JOINT CITY COUNCIL MEETING WITH THE
RECREATION COMMISSION
LODI LAKE, 1101 W. TURNER ROAD
TUESDAY, OCTOBERS, 1999
7:00 A.M.
1. ROLL CALL
Present: Council Members — Hitchcock, Mann, Nakanishi, Pennino and Land (Mayor) (left at
approximately 7:35 a.m.)
Absent: Council Members — None
Present: Recreation Commission Members — Johnson, Sasaki and Steward
Absent: Recreation Commission Members — Davis and Wall
Also Present: City Manager Flynn, Deputy City Manager Keeter, Community Development
Director Bartlam, Parks and Recreation Director Williamson, Police Chief Hansen,
City Attorney Hays and City Clerk Reimche
2. LODI LAKE PARK IMPROVEMENTS
Parks Superintendent Dauber introduced the matter and provided the following report.
On Monday, September 13, 1999, the Parks and Recreation Department began the preparation
work for beach and trail improvements at Lodi Lake Park which included the removal of twenty
trees. Public telephone calls voicing concerns that trees were being removed prompted the City
Manager to halt removal by the late morning of September 13'h
At the September 15, 1999 City Council meeting, a presentation was made to Council on the
aforementioned project. After hearing public concerns being voiced, Council directed staff to
return to the drawing board and look at rerouting the path to preserve as many trees as possible.
Mr. Dauber indicated that the design criteria were as follows:
• 12 foot wide trail (Caltrans requirement to mix pedestrian with bicycles);
• Maintain 49 foot flood elevation of levee;
• Handicap accessibility (ADA requirement of no greater slope than 5%);
• Landscaped slopes of no greater than 25% for groundcover and 15% for turf (erosion control
and maintenance minimums);
• Elimination of unsafe wall and sidewalk along Turner Road; and
• Elimination of bicycles coming down steep slopes into oncoming traffic on Turner Road.
Further, Mr. Dauber presented diagrams (copies of which are on file in the City Clerk's Office)
outlining four options for the Lodi Lake Park improvements, listing the following pros and cons of
each:
Option 1(No Project)
Pros
• Does not eliminate or effect any trees.
Cons
• Does not address or resolve issues of unsafe bicycling on the west side including dangerous
exit of bicycles into traffic on Turner Road.
• Does not address hazardous sidewalk along Turner Road.
• Does not address failing retaining wall along Turner Road.
• Does not create a trail system to utilize the park and enjoy its amenities.
• Does not create a safe bicycling or walking trail for school children.

Option 2
Pros
• Does place pedestrians at least 6 feet away from traffic.
• Creates pleasing landscaped area along Turner Road.
Cons
Places bicycles out in Turner Road.
• Will effect the removal of three trees on east end and three trees on the west end. Will also
need to regrade slopes.
• Does not resolve the safety of bikes presently exiting on Turner Road.
• Does not tie into trail on west side for a continuous trail system.
Option 3
Pros
• Does place pedestrians at least 6 feet away from traffic.
• Adds street scape elements to Turner Road.
• Replaces sidewalk that is lifting.
• Replaces existing wall with new wall thereby eliminating failing wall.
Cons
• Places bicycles out in Turner Road.
• Will effect the removal of three trees on west end and three trees on east end.
• Does not address tying into trail on west side for a continuous trail system.
• Does not resolve safety of bicycles presently exiting on Turner Road.
• Cost of wall: $150,000.00
Option 4
Pros
• Elimination of unsafe bicycling on the west side levee and Turner Road.
• Elimination of unsafe walking along Turner Road. New trail is 30 feet from traffic.
• Flood control elevations are maintained.
• Trail accessible to physically impaired.
• Elimination of unsafe, sinking and unappealing wall along Turner Road.
• Addition of a recreation trail system for school kids, bicyclers, walkers, joggers and cross-
country runners.
• Enhancements to beach area to include: expansion of beach area for more activities, a
covered shelter to stage events and better lighting and PA system.
• Planting of 80 additional trees.
• Minimal disruption of existing trees.
• Provides a safe biking and walking trail for school children to and from Woodbridge and
Lakewood schools.
Cons
• Requires the removal of four trees.
The following persons addressed the City Council and members of the Recreation Commission,
providing information regarding other options that could be considered which they thought would
eliminate the need for cutting down additional trees. Pleas were made not to cut down any more
trees. It was pointed out by several persons who spoke that they consider Lodi Lake to be a jewel
and that it should be left just as it Is. (Note: Because of the location of this meeting and the fact that some of
the persons speaking did not use the PA system, in some cases the names and addresses of those speaking, if given,
were inaudible. Therefore, the following is only a partial list of the persons who spoke.)

b. Vi Riggle, 712 North Cross Street, Lodi;

C. Bing Taylor, 1430 Holly Drive, Lodi;
d. Ed Rose, 125 North Rose Street, Lodi;
e. Twyla Martinez, 209 Rutledge Drive, Lodi;
f. Georgianna Reichelt, 3605 East Louise, Manteca; and
g. John Beckman, Aide to Assemblyman Anthony Pescetti, stated that when the $200,000
check for this project was presented to the City of Lodi, the money was provided without
direction as to how it should be spent.
Mayor Pro Tempore Mann, who chaired the meeting following the departure of Mayor Land,
announced that this matter would be on the agenda for the Council meeting of October 20, 1999.
3. ADJOURNMENT
There being no further business to come before the City Council and the Recreation Commission,
the meeting was adjourned at approximately 8:05 a.m.
