MINUTES
Cn motion of Councilman Brown, Culbertson second,
the minutes of Marc`: n' 1959 were arrroved as
written and !ailed andthe minutes of February 25.
1959 were approved after correction of section 2
of the aragraph entitled "Civic Center", to read
as follows: "2. Phis Civic Center should include
t.__ City 3a11, the -all of Justice, the Libra_ .
• Fire St_tion. a possible City Auditorium and
other related goyernnental agencies."

LOYALTY DAY
• John W. Jennings, representing the Veterans of
Foreign 'Jars. re'uested Permission for his organ-
ization to conduct Loyalty Day ceremonies in the
Grape Bowl on May 2. 1959. 3e was _ ecuested to
work out - plan with the City :Manager for consid-
eration by the Council at a later meeting.

Planning Director Rodgers ga-re a report (Present-
in- a typewritten summary thereof to the Council
ani audience) on the study made by the Planning
Commission before _eachjnm its decision on the
need for a Civic Center and its recommendation of
a site therefor. which recommendation was presented
a: the Council meeting of _ ebruar_r 25. Councilmen
Robinson and .tic hell cuestioned the .criteria used
by the ?lannin= Commission in recommending site
• to include a library and a fire station. The
City Manager mentioned that the Coity Engineer had
suzres.ed that if site "C" were selected for a
Civic .enter. part of it could be used on a tem-
porary basis to pond storm waters drained from the
business district until such time as the City had
su=`';^Cent finances to complete construction of
the storm drainage system. No _tion was taken
• this time, the report and discission being for
the Purpose of infcroation and background on the
Plannin.a Commission's recommendation.

stating that Mr. Arthur W. Marcuardt had submitted
his resignation from the Library 3o.ard to be
effective May 1, 1950. Cr, motion of Councilman
2obinsDn. Mitchell s•.^ond, the Council accepted
the resignation of :_r. Marquardt .with regrets and
preyed that a letter of thanks be sent to hi- for
