Garfield Streets, but action on the request was postponed to the nest regular meeting to give time for further study. 41-4 Minutes of June 3, 1959 continued STATE PERS. BD.The City Manager presented the proposed 1959-60 contract CONTRACT with the State Personnel Board for examining services. He stated that it was similar to the annual contracts that the City has had with the Board for a number of years. On motion of Councilman Mitchell, Robinson second, the City Council authorized the -ity Manager to execute the Contract with the State Perwonnel Board for examining services for the 1959-60 fiscal year. CROSSWALK Mr. Glaves recommended that a crosswalk be placed on Stadium STADIUM DRIVE Drive at Lockeford Street since this crossing is used HALL OF JUSTICE The City Manager stated that since the present site of the City Hall had been selected for the Civic ORD. NO. 650 Center, Ordinance No. 518, prohibiting the construction INTRODUCED of a Hall of Justice on the site, should be repealed. On motion of Councilman Katzakian, Mitchell second, the Council introduced Ordinance No. 650 repealing Ordinance No. 518 by reading of title only and waiving the reading of the ordinance in full. extensively by children going between the Festival RES. NO. 2236 grounds and Lawrence Park. The Council adopted Resolution No. 2236 establishing a crosswalk on Stadium Drive at Lockeford Street on motion of Councilman Katzakian, Robinson second. FLASHING The City Manager stated that a proposed agreement has SIGNALS AT been received from the Southern Pacific Company whereby HAM LANE & the City would reimburse the Company for one-half of RR CROSSS2,IG the costs of installing flashing signals at the railroad crossing at Ham Lane. The total cost of the signals is estimated at $6750. He also stated that the Public Utilities Ccmaission does not have funds at the present time to reimburse the City for one-half of th=_ City's share, but that formal application should be made if the City is interested in having the signals installed, so that the project will be on the Public Utilities Commission priority list when the money is available. Councilman Katzakian moved that application for funds for flashing signals be made to the Public Utilities Commission. The motion was seconded by Council- man Robinson with the understanding that application for funds be made, but that it was not authorization for the City to participate in the erection of the signals as there was some question as to whether or not signals were advisable. The motion carried. It was suggested that warning signs be painted at the street intersections with the SP 'Woodbridge branch line. TOKAY ST. LIGHT Resolution No. 2237 approving the Assessmert Diagram RES. NO. 2237 for the Tokay Street Lighting District was adopted on ADOPTED motion of Councilman Katzakian, Mitchell second. HEALY ADDN. On motion of Councilman Katzakian, Mitchell second, FROM WRCFPD the Council adopted Resolution No. 2238 withdrawing RES. NO. 2238 the Healy addition from the Woodbridge Rural County Fire Protection District. CLAIMS Claims amounting to $92,239.89 were approved on motion of Councilman Katzakian, Mitchell second. FEATHER RIMER Mr. Glaves informed the Council that the dues for PROJECT ASSO. belonging to the Feather River Project Association was S5 for each $1 million assessed valuation, which would amount to 5150 for Lodi. On motion of Councilman Robinson, Mitchell second, the Council took membership in the Association for one year for $150. HALL OF JUSTICE The City Manager stated that since the present site of the City Hall had been selected for the Civic ORD. On motion of Councilman Katzakian, Mitchell second, the Council introduced Ordinance No. 650 repealing Ordinance No. 518 by reading of title only and waiving the reading of the ordinance in full. ,'I nutes of June 3, 1959 continued 415 TRUCK FOR The City Manager reported on three secondhand trucks PUNCTURE VINE that the Engineering Department had located in connec- CONTROL tion with the purchase of a truck to use in the control of puncture vine during the summer: a '52 Dodge 1/2 ton truck with four speeds, $500; a '50 GMC 1/2 ton with three speeds, 3500; and a '50 Chevrolet 3/4 ton truck with fou: speeds, 3450. - On motion of Councilman Mitchell, Katzakian second, the Council authorized purchase of the Dodge truck. BUS FRANCHISE. The City Manager suggested that Section 3 of Ordinance Vo. 415, the bus franchsie ordinance, be repealed SEC. 3 OF ORD. since this section required the bus company to NO. 415 TO pay the City 2% of the gross annual receipts. The BE REPEALED company has never been in a position to pay this levy and the City Manager feels that it should not be required. The City Attorney concurred. On motion of Councilman Mitchell, Robinson second, the Council agreed that Section 3 of Ordinance No. 415 should be repealed at the time the ordinance code is adopted. ORDINAdCES ORD. LOCKEFORD introduced at the regular meeting of May 20, 1959 was ST. ADDN. brought up for passage on motion of Councilman Katzakian, Mitchell second. No. 645 ORDINANCE NO. 645, entitled "REGULATING PAWN ADOPTED BROKERS, SECOND HAND DEALERS, AND JUNK DEALERS, RE4UIRIsiG THE LICENSING OF THE SAME AND THE REGULATES KEEPING OF RECORDS BY SAID OCCUPATION", having PAWN BROKERS been introduced at the regular meeting of May & JUNK DEALERS 20, 1959 was brough up for passage on motion of Councilman Robinson, Katzakian second. Second read- ing was omitted after reading by title, and was then passed, adopted and ordered to print by the follow- ing vote: AYES: Councilmen - Katzakian, Mitchell, Robinson and Brown NOES: Councilmen - None ABSENT: Councilmen - Culbertson 4 1 6 Minutes of June 3, 1959 continued BYPASS STORM According to the City Manager word has been received DRAINAGE from the State Division of highways that the State is no longer interested in participating with the City in the drainage of the depressed area of the bypass; how- ever, the State would be interested in collaborating with the City on drainage of the rest of the highway. TURNER ROAD The City Manager reported that the County had UNDERPASS allotted $120,000 as its share in the construction of the Turner Road Underpass. Councilman Robinson, Mitchell second, moved that the Turner Road -Under- pass be given top priority in the Capital Outlay Program and that the City proceed with further negotiations and programming to effect its completion.
