Planning Director Rodgers read the Drotest of property owners which had been filed with the Council on January 20. Mr. John Capell spoke in favor of the rezoning. On motion of Councilman Mitchell, Culbertson second, the Council introduced Ordinance No. 668 rezoning Lots 1 through 5, Capell Estates, to R-3 by reading of title only and waiving reading of the ordinance in full. PLA-NNING COMMISSION BERTSCH The Planning Commission recommended approval of a RECORD OF record of survey of two acres on the southeast SURVEY corner of Turner Road and Pleasant Avenue owned by Mr. Tim Bertsch. City Manager Glaves explained that since no street dedications were required, a record of survey map could be filed rather than a final subdivision map. He suggested approval subject to the deposit for improvements required by the Subdivision Ordinance and City Attorney Pullen suggested that easement deeds be obtained also. On motion of Councilman Mitchell, Katzakian second, the Council approved the record of survey map of the Tim Bertsch property subject to the submission of deeds for utility easements and ten Der cert deposit or. the total estimated cost of improvements. REPORTS OF THE CITY MANAGER CLAIMS Claims in the amount of 399,268•.69 were approved on motion of Councilman Culbertson, Katzakian second. NO. 2292 able to install a pedestrian crossing over the ADOPTED tracks as approved at the Council meeting of December 16, 1959• On motion of Councilman Katzakian, Robinson second, the Council adopted Resolution No. 2292 authorizing the Mayor and City Clerk to execute the agreement with Southern Pacific Company for an easement across the tracks at Kettleman Lane. HIRES CO?+CES- Mr. Glaves explained that the Hires Bottling SION CONTRACT Company has the High School contract for conces- sions at the Stadium until June 30, 1961, and he recommended that the City's contract with the company be extended to the same date so that the contracts would expire simultaneously. NO. 2294 KVA transformer and he recommended that award ADOPTED be made to the lowest bidder, Valley Electric Company, for the sum of $16,478.00 on an Esco transformer. The City Council adopted Resolu- tion No. 2294 awarding the contract for the transformer to Valley Electric Company on motion of Councilman Robinson, Katzakian. second. STUDY 0:' SAiiITARY City Manager Glaves recommended that a study aND INDUSTRIAL and master plan be made of the City's sanitary WASTES F.XILITIES sewage and industrial wastes systems which would provide information to back up certain phases of the Capital Outlay Program. He suggested that he be authorized to negotiate with Carleton Yoder, the City's consultant sanitary engineer, for conduct of such a study. Mr. Glaves stated it would not mean a delay in the Capital Outlay Program to have such a study made. Councilman Robinson moved that Mr. Yoder be invited to meet with the Council at his earliest convenience. Motion was seconded by Councilman Mitchell and carried. Mr. Glaves stated he would like to have some indication of the Council's intention in regard to a study of the City's systems so that Mr. Yoder, who is to represent the City before the 'dater Pollution Control Board on February 18 of Councilman Mitchell, Katzakian second, the Council by unanimous vote ordered the extension of the contract with Hires Bottling Company for the Stadium concessions to June 30, 1961. AWARD - POLICE Two bids have been received for the Police RADIO EQUIP. radio equipment: One from Motorola Communica- tions and Electronics Inc. for $4,994.00 and RES. N0. 2293 the other from General Electric Company for ADOPTED $4,818.59. Both bids are subject to a trade- in allowance. City Manager Glaves stated that the General Electric bid did not meet the specifications, and he recommended that award be made to Motorola as the lowest and best bid. On motion of Councilman Culbertson, Robinson second, the City Council by unanimous vote adopted Resolution No. 2293 awarding the con- tract for radio ecuiDment to Motorola. PARKING METER The City Manager presented a request from AT ARCH MOTORS Robert Lehr, Arch Motors, 2 North Sacramento Street, for the removal of a parking meter on the Sacramento Street side of his property. ne wanted the peter removed so that he could use the space to remove cars from his lot. The report from the Engineering Department stated that the present driveways were adequate and recommended that the request be denied. i'lr. Lehr was present and stated his objections to the meter. After discussion of the request, the City Council rejected Mr. Lehr's request on motion of Councilman Culbertson, Robinson second. Councilman Mitchell moved that the Council retain the serv- ices of a professional to study and master plan_ the sanitary sewer system and industrial wastes facilities. The motion was seconded by Councilman Robinson but failed to pass by the following vote: 'YES: Councilmen - Mitchell and Robinson NOES: Councilmen - Culbertson., Katzakian and Brown Councilman Culbertson moved that the City Manager be authorized to negotiate with Carleton Yoder regarding arrangements for a contract for study and master plan of the City's sanitary sewage system and industrial wastes facilities. The motion was seconded by Councilman Katzakian and passed by unanimous vote. MUNICIPAL The City Manager recommended that during the ELECTION General municipal Election on April 12 the polls HOURS be open between the hours of 8 a.m. and 7 p.m. Councilman Culbertson moved that on the day of the Municipal Election the polls remain open between the hours of 8a.m. and 7 p.m. The motion was seconded by Councilman Robinson and carried by the following vote: AYES: Councilmen - Culbertson, Katzakian, Robinson and Brown NOES: Councilmen - Mitchell On motion of Councilman Culbertson, Katzakian second, the Council adjourned. ��t ATTEST: BEATRICE GARIB AI,DI City Clerk
