JOINT CITY COUNCIL MEETING WITH
REPRESENTATIVES FROM VARIOUS WATER AGENCIES
CARNEGIE FORUM, 305 WEST PINE STREET
THURSDAY, OCTOBER 7, 1999

1. ROLL CALL
Present: Council Members — Nakanishi and Land (Mayor)
"It should be noted that Council Member Nakanishi serves as the City's
representative to the San Joaquin County Water Authority.
Absent: Council Members — Hitchcock, Mann and Pennino
Also Present Representing the Various Water Agencies — Anthony Barkett, Stockton East Water
District; Al Bonner, Stockton East Water District; Ed Formosa, City of Stockton;
Robert Johnson, City of Lodi's representative to the Advisory Water Commission;
Kevin Kauffman, Stockton East Water District; Jack Laven, Stockton East Water
District; John Pulver, San Joaquin County; Ed Steffani, Northern San Joaquin
Water Conservation District; Andrew Watkins, Stockton East Water District; and
Jack Sieglock, San Joaquin County Supervisor
Also Present: City Manager Flynn, Deputy City Manager Keeter, Water/Wastewater
Superintendent Forkas and City Clerk Reimche
2. DISCUSSION OF ITEMS OF MUTUAL CONCERN
Mayor Land welcomed the attendees and made a few brief opening remarks. Following the
welcome, self -introductions were made.
The discussion led off with comments by Supervisor Sieglock who discussed the Stockton East
Water District recharge project. Supervisor Sieglock stated that this holds real potential for the
City of Lodi. Further he stated that the San Joaquin County Board of Supervisors are working
toward adopting goals and policies pertaining to water. He stressed the need for the involved
parties in the County to communicate and work together. He further stated that there still is a long
way to go with East Bay Municipal Utility District. Supervisor Sieglock also discussed various
filings that have been made.
A general discussion regarding items of mutual concern was held which included in part the
following subjects being discussed:
• Ground water depletion;
• Salt water intrusion;
• Work and progress of the recharge project;
• Wet year water rights and uses; and
• Current applications and filings.
Water/Wastewater Superintendent Forkas pointed out that in the area of Main and Pine Streets in
Lodi the water table was at 15 feet in 1918 and presently is at 55 feet in the same area.
3. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at
approximately 1:45 p.m.
