ROLL CALL Present: Council Members — Hitchcock, Nakanishi and Land (Mayor) Absent: Council Members — Mann and Pennino Present: East Side Improvement Committee Members — Castro, Lahr, Gastelum-Jimenez, Marzolf, Spinelli, Torkelsen and Woodward Absent: East Side Improvement Committee Members —Gisler and Larson Also Present: City Manager Flynn, Deputy City Manager Keeter, Community Development Director Bartlam and City Clerk Reimche DISCUSSION OF ITEMS OF MUTUAL CONCERN Mayor Land called the meeting to order at 6:00 p.m., welcomed the group and made introductory remarks. Self introductions of those present followed. The East Side Improvement Committee indicated that Community Improvement Manager Joseph Wood is a big help to the Committee, but that he is burdened down under the pressures of his workload. It was also noted that the Committee has now outgrown its meeting facilities at Hale Park and is presently meeting at the Salem Methodist Church. It was also pointed out that the Lodi Police Department has made a commitment to have a representative at each of their meetings. A brief discussion was held regarding the proposed clean up of Main Street. It was pointed out what a good idea "Clean Up Day" was and also the establishment of the Drug Free Zones. The Committee urged that Hale Park be kept as a "family park" and suggested that a wading pool be installed there for children. Following a question by the City Manager about safety in the subject area, it was pointed out that people living in the area just do not care. Concerns were expressed concerning noise, overcrowding, drugs and gangs. Committee Member Gastelum-Jimenez talked about the positive effect the Safe Street Now Ordinance had in the City of Concord and volunteered to get a copy for the City officials. It was suggested that a police substation be located at Lincoln School. The subject of the need for qualified property managers was discussed and how very difficult they are to find. It was suggested that the City hold seminars to train managers. Community Development Director Bartlam discussed the establishment of a Redevelopment Agency and the tools such an agency would give the community in mitigating problems presently being encountered on the east side. Continued September 29, 1999 The problems presently being encountered with tire storage areas was discussed with questions regarding the matter being directed to Community Development Director Bartlam. The need to hire an additional person(s) to assist the Community Improvement Manager with his workload was discussed. Community Development Director Bartlam also discussed the upcoming census and the importance of having an accurate count. Rod Ramsey, Lodi Office Products, 21 North School Street, Lodi, attended the meeting and addressed the group regarding his concerns relative to the east side. High rents and the condition of rental properties were discussed. Also addressed were the problems property owners encounter with their tenants. 3.
