AGENDA TITLE: Authorize Water Service to Woodbridge School, Outside City Limits
MEETING DATE: November 19, 1997

RECOMMENDED ACTION: That the City Council authorize water service to Woodbridge School,
which is outside the City limits.
BACKGROUND INFORMATION: Lodi Unified School District has requested water service for
Woodbridge School, located adjacent to the City limits on
Lilac Street. Lodi Municipal Code §13.08.020 requires that water
service outside the City limits be authorized by the City Council.
The school presently has a domestic well which is inadequate and cannot support the fire suppression
system. The school also has an irrigation well that will remain for field watering.
City staff has reviewed the request and determined the price for service installation and water impact
mitigation fees ($18,398.60). In addition, the District will do the necessary on-site plumbing
modifications. (See attached City letter dated June 23, 1997 and District letter dated October 1, 1997.)
Note that per the above Code section, the water rate for service outside the City contains a 50%
surcharge. Staff is reviewing this issue and, unless directed otherwise, intends to recommend, in the
future, a change to the ordinance to eliminate the surcharge.

In response to your request, we are providing information regarding the conditions to be
met to allow connection to the City of Lodi water system for domestic water and fire
services for the subject parcel. We understand that water for landscape irrigation will be
supplied by an existing irrigation well on site.
During discussions between Fran Forkas, Water/Wastewater Superintendent, and
Randy Brunmeier, Mechanical Supervisor, regarding the water needs and existing
plumbing at the site, it was decided that the most cost effective solution would be to
provide a 6 -inch water service tap in the northerly portion of the site. The existing
domestic well will be abandoned and the new service will be extended to and connected
to the existing plumbing from the wellhead. The water service tap and water meter will
be installed by City crews at the District's expense. All other plumbing work will be the
responsibility of the District's contractor.
The conditions for connection and fees to be paid are listed below.
Conditions
1. City Council approval for service outside the city limits in conformance with Lodi
Municipal Code (LMC) §13.08. The rate shall be 150% of the rate for service
inside the city limits.
2. Installation of a reduced pressure backflow device assembly on the water service
in conformance with Standard Plan 413. This work will be done by the District's
contractor.
3. Abandonment of the existing domestic well in conformance with the
requirements of San Joaquin County Environmental Health Department. A copy
of the completed County abandonment permit needs to be submitted to the
Public Works Department.

Lodi Water System for domestic water and fire services, pursuant to your letter of June 3, 1997.
The District is prepared to meet the terms and conditions outlined in the letter. We respectfully,
request that you proceed with processing all necessary documents for City Council consideration.
I have requested that a check in the amount of $18,398.60 be prepared. We will transmit the check
to you as soon as it has been cut.
