HomeMy WebLinkAboutMinutes - June 1, 196017 CITY COUFCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS JU2IE 1, 1960 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock p.m. of Wednesday, June 1, 1960; Councilmen Brown, Katzakian, Mitchell, Ullmann and Cul- bertson (Mayor) present; none absent. City Manager Glaves, Administrative Assistant Carlton, Mullen and Planning Director Rodgers also present. MINUTES Minutes of May 18, 1960 were approved as written and mailed on motion of Councilman Katzakian, *Mitchell second. PUBLIC HEARINGS CARDINAL- Piotice thereof having been published and posted RIBIER in accordance with law, Mayor Culbertson called STREET LIGHTS for public hearing on the Cardinal-Ribier Street Lighting District. No written protests were REB. NOS. received. Mr. Luther Bennett, 1120 S. Crescent 2328, 2329, Ave.; Mr. Martin Blount, 1115 S. Hutchins St.; 2330 AND 2331 and Mr. P.O. Reick, 1125 S. Hutchins Street, ADOPTED objected to installation of the lights stating that their homes were not fronting on Cardinal or Ribier and they would not benefit from the lights. Mr. Blount felt that some of the petitioners had been mislead regarding cost of the lights and method of payment and asked for additional time to circulate a petition. P:r. Glaves explained the legal procedures re- quired of the Council under the Improvement Act of 1911. Since protests had been received from owners of less than one-half of the prop- erty to be assessed for the lights, Councilman Katzakien moved the adoption of Resolution f?o. 2328 overruling the protests. The motion was seconded by Councilman Mitchell and carried. On motion of Councilman Katzakian, Brown second, the Council adopted Resolution No. 2329 adopt- ing the scale of prevailing wage rates. On motion of Councilman Katzakian, Mitchell second, the Council adopted Resolution No. 2330 order- ing the work on the Cardinal-Ribier Street Lighting District and on motion of Councilman Katzakian, Brown second, the Council adopted Resolution No. 2331 directing the assessment thereon to be prepared. TRAFFIC AT Mr. Howard Babcock of 9 Chestnut Street re - SCHOOL AND quested that stop signs be placed at Chestnut CRESTNUT STS. and School Streets because of traffic hazards, The City Manager will refer the matter to the. Police Department for intlestigation and report. COMMUNICATIONS STATE SENATE better from Californians Against Inequitable REAPPORTION- Reapportionment, Inc., requesting the City KENT Council to adopt a resolution opposing Proposi- tion U0. 15 concerning State Senate reapportion- ment which will be on the November ballot. The letter was referred to the City Manager for report thereon at the meeting of June 15 on motion of Councilman Brown, Katzakian second. 3.6 Minutes of June 1, 1960 continued COUNTY MEETING Resolution from the County Board of Supervisors RE WATER calling a meeting of cities, districts and other interested psrties concerning the water problem in this County. The meeting is to be held on June 8 at 10 a.m., 1850 E. Hazelton, Stockton. Members of the Council will attend. r FLOOD CONTROL City Manager Glaves stated that letters had LEGISLATION been received from Senators Kuchel and Engle and Congressman McFall -concerning favorable progress of Mokelumne flood control project. NO. 2332 He stated that nothing derogatory had been ADOPTED found about the cast -in-place method of laying pipe and presented data concerning its installa- tion in various localities. He recommended that award be made to Monolithic.Pipe Linea as the lowest bid. Mr. Frank Wilson of Monolithic Pipe Lines spoke concerning oast -in-place pipe. Mr. Fred Spiskerman of Spiekerman Concrete Pipe Company and Mr. Cecil, Mumbert of Mumbert Con- crete Pipe Company spoke on behalf of precast pipe, contending that concrete pipe required steel reinforcement. After discussion of the data presented, the Council by unanimous vote adopted Resolution No. 2332 awarding the con- tract for the Eden Street Storm Drain to R. Goold and Son of Stockton on motion of Councilman Brown, Katzakian second. SPECS - Specifications for one, 1f2 -Ton truck for the 1/2 TON TRUCK Utilities Department were approved and call for bids authorized on motion of Councilman Mitchell, Katzakian second. PRISONER CARE The City Manager preeented a contract from the CONTRACT County which would provide for care of City prisoners at the County Jail at a cost to the RES. NQ. 2333 City of 82.75 per day for each prisoner. On ADOPTED motion of Councilman Brown. Kataaki4n second, the City Council adopted Resolution No. 2333 approving the contract and authorizing its execution by the Mayor and City Clerk. PERSONNEL BD. The annual contract with the State Personnel CONTRACT Board Cooperative Personnel Services for their examination services was approved and the City RBS. 90, 2334 Manager authorized to sign by adoption of ADD,pTED Resolution No. 2334 on motion of Councilman Kateekian, Mitchell second. I9 Minutes of June 1,"1960 continued SPECS - FENCE Specifications for a chain link fence to be installed at the Sewage Treatment Plant were approved and call for bids authorized on motion of Councilman Katzakian, Brown second. PALM AVE. The Council adopted Resolution No. 2335 apProv- LIGHTS ing the assessment diagram for the Palm Avenue RES. NO. 2335 Street Lighting District on motion of Councilman ADOPTED Mitchell, Brown second. ZORNIG ADDN. Resolution No. 2336 withdrawing the Zornig FROM FIRE DISL Addition from the Woodbridge Rural County Fire RES. N0. 2336 Protection District was adopted on motion of ADOPTED Councilman Katzakian, Brown second. SP LOT LEASE On motion of Councilman Mitchell, Katzakian TERMINATION second, the Termination of Lease from the Southern Pacific Company on the lot between Pine and Oak Streets on.the east side of Sacra- mento Street was unanimously approved effective June 30, 1960 and the Mayor authorized to execute said Termination. ORDINANCES ORD. NO. 675 On motion of Councilman Brown, Mitchell second, TABLED action on Ordinance No. 675 rezoning to R-4 Multiple Family -Institutional property in the 300 block -on the east side of South Orange Avenue was tabled to the meeting of June 15, . 1960. Councilman Mitchell questioned the use of Ham Lane to'reach Lodi Avenue by•the High School busses rather than cantinuing through on•the School's prbpertk.from Pacific Avenue.
