Administrative Assistant Carlton gave a resume INTERCHANGE of the memorandum from the Planning Director concerning the Planning Commission's review of the freeway connections to the Lodi Major Street System. As a result of this review, the Planning Commission was recommending that the Council request the State Highway Department to study the feasibility of having an off ramp at Lockeford Street to facilitate traffic into the downtown area. The Planning Commission had also studied the possibility of having an interchange at Lodi Avenue. However, because of the problems caused by the Central California Traction Company tracks and other factors, the Planning Commission was not making a recommendation for a connec- tion at this street. Planning Director Rodgers presented maps of the Freeway and pointed out the routes for traffic in and out of Lodi, etc. Mayor Culbertson hesitated to ask the State to make a study as recommended by the Planning Commission as he felt the value of such a ramp was outweighed by the cost. Councilman Brown felt that the Council should go along with the Planning Commission. Councilman Mitchell moved that the recommendation of the Planning Commis- sion be accepted and that the State Division of Highways be asked to study the feasibility of having an off ramp at Lockeford Street.
