CITY HALL COUNCIL CHAMBERS
MARCH 2, 1960
This regular meeting of the City Council of the City of Lodi held
beginning at 8:00 p.m. of Wednesday, March 2, 1960; Councilmen
Culbertson, Katzakian, Mitchell and Robinson present; Mayor Brown
absent. (Mayor Brown arrived at 8:30 p.m.)

PLANNING COMMISSION
RE?0"I'I. ON Recommendation from the Planning Commission that
S. F..IRMONT the DroDert.y on the east side of South Fairmont
TO R -d avenue in the 400, 500, and 600 blocks be rezoned
from the R-3 Limited Multiple Family Residential
zone to the R_4 Multiple Family Institutional -
Residential zone for a depth of one-half the
distance to Orange Avenue. On motion of Council-
man Mitchell, Katzakian, second, the Council set
the matter for public hearing on March 16, 1960.

fied by the City Clerk. On motion of Councilman
RES. NO. 2299 Katzakian, Robinson second, the Council adopted
AND Resolution No. 2299, resolution of intention for
RES. 11-0. 2300 construction of street light standards and
ADOPTED necessary wires and conduits in the Palm Avenue
Street Lighting District and setting public hear-
ing thereon for April 6, 1960. The Council then
adopted Resolution No. 2300, on motion of Council-
man Mitchell, Katzakian second, adopting Plans and
Specifications for the Palm avenue Street Lighting
District.
WATER POLLU- A cops of Resolution No. 60-1 of the Central Valley
TION CONTROL Regional Water Pollution Control Board ordering

the requirements of the Board regarding discharge
into White Slough.
REPORTS OF THE CITY MANAGER
365,000 TO City Manager Glaves reported that out of a balance

$25,000 remains which he states will not be needed
ORD. NO. 671 and also that present indications are that there
INTRODSC� will be an overrun of about $40,000 in utility
revenue because of the change over to cycle bill-
ing. He recommended that the unappropriated sur-
plus of $25,000 and $40,000 for the overrun, total-
ling $65,000 be appropriated to the Capital Outlay
Fund. On motion of Councilman Mitchell, Robinson
second, the Council introduced Ordinance No. 671
by unanimous vote transferring 365,000 to the
Capital Outlay Fund.
AWARD - The City "Tanager presented a tabulation of rine
G IS0L1NE bids which had been received for gasoline supplies
for the City from March 1, lg60 to March 1, 1961.
RES. ';0. 2301 Richfield Oil Company was low with a bid of 20.371
ADOPTED per gallon for regular and 23.470 per gallon for
Ethyl gasoline. Councilman Katzakian, Robinson
second, moved the adoption of Resolution No. 2301
awarding the contract for gasoline for the nest
twelve months to Richfield Oil Company. Motion
carried.

Claims in the amount of $85,808.95 were approved
on motion of Councilman Katzakian, Mitchell
second.

On motion of Councilman Katzakian, Mitchell

No. 2302 withdrawing the Freeway Addition from

YODER CONTRACT
The agreement with M. Carleton Yoder for a
study of the City's sanitary sewer and indust-
rial wastes systems was approved on motion of
Councilman Robinson, Katzakian second.
TRACTOR FOR
Mr. Glaves reported on the efforts of the

Engineering Department to find a replacement
for the tractor that is presently being rented
for use at the Sanitary Land Fill, but which
may become unavailable at any time. He stated
that a second-hand International tractor which
appeared to be in good condition had been found
and could be purchased for $7,000. He recom-
mended that this tractor be bought on a rental -
purchase plan so that it could be tried out
before final purchase, providing this met with
the approval of the County Board of Supervisors
the County would be paying 40% of the cost
under the terms of the agreement for joint
operation of the Fill. (Mayor Brown arrived
and took over from Vice -Mayor Culbertson as
presiding officer.) Councilman Katzakian moved
that the City Manager be authorized to nego-
tiate purchase of the above mentioned tractor
for $7,000 with a rental -purchase option and
providing that such a transaction is approved
by the County Board of Supervisors. The motion
was seconded by Councilman Mitchell, and carried
by unanimous vote.

?Mayor Brown presented Chief of Police Coon

with the Walker Safety Award from the National
POLICE CFIEF
Police Officers association, honoring the
City's service in the field of traffic safety
during 1959, and complemented the Chief on
the fine record of his department.

The Mayor then stated his pleasure over the
LOREN CROMWELL
honor given to Loren Cromwell, Engineering
dministrative Assistant, by the San Joaquin
County Safety Council in designating him "Mr.
Safety 1959." Councilman Katzakian moved
that a letter of commendation be sent to
Mr. Cromwell. The motion was seconded by
Mitchell and carried.
MILLS AVENUE
Citr Manager Glaves stated that the City needed

to acquire a 30 -foot right of way for the

improvement of Mills Avenue from Mrs. Flora
Blazer who owns property at the northwest
corner of Mills and Lodi Avenue. When the
street is improved it will be necessary to
move lawn sprinklers, a garage and a tool
shed. Mrs. Blazer is asking the City for
payment of $1,000 and movement of the build-
ings and installation of pavement, curb,
gutter and sidewalk at City expense in
exchange for a deed for a 30 -foot strip for
Mills Avenue and 10 feet for the Lodi Avenue
right of way. Councilman Culbertson moved that
the proposal of Mrs. Blazer be accepted. The
motion was seconded by Councilman Katzakian
and carried.

HEREINIFTER SET OUT", having been introduced at
the regularly adjourned meeting of February 24,
1960, was brought up for passage on motion of
Councilman Culbertson, Robinson second. Second
reading was omitted after reading by title, and
was then passed, adopted and ordered to print by
the following vote:
