Council- men Brown, Culbertson, Dow, Ullmann and Katzakian present. None absent. Also present: City Manager Glaves, City Attorney Mullen and Planning Director Rodgers. MINUTES Minutes of December 4, 1963, were approved as written and mailed on motion of Councilman Culbertson, Brown second. PLANNING COMOTSSION REMPFER The following action of the Planning Commission was SIGN reported: . At its meeting of December 9, 1963 the Planning Commission denied the request of Mr. William Rempfer for a use permit to erect a 6' x 10' sign on his property at 831-835 West Lodi Avenue in the R-2 residential zone on the basis that the sign would detract from " the residential character of the property, and that it was not needed to serve infor-- -I nal or directional purposes. COM14UNICATIONS HISTORICAL A letter was received from the San Joaquin County SOCIETY RE Historical Society stating that a proposal has been CHEROKEE LANE made to change the name of Cherokee Lane to Cherokee - Street or Cherokee Boulevard. The Society was requesting that for historical reasons the Council retain the name Cherokee Lane. Since no request has been made of the Council to change the name, the letter was ordered filed. ABC LICENSE_ A notice was received of the application for Alcoholic MW Beverage License, On -Sale Beer and Wine, by Johnnie Khan, Liberty Cafe, 114 North Sacramento Street LEAGUE Councilman Culbertson read a letteX from Mr. Noel THANKS Porter, Past President of the League of California Cities, expressing appreciation for the services of Mr. Culbertson during the past year as a member of a League Committee and thanking the City for its cooperation in making his participation possible. REPORTS OF THE CI Ty MANAGER CLAIMS Claims in the amount of $106,796.23 were approved on motion of Councilman Dow, Culbertson second. LIABILITY Mr. Glaves explained that the City's Agent of Record, INSURANCE Mr. Max Elson, has submitted a quotation for liability FOR 1964 insurance coverage for 1964, the composite rate being .9338 per $100 of payroll. This compares to the 1963 rate of 1.0483 per $100. The total premium, based upon the estimated 1964 payroll is $11,578.85 compared to $12,997.39 for 1963. He recommended that the City place its insurance as recommended by Mr. Elson. Councilman Brown moved that the City place its MW FALSE ARREST INSLP-ANCE TRAVEL INSURANCE Minutes of December 18, 1963 continued insurance in accordance with she recommendation submitted. The motion was seconded by Councilman Dow. City Attorney.Mullen said he was greatly respon- sible for the City's going into this type of insurance instead of bidding as a result of his attendance at League meetings in which the problems of insurance coverage for cities was discussed. He wished to thank.&Mr. Loren Cromwell of the Engineering staff for the wonderful job he-is'doing as head of the safety program for the City. -The motion carried by -unanimous vote. .,The Council then considered the need for false.arrest insurance for police officers. Mr. Glaves stated that the Peace Officers Association provides a policy which requires that each officer belong to the Association at a cost of $5 per year and then the insurance is available at $i Aper year or ea officer. .This policy does not cover defense cost in the event of a suit. Another firm is offering to cover the officers at $15 each per year; this would include defense costs. The City Manager recommended that the latter offer be accepted. Members of the Council were agreed..that false arrest insurance should �be provided and on motion -of -Councilman Dow, Brown second, authorized the purchase of such insurance at $15 per man per year.. Councilman Culbertson said he was curious about travel coverage for City representatives while on City business. Piz. Elson mentioned that the members of the Council could possibly be included under State Compensation Insurance; otherwise -an individual policy would be cheapest. City Attorney Mullen questioned the legality of.obtaining policies on an individual. basis. City Manager Glaves said he -would investigate the possibility of coverage under the State ComPensation Insurance Fund.; The following bids were received on trucks and cars: 22,000# 25,000# Bidder. > Truck- Truck . On motion of Councilman Dow, Brown second, the City Council adopted Resolution No. 2685 awarding the contract for the furnishing of two trucks to Krieger Motor Company and the sedan and station wagon to Loewen Auto Company. - 2 - id Minutes of December 18, 1963 continued SPECS - Specifications for the widening of Church Street on CHURCH ST. the west side between Locust and Lockeford Streets WIDENING were approved and calling for bids authorized on motion of Councilman Dow, Ullmann second. SPECS _ Specifications for concrete pipe were then submitted CONCRETE PIPE for Council approval. Councilman Culbertson moved that the specifications be approved and advertising for bids authorized. The motion was seconded by Councilman Dow and 'carried• E. LODI AVE. Mr. Glaves stated that the Engineering Department has WIDENING been working on plans for the widening of East Lodi Avenue between Washington Street and Cherokee Lane. Of particular concern are the alignments of Stockton Street and Central Avenue crossing Lodi Avenue and the Department mould like a determination by the Council before proceeding further with plans. Sketches were shown of the present and proposed alignments. The Council discussed vehicular and pedestrian traffic, street and sidewalk widths, and properties that would be affected by the proposed realignments. The Council felt that corrective action should be taken at this time, which would obviate the need to tear up portions of Lodi Avenue at a -later date. Councilman Culbertson moved that .the Engineering Department proceed wilh plans for the widening of East Lodi Avenue to 60 feet and the realignment of Stockton L, Street and Central Avenue as proposed by the Depart- ment. The motion was seconded by Councilman Ullmann and carried. SET HEARING City Manager Glaves.suggested that a date be set for ON S1'ORN public hearing on the retention -recharge basin storm DRAINAGE drainage plan designed by Blair-Westfall Associates. " He recommended that the hearing be held at the January 15 regular meeting or a special meeting on January S. He said the January 15 elate would give more time for publicity on the hearing'., On motion of Councilman Dow, Brown second, the public hearing on the storm drainage plan was set for January 15,-1964. LOPEZ FALSE City Attorney Mullen recommended that the false arrest ARREST CLAIM claim of Frank Lopez be settled for $300. On motion of Councilman Ullmann, Culbertson seceRd,- the City Council authorized settling the claim of Frank Lopez for $300, with Councilman Dow abstaining because of direct interest. -- LOCAL AGENCY Councilman Culbertson gave a report on the meetings FORMATION which had been held by and in connection with the COMMISSION recently -organized Local Agency Formation Commission. Mayos'Katzakian complimented.Councilman Culbertson for having been elected the first chaizman for the Commission in this county. There. being no further business, the meeting adjourned.
