HomeMy WebLinkAboutMinutes - March 16, 1960CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHA.MBF_RS MARCH 16, 1960 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock p.m. of Wednesday, March 16, 1960; Councilmen Culbertson, Katzakian, Mitchell, Robinson, and Brown (Mayor) present; none absent. City Manager Glaves, Administrative Assistant Carlton and Planning Director Rodgers present. City Attorney Mullen absent. MINUTE'S Minutes of February 24, 1960 and March 2, 1960 were approved as written and mailed on motion of Councilman Katzakian, Mitchell second. PUBLIC HEARINGS REZONING ON Notice thereof having been published in accord - S. FAIRMONT ance with law, Mayor Brown called for public TO R-4 'nearing on the proposed rezoning of property on the east side of South Fairmont Avenue in ORD. NO. 672 the 400, 500 and 600 blocks from the R-3 Limited INTRODUCED Multiple Family Residential zone to the R-4 Multiple Family -Institutional Residential zone. Such rezoning has been recommended by the Planning Commission. There were no protests, written or oral. On motion of Councilman Katzakian, Culbertson second, the Council intro- duced Ordinance No. 672 rezoning the above mentioned property to R-4 by reading of title only and waiving reading of the ordinance in full. PLANNING COMMISSION ZONING The following actions of the Planning Commis - ADJUSTMENTS sion were reported: 1. Approved the request of Mr. Ted Schneider for a zoning adjustment to change the lots in the Tokav Gardens No. 2 Subdivision from the R-1 One Family Residential zone to the R-2 One Family Residential zone. 2. approved the request of Mr. Irving Baker for a zoning adjustment to change the lots in the West Terrace Subd. from the R-1 One Family Residential zone to the R-2 One Family Residential zone. FINAL MAP_ The final map of Son -Ray Court Subdivision was SON -RAY COURT presented for approval, all conditions of the Subdivision Ordinance having been complied with except receipt of Map Filing Report. The Planning Director stated that the Faith Taber- nacle Church had agreed to deed to the City and improve that portion of its property lying in Ayers ;venue. The final map of Son -Ray Court was approved subject to the Map Filing Report on motion of Councilman Robinson, Cul- bertson second. COMi4UNICATIONS FISCHER CLAIM "Claim of Personal Injuries" from Albert Fischer FOR DAMAGES in the amount of $2,793.50 was rejected and re- ferred to the City's Agent of Record on motion of Councilman Katzakian, Mitchell second. RE.'i4f LEASE he Sportsman's Club property located north of the SPORTSMAN'S City along the i'tokelumne River is leased to the CLUB City on a yearly basis which expires at the end of March. The City Manazer recommended that the lease be renewed at the usual rental of 3300 a ;dear. Councilman Mitchell moved that the lease be renewed for one ,year for 3300. Motion was seconded by Councilman Katzakian and carried unanimously. Locust St. REPORTS OF THE CITY MANAGER .ALL NIGHT City Tanager Glaves recommended adoption of an TRUCK PARKING ordinance to prohibit parking of heavy duty type PROHIBITED commercial vehicles on the streets in residential and commercial zones between the hours of 12 mid - ORD. NO. 673 night and 5 a.m. On motion of Councilman Robin - INTRODUCED son, Mitchell second, the City Council introduced Ordinance No. 673 prohibiting the parking of heavy duty type commercial vehicles during certain hours by reading of title only and waiving reading of the ordinance in full. EAS E"_E?(T The City Manager recommended the vacation of an `l AC AT ION 8 -foot easement at the rear of Lots 90, 91 and 112 and of a 5 -foot easement at the rear of Lots 92 and 111 in Kristmont Acres No. 3, according to the Director of Public Works and the Superintendent of Public Utilities the City has no present or prospective future need for these easements. On motion of Councilman Culbertson, Katzakiar_ second, the City Council adopted an order abandoning_ the said easements. SPECS Specifications for a 2 -ton dump truck for the use DUMP TRUCK of the Recreation and Parks Department were approved and advertising for bids authorized on motion of Councilman Culbertson, Katzakian second. BUS ?3�NCH!SE City Manager Glaves reported that 11r. Andrew Mehrer of the Lodi'Transit System was requesting renewal of the bus franchise. Mr. Glaves was not ready to make a recommendation since he had not had an opportunity to make a study of the system. The members of the Council agreed that the matter needed study and tabled the request of Mr. Mehrer, Councilman Robinson stating he was in favor of a bus system. WESTSIDE The City Manager gave a resume of the information FiEEWAY he had received from the Division of Highways on the proposed location of the Westside Preeway. Two routes which are being studied would affect the City's 303 -acre industrial wastes area, one of the routes going through the center of the site., public hearing on the route will be held in Thornton some time in April. ORDINANCES APPROPRIATIONS TO ORDINANCE NO. 671, entitled "APPROPRIATING CAPITAL OUTLAY MONIES TO THE CAPITAL OUTLAY FUND", having been introduced at the regular meeting of March 2, 0RD. NO. 671 1960, was brought up for passage on motion of ADOPTED Councilman Katzakian, Culbertson second.
