This regular meeting of the City Council of the City of Lodi
held beginning at 6:00 o'clock p.m. of Wednesday, January 7,
1959; Councilmen, Brown, Culbertson, Mitchell, Robinson and
Katzakian (Mayor) present; none absent. Also present: City
Manager Glaves, Administrative Assistant Brown, City Attorney
Mullen and Planning Director Rodgers.
MINUTES Minutes of December 17, 1958 were approved as
written and mailed on motion of Councilman
Brown, Mitchell second.
PUBLIC HEARINGS
WM. NATHAN There were no scheduled public hearings.
Mayor Katzakian asked if anyone in the audience
wished to be heard. Mr. William Nathan, E1
Rancho Motel, 603 North Cherokee Lane, said
that he was having more work done at his motel
and wanted the City Council to designate a
disinterested person to give him legal advice.
He stated he was afraid that if someone wasn't
appointed, his project would be delayed. Mr.
Nathan was told that his _problem could not
be taken care of until he was more specific.
The City Attorney stated he would disqualify
himself if any legal opinion were required
on the matter. Mr. Nathan was instructed to
have his attorney write to the City Manager
explaining the problem and if necessary, the
City Manager would contact the League of
California Cities for an opinion.
COMMUNICATIONS
ALDRIDGE Letter from Chester C. Aldridge appealing from
REZONING the "no recommendation" of the Planning Com -
APPEAL mission on his request for rezoning from C-1
to C-2 of the area bounded by Pleasant Ave-
nue, Lockeford Street, Hutchins Street, Cali-
fornia Street and the railroad tracks. On
motion of Councilman Robinson, Mitchell
second, the City Council set the matter for
public hearing on January 21, 1959 and re-
ferred it back to the Planning Commission for
a supplementary report.
EMERY Summons and Complaint in the matter of Eliza -

claim of Mrs. Emery has already been referred
to the City's Broker of Record.

REPORTS
OF THE CITY MANAGER
STORM DRAIN
The City Manager presented a revised plan for storm

drainage in Lake Home Subdivision No. 4, explain-
ing that since the Council meeting of December 17,
the Director of Public Works had been advised by
the Southern Pacific Company that a yearly rental
of $180 would be charged the City for easement to
lay pipelines within their right of way. Under

Mitchell, Brown second, the Council approved the
revised plan as submitted.

the southwest corner of Pine and Church Streets
was submitted with the recommendation of the
Director of Public Works that two 30 -foot drive-
ways be granted on Church Street and one 30 -foot
driveway on Pine Street. On motion of Council-
man Culbertson, Brown second, the Council approved
the driveways recommended.
WIDENING
In connection with the above request, the Engineer -

Church Street from Pine Street south to the alley

be widened to its ultimate width. Mr. Alquist of
the Guild Cleaners is developing a 50 -foot lot
immediately south of the alley and is requesting
that the City widen the street at this frontage;
he is willing to reimburse the City $250 towards
the widening costs. Members of the Council dis-
cussed the advisability of widening the entire
block. Councilman Robinson moved that the west
side of Church Street between Pine Street and
Oak Street be widened to the full width of the
right of way and that the money required from the
Contingent Fund for the project be transferred to
the proper fund. The motion was seconded by
Councilman Culbertson and carried, with Council-
man Mitchell abstaining because of interest in
the property at the southwest corner of Pine and
Church Streets.
CLAIMS
Claims amounting to $192,708.79 were approved on
motion of Councilman Culbertson, Brown second.
SPECS
The City manager presented specifications for

eight new cars as follows:
Police Department: Six patrol cars, with five
cars being traded in.
Fire Department: One 4 -door sedan with trade in.
Engineering Dept.: One business coupe with trade in.
Councilman Robinson asked for a recommendation
from Councilman Mitchell. Councilman Mitchell
approved purchase of the cars with the exception
of the one for the Fire Department, stating that
since the Fire Department car to be traded in had
only 21,000 mileage, it should give satisfactory
service for another year and there would be very

little loss in value. Councilman Culbertson,
Robinson second, moved that the specifica-
tions for the six police cars and one car
for the Engineering Department be approved
and call for bids authorized and that the
request of the Fire Department be rejected.
Motion carried.
ENGINEERING The City Manager recommended that the City
CONSULTING contract with the Rogers Engineering Company
SERVICES as a consultant to the City on its electrical
distribution system, stating that the City
did not require a full time electrical en-
gineer at this time but that it was advisable
to have a consultant at such times as engineer-
ing advice was needed. He had suggested the
Rogers Engineering Company as consultant since
this company had made a study of, and would
be familiar with, the local system. The City
Manager read the proposed contract which had
been submitted by the company. He recommended
that the same type of agreement be had with
Wilsey and Ram, the engineering firm which
had been retained to do the Master Storm
Drainage Plan for the City, so that the
Engineering Department could have continuing
use of their services on a consulting basis.
On motion of Councilman Robinson, Culbertson
second, the Council approved the contract
with Rogers Engineering Company. On motion
of Councilman Culbertson, Brown second, the
Council approved an agreement with Wilsey
and Ram on the basis outlined in their letter
of December 18, 1958 to the Director of Public
Works.
APPOINTMENTS
RECREATION Mayor Katzakian stated that the terms of
COMIfISSION David Reese, Sam Salas and Elmer Brown on
the Recreation Commission had expired on
December 31. They were willing to serve
another term and he recommended that they be
reappointed. On motion of Councilman Cul-
bertson, Mitchell second, the Council re-
appointed the above mentioned men for 4 -year
terms beginning January 1, 1959•
The Council adjourned at 9:15 p.m.
