Also presents City Manager Glaves, Administrative Assistant Carlton, City Attorney Mullen and Planning Director Rodgers. MINUTES Minutes of October 19, 1960 and November 2, 1960 were approved as written and mailed on motion of Councilman Brown, Katzakian second. PUBLIC HEARINGS REZONE NW COR. City Manager Glaves read the report from the Planning Commission recommending ..the rezoning• There were no protests, written or oral, and on motion of Councilman Brown, Ullmann second, the City Council introduced Ordinance No. 666 rezoning the above-mentioned property to the C-2 District. -. NO. 687 Multiple Family Residential District to the C -p INTRODUCED Commercial -Professional Office District. The City Manager read the report from the Planning Commission recommending the rezoning. There were no protests, written or oral, and on motion of Councilman Brown, Mitchell second, the Council introduced Ordinance•No. 687 rezoning that prop- erty at 301 North Pleasant Avenue to the C -P District. PLANNING COMMISSION City Manager Glaves reported the following actions of the Planning Commission on October 31 and November 14; 1. Denied the request of Mr. Tim Bertsch for a variance to reduce the lot frontage require- ment in the R-3 zone so as to permit the construc- tion of ten apartments on a lot at 220 West Turner Road. 2. Approved the request of Mr. T.R. Williams for a use permit to operate a non-ferrous foundry at 217 South Stockton Street in the "M" industrial zone. 3. Approved the request of Mr. George Aberle for a use permit to establish an off-street park- ing area at 411 West Oak Street in the R-4 resi- dential zone. 66 Minuses of November 16, 1960 co,ttiinued CALAVERAS ST. STATE FUNDS Mr. Glaves then presented a contract from the State FOR TURNER RD Division of Highways covering reimbursement to the UNDERPASS City of Grade Separation Funds for the reconstruc- tion of the Turner Road -Underpass. On motion of RES. NO. 2385 Councilman Katzakian, Brown second, the Council ADOPTED adopted Resolution No. 2385 approving the contract and authorizing the Mayor and City Clerk to sign same. TURNER ROAD Mr. Glaves read a letter from Mr. J.G. Meyer, INTERCHANGE District Engineer, State Division of Highways District X, answering the Council's request of October 19, 1960 that the State further consider the desirability of constructing an off -ramp directly from the freeway to serve southbound traffic going west on Turner Road. The State's position is that the ramp can and will be con- structed as soon as traffic conditions so warrant, but that the additional money needed to con- struct such a ramp is more urgently needed else- where and the design proposed by the State will 67 Minutes of november 16, 1960 continued be satisfactory for some time to come. However, the State is willing to design the direct off - ramp and to purchase the right of way prior to construction. Members of the Council expressed the opinion that the direct off -ramp should be included in the present Freeway plans, particu- larly since the City"has designed its street pattern so as to use Turner Road as a major access into the City and the advantages of having the direct ramp outweigh the additional cost which has been mentioned as being approximately $50,000. Councilman Katzakian moved that the plans for the interchange not be approved without the inclusion -of the desired off -ramp and that the Ci-ty Manager inform the State of the Council's reasons. The motion was seconded by Councilman Mitchell and carried unanimously. SPECS Specifications for.four compact sedans were approved COMPACT CARS and advertising for bids authorized on motion of Councilman Katzakian, Brown second. These cars will replace two cars in the Engineering Depart- ment and one in the Recreation Department and will add one car to the Recreation Department. SPECS City Manager explained that the station wagon COMPACT PICKUP being used by Orest Merry, Parks Supervisor, needed to be replaced and recommended that it be traded in for a compact pickup truck. The Coun- cil approved specifications therefor on motion of Councilman Katzakian, Mitchell second. WALNUT ST Mr. Glaves stated that the lights closing Walnut CLOSED AT Street between Rose and California Streets had HIGH SCHOOL not been formally approved by the City Council and that a resolution was required in order to RES. On motion of Councilman ADOPTED Mitchell, Katzakian second, the City Council adopted Resolution No. 2386 ordering Walnut Street between Rose Street and California Street closed to vehicular traffic between the hours of 8:00 a.m. and 4:00 p -m. DRIVEWAY The City Manager presented a `request for a 24 -foot 510 W. LODI driveway for Dr. Folendorf at 510 West Lodi Avenue AVENUE and recommended that the request be granted. On motion of Councilman Brown, Ullmann second, the City Council authorized installation of the drive- way in accordance with the sketch presented. DRIVEWAYS The Council then considered the request of Han— SW COR HUTS cock -Oil Company for three driveways at the south- & LOCKEFO-RD west corner of Hutchins and Lockeford Street. The City Manager stated that the City needed 5-1 feet on Lockeford Street for widening of that - street and the Company had -indicated it would deed the required footage. On motion of Council- man Mitchell, Katzakian second, the City Council granted the request for the above mentioned drive- ways subject to the dedication of 5J feet for the widening of Lockeford Street. LOCK EFORD ST. Mr. Glaves presented a deed from Mrs. Maryanne WIDENING - Moore Hayes for a 5J_foot strip for the widening RIW ACCEPTED of Lockeford otreet. The City is to pay Mrs. Hayes $60 for the strip and also will install the improvements thereon without cost to the property owner. The deed was accepted in accord- ance with the above conditions on motion of Coun- cilman Brown, Katzakian second. Minutes of November 16, 1960 continued CHEROKEE In regard to obtaining rights of way for the DITCH R/J Cherokee Ditch} the City :4anager stated that two CONDEMNATION parcels of property remained on which agreement PROCEEDINGS had not been reached. The property in question belongs to Orrin and Gertrude Kettelman and to RES. NO. 2387 Mrs. Margaret K. Harvey. He stated that it was AND important to obtain the rights of way since the RES. NO. 2388 State had set the deadline as December 1 and he ADOPTED recommended that condemnation proceedings be started. On motion.of Councilman Katzakian, Mit- chell second, the City Council adopted Resolution No. 2387 authorizing and directing -the condemna- tion of the Orrin and Gertrude Kettelman property. The Council then adopted Resolution No. 2388 on motion of Councilman Brown, Katzakian second, authorizing and directing the condemnation of the Margaret K. Harvey property. SUBDIVISION The City Manager presented the following resolu- STREETS tions for adoption: ACCEPTED No. 2374 accepting dedication of certain streets RES. NO. 2374 in Capell Manor, . THRU NO. 2383 No. 2375 accepting dedication of certain streets ADOPTED in Capell Park, No. 2376 accepting dedication of certain streets in Cherrywood Park, No. 2377 accepting dedication of certain streets in Benson Manor No.,l, No. 2378 accepting dedication of all streets in Sharon Manor No. 1, No. 2379 accepting dedication of all streets in -. Sharon Manor No. 2, No. 2360 accepting dedication of all streets in Son -Ray Court, No. 2381 accepting dedication of certain streets in. Son -Ray Manor, No. .2382 accepting dedication of all streets in Tokay Gardens No. 2, and No. 2383 accepting dedication of all streets in West Terrace. He stated that the Department of Public Works had reported that the streets were ready -for acceptance in accordance with the Subdivision_ Ordinance. Resolutions No. 2374 through No. 2383 were adopted by the City Council on motion of Councilman Katzakian, Mitchell second. AWARD - The following bids were received for the purchase HOUSE AT and removal of the house at 551 East Locust . 551 E. LOCUST Street. Comer 700.00 The City Manager recommended that the award be made to the highest bidder and on motion of Coun- cilman Katzakian, Brown second,.the City Council'.'_ adopted Resolution No. 2389 awarding the contract.: for the removal of the house at 551 East Locust. Street to A.M. Comer for 8700. Minutes of November 16, 1960 continued SPECS City Manager Glaves stated that the City should CONCRETE PIPE install utility pipelines across the freeway right of way before construction of the freeway is com- pleted, pointing out on a map the places where the pipes would ultimately be needed. He stated that all of this work had not been provided for in the current Capital Outlay budget and that, in addition, unanticipated work costing approximately $28,775 was included. The Public Works Depart- ment had submitted specifications for concrete pipe which would be required and the City Manager recommended that they be approved. Councilman Mitchell moved that the specifications for con- crete pipe be approved and call for bids be authorized. The motion was seconded by Council- man Katzakian and carried. DINE-HUTCHINS Mr. Glaves read a recommendation from the Recre- ation Commission that Mr. Paul Tritenbach be re - PARK SITE tained as the landscape architect for the Dine - PLANS Hutchins park site. He stated that the plans would be general preliminary plans and that $500 was provided in the budget for this purpose. On motion of Councilman Katzakian, Brown second, the City Council accepted the recommendation of the Recreation Commission and authorized the hiring of Paul Tritenbach to prepare the general plans for the Dine -Hutchins park site. ORDINANCES POLICE ORDINANCE NO. 685, ENTITLED "AN ORDINANCE ACCEPT - STANDARDS ING THE REQUIREMENTS OF SECTION 13522 OF THE PENAL CODE RELATING TO THE TRAINING OF LAW ENFORCEMENT ORD. NO. 685 OFFICERS," having been introduced at the regular ADOPTED meeting of -November 2, 1960, was brought up for passage on motion of Councilman Brown, Ullmann second. Second reading was omitted after reading by title, and was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - Brown, Katzakian, Mitchell, Ullmann and Culbertson NOES: Councilmen - None ABSENT: Councilmen - None The Council then adjourned on motion of Council- man Katzakian, Brown second. - ATTEST: BEATRICE GARIBALDI City Clerk
