CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
SEPTEMBER 21, 1960
This regular meeting of the City Council of the City of
Lodi held beginning at 8:00 p.m. of Wednesday, September"21,
1960. Councilman Brown, Mitchell, Ullmann and Culbertson
(Mayor) present; Katzakian absent.
Also present: Administrative Assistant Carlton, City Attorney
Mullen and Planning Director Rodgers.
Absent: City Manager Glaves
MINUTES
The minutes of September 7, 1960 were approved
as written and mailed on motion of Councilman
Brown, Ullmann second.
PLANNING COMMISSION
LOCKEFORD ST.
Administrative Assistant Carlton gave a resume
INTERCHANGE
of the memorandum from the Planning Director
concerning the Planning Commission's review
of the freeway connections to the Lodi Major
Street System. As a result of this review,
the Planning Commission was recommending
that the Council request the State Highway
Department to study the feasibility of having
an off ramp at Lockeford Street to facilitate
traffic into the downtown area. The Planning
Commission had also studied the possibility
of having an interchange at Lodi Avenue.
However, because of the problems caused by
the Central California Traction Company tracks
and other factors, the Planning Commission
was not making a recommendation for a connec-
tion at this street. Planning Director Rodgers
presented maps of the Freeway and pointed out
the routes for traffic in and out of Lodi, etc.
Mayor Culbertson hesitated to ask the State
to make a study as recommended by the Planning
Commission as he felt the value of such a ramp
was outweighed by the cost. Councilman Brown
felt that the Council should go along with the
Planning Commission. Councilman Mitchell moved
that the recommendation of the Planning Commis-
sion be accepted and that the State Division
of Highways be asked to study the feasibility
of having an off ramp at Lockeford Street. The
motion was seconded by Councilman Brown and
passed by the following vote:
Ayes: Councilmen - Brown, Mitchell and
Ullmann
Noes: Councilmen .. Culbertson
Absent: Councilmen - Katzakian
COMMUNICATIONS
OAKDALE RE
Letter from the City of Oakdale requesting
WATER BONDS
the Council to give its support to a resolu-
tion of the City of Oakdale opposing Propo-
sition No. 1 (water bonds) at the November 8
General Election. A resolution opposing
Proposition No. 15 (Senate Reapportionment)
was also enclosed. The letter and resolutions
were ordered filed on motion of Councilman
Brown, Mitchell second.

HARRISON ADDN The Harrison Addition was withdrawn from the

RES. NO. 2359 by the adoption of Resolution No. 2359 on
motion of Councilman Brown, Ullmann second.
PREVAILING The City Council adopted Resolution No. 2360
WAGES adopting the scale of prevailing wages for
RES. NO. 2360 building and construction trades on motion
ADOPTED. of Councilman Mitchell, Brown second.
Mayor Culbertson commended the Grape Festival
Association for the outstanding job done on
the recent festival and stated he had received
many favorable comments on the displays and
on the enthusiasm of the participants.
There being no further business, the Council
adjourned at St O p.m.

specifications called for industrial or modi-
fied agricultural type tractor.
