Councilmen 3rown,.Katzakian, Mitchell, Ullmann and Culbertson (Mayor) present; none absent. Also present: City Manager Glaves, Administrative Assistant Carlton and Planning Director Rodgers. Absent: City Attorney Mullen iiIiIUi 33 Minutes of January 3, 1962 were approved as written and mailed on motion of Councilman Katzakian, Kitchell second, after changing the amount ":41.47" to'42-147" in the first sentence of the paragraph entitled "Liability Insurance for 1962." PU3LIC HEARINGS S. SCHOOL ST. Notice thereof having been published in accord - LIGHTING DIST. ante with law, Kayor Culbertson called for public hearing on the intention to construct street RLS. NO. 25029 lights in the South School Street Lighting Dis- 2503 AND 2504 trict. There were no written protests. Mrs. Ida ADOP^1ED Purdy, 520 South School Street, said that she wanted the street widened before the lights were put in, stating that traffic on the street was hazardous because of the numerous trucks that used this street. It was explained to Mrs. Purdy that the City had no plans to widen this street as it was a residential street, but that the City planned to widen Sacramento Street which was in an industrial area and that when this was done the truck drivers would probably find it advan- tageous to use Sacramento Street rather than School Street. There was further discussion of the traffic problem on School Street, but there were no further protests to the formation of the lighting district. On motion of Councilman Katzakian, Brown second, the City Council adopted Resolution No. 2502 overruling protests; on motion of Councilman Brown, Katzakian second, the Council adopted Resolution No. 2503 ordering the work; and on motion of Councilman Katzakian, Brown second, the Council adopted Resolution No. 2504 directing that the assessment be prepared, all resolutions relating to the South School Street Lighting District. PLAIIITI-UG COM1,1ISSION At its meeting of January 8, 1962 the Planning Commission approved the tentative map of the Westway Subdivision which is located along the west side of the Freeway between Pine Street and Victor Road. C OMMUI?I CATIOIIS PETITION A petition signed by all the property owners was IIESTDALE ADDH presented requesting annexation of 29.4 acres of A=N�YE::ATIGPI uninhabited territory to be known as the Westdale Addition. The boundaries of said territory were R:S.110. 2505 approved by the Boundary Commission of San Joaquin ADOPTED County on January 9, 1962. On motion of Councilman - 1 - 246 Minutes of January 17, 1.962 continued Brown, Katzakian second, the Council adopted Resolution No. 2505, Resolution of Intention to Annex the Westdale Addition, and setting public hearing thereon for March 7, 1962. CVD,LCC Notice was received from the City of Oakdale that the Central Valley Division of the League of California Cities will hold its regular quarterly meeting in that City on January 25, 1962. ABCuicense Notice was received of the Application for Alco- holic Beverage License, Off Sale General, of Earl S. and Edna L. Taylor, John's Liquors, 11 West Kettleman Lane. VOTE RLq'JIRP,- A resolution was presented from the City of Stocktc N'Z1;T i0, -t DO:iDS recommending that the League of California Cities take action to have the percentage of votes re- quired for passage of general obligation bonds reduced to 60,4. Councilman :Mitchell moved that the matter be tabled until more discussion was had at the State level. Lotion was seconded by Councilman Ullmann and carried. C_­OSI:,G City Manager Glaves presented a request from the OF KYLE AND State -Division of Highways that the State be per- LvCK:]103-) STS. mitted to close Pine Street and Lockeford Street while the overcrossing structures for the Freeway are being constructed. At Pine Street the front- age road between Victor itoad and Pine Street will be in operation before Pine Street will be closed and it is expected that the streets would be closed not more than eight months. Councilman Nitchell moved that permission be given to the State Division of Highways to close Pine Street and Lockeford Street as requested with the pro- vision that the frontage road be in operation in advance of the closing of Pine Street. Notion was seconded by Councilman Brown and carried. COUFTY The Agreement with the County of San Joaquin for S2RVICE FOR certain election services for the municipal CITY LLECTICI; 2©i 'Minutes of January 171 1962 continued 10 -foot easement for the extension of sanitary sewer and water lines. The costs of extending the utilities and the bridge required for Tokay Street will be borne by the subdivider who is developing the property to the west. Council- man Mitchell moved the adoption of Resolution -o. 2507 approving the agreement with the Woodbridge Irrigation District for a right of way and an easement across the District's canal and authorizing the Mayor to execute same. Motion was seconded by Councilman Brown and carried. POPULATIOii The City Harager stated that he had contacted the ESTIMATE State Department of Finance concerning the pro- cedure for obtaining a population estimate by that department for the City of Lodi. Legislation had been adopted in 1958 authorizing the State to use population estimates made by the Department of Finance in allocating gas tax and motor vehicle in -lieu funds. Since the allocation is on a per capita basis and since there are indications that odi's population has increased considerably since the 1960 Federal census, it would be advantageous for the City to have such an estimate made. The cost thereof would be nominal - in the neighbor- hood of 5250. Therefore, the City Manager recom- mended that the Department of Finance be requested to make a population estimate for Lodi. Council- man '::atsakian moved that the City Mar_ager be authorized to make application to the Department of Tirance for a population estimate of the City of Lodi. The motion was seconded by Councilman Mitchell and carried. FU?LDS FOR The City Manager presented a request for special 12 ;d allocation of funds for the Utility Outlay 12 I:V CHA'r'"v OVZR changeover account. The request was being made for the following reasons; 1. An error had been made in estimating transformer costs for the 12 XV changeover in 1961-62 resulting in a shortage of approxi- mately 6,400. 2. Bids on the switchgear for the changeover had been higher than the amount estimated, and that coupled with the freight, sales tax, and cost of materials and crane work had left a deficiency of approximately x8,070 on the switchgear. 3. During July 1961 the City experienced an overload on the electric circuits particularly in the southwest area of the city. As a re- sult of this, a house-to-house survey had been conducted which pointed to the need for larger transformers than originally estimated. Larger transformers would result in additional cost of approximately ;;5,500. 4. The Superintendent of Utilities recommends i that the area scheduled for changeover during this fiscal year be increased in order to avoid the difficulties occasioned by the overload last July. This would require an additional amount of approximately .121,000 for materials and the transfer of -4,500 in the Utility Out- lay bud. -et to cover the cost of City labor on the project. The City b:anager recommended - 3 - M• Minutes of January 17, 1952 continued that the request be granted and that :341,000 be appropriated from the Utility Outlay Re- serve and that a transfer of x4,500 be made in the Utility Outlay budget, making a total of x45,500. On motion. of Councilman Mitchell, Ullmann second, the City Council authorized the appropriation of 441,000 from the Utility Outlay Aeserve to the Utility Outlay 12 KV changeover account and the transfer of $4,500 to the same account. TURITER ROAD The City Manager gave a progress report on the UiDEaPASS Turner Road Underpass and stated the work is on schedule and, weather permitti.nj, it should be completed by April 1, 1952.
