CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
SEPTEMBER 18, 1963
A regular meeting of the City Council of the City of Lodi was
held beginning at SsOO p.m. of Wednesday, September 18, 1963•
Councilmen Brown, Culbertson, Dow, 'Ullmann and Katzakian (Mayor)
present. None absent.
Also presents City Manager Glaves, Planning Director Rodgers
and City Attorney Mullen.
MINUTES Council Minutes of September 4, 1963, were approved
as written and mailed on motion of Councilman
Culbertson, Brown second.
PLANNING COMMISSION
The following actions of the Planning Commission
at its meeting of September 9, 1963,1were reported:
1. Recommended approval of a County use
permit for the Lodi Truck Service to
construct a box -storage shed on property
located along the east aide of Cherokee
Lane and 1,000 feet south of Kettleman
Lane.
2. Extended the C -S commercial shopping zoning
for an additional year for the Barbera
Shopping Center at the southeast corner
of Kettleman Lane at West Lane.
3. Extended the C -S commercial shopping zoning
for an additional year for the Ford Shopping
Center located at the northwest corner of
Cherokee Lane and Poplar Street.
4. Indicated favorable -consideration for a
proposed commercial -residential development
to be located at the northwest corner of
Cherokee Lane and Turner Road.
COMMUNICATIONS
TRAILER PARK A letter was read from Mr. Jimmy C. Genn requesting

a permit to establish a one -unit trailer park on
the Harris Pine Mills property at 1111 South
Stockton Street in the M Industrial zone. The
request was referred to the Planning Commission for
study skd recommendation, on motion of Councilman

'THAkKS
A letter of appreciation was received from the

Capitol Caravanners of Sacramento for being able to

park their trailers at Lodi Lake Park over the
Grape Festival weekend. They also expressed thanks
to Mr. Orest Merry, Park Supervisor, and Robert
Baker, Park Patrolman, for their services.

Notice was received of the League of California
Cities Central Valley Division meeting to be held
in Los Banos on September 26, 1963.
FEDERAL FUNDS
A letter was read from the Housing and,Home Finance
FOR PUBLIC
Agency notifying the City that action on the City's

application for Federal funds for the Southside
Sanitary Sewer Line under the Public Works Acceler-
ation Act has been deferred.

SCHOOL BD RE Mr. Glaves stated he had received an oral communi-
EDUCATIONAL cation from Dr. Lawson Smith, Superintendent of

Lodi Schools, requesting half an hour of time
during a Council meeting in which the Elementary
School Board would like to demonstrate educational
television proposed for Lodi schools. He suggested
the Council meeting of November 6 as a suitable
date. Councilman Culbertson asked if the School
Board had any proposals concerning the technical
plans for installation of the TV lines to serve the
schools. He and other members of the Council felt
that it was not necessary for the Board to demon-
emonstrate
stratethe usefulness of educational television
during a Council meeting since it is not a matter
requiring a decision by the Council. The Council
has already indicated its willingness to cooperate
with the Board on this project (it had approved use
of joint City -Telephone Company poles for TV cable
subject to approval of the Telephone Company which
subsequently rejected the proposal), and it was
left up to the Mayor and City Manager to contact
the Superintendent and School Board to decide what
should be presented to the Council.
REPORTS OF THE CITY MANAGER
CLAIMS
Claims in the amount of 5185,074.09 were approved
on motion of Councilman Dow, Culbertson second.
AWARD -
A single bid was received on the paving of Turner
TURNER RD
Road from Stockton Street to Highway 99. The bid

was from Claude C. Wood Company for a total of
84,416. City Manager Glaves said this was a reason -

able bid and he recommended that award be made.
ADOPTED
Councilman Brown moved the adoption of Resolution
No. 2661 awarding the contract for the Turner Road
paving to Claude C. Wood Company for a total of
J4,416. The motion was seconded by Councilman Dow
and carried unanimously.
WITHDRAW City Manager Gleves stated that annexation of the
NORTHRIDGE Northridge Addition had been completed and it was
ADDN FROM in order to withdraw this territory from the rural
YBCFFD fire district. Councilman Culbertson moved the
adoption of Resolution No. 2662 withdrawing the -
RES. NO. 2662 Northridge Addition from -the Woodbridge Rural .=:

seconded by Councilman Dow and carried unanimously.
RECONSIDER In asking the Council to review the cab and chassis

- specifications, whereas the bid of Loewen Motor

ADOPTED adopted Resolution No. 2659 awarding the contract
to Tokay Motor Company. However, after the meeting
he was told that the bid of Loewen Auto Company
was as much in compliance as the Tokay Motor Company
bid. In stating its compliance Tokay Motors'liad-
apparently misinterpreted the specifications.
Neither company is able to furnish synoromesh in
the first gear and it appears questionable that .
it could be furnished. In view of the fact that"
both bidders were basically in compliance with the
specifications and that the bid of Loewen was lower
than that of Tokay, it was moved by Councilman
Culbertson, Dow second, that the Council adopt

and awarding the contract for the cab and chassis
to Loewen Motor Company for a total of 47,355.92•

PLANTERS AT
Mr. Glaves said he had been approached by Por. Robert

division, concerning the possibility of the City

accepting responsibility for maintaining two small
planter boxes just east of the Tokay Street crossing
of the !/.I.D. Canal at the entrance to the subdi-
vision. the subdividers have constructed at theirown
expense a brick and grape stake fence over the
bridge and across the public right of way to a point
where it will tie into adjoining residential fence
lines. He has provided water lines to the planters
and will pay the cost of shrubs specified or
selected by the City. Mr. Glaves stated that it
was a matter to be considered by the Council with
caution as it could get involved with more such
requests. He said the Council should not establish
a precedent, but he felt that in this instance the
City was benefiting from the installation as it
screened off the canal and enhanced the area and he
recommended that the Council accept the proposal.
City Attorney Hullen pointed out that from a safety
and liability point of view City maintenance would
be justified. Mr. ,eBenedetti had estimated that
proper maintenance could be done for an average of
one man-hour per week. After discussion by the
Council, it was moved by Councilman 3rown that the
City accept responsibility for maintenance of the
planter boxes with the understanding that the
decision was made on an individual basis and not
as setting a precedent and that thanks be expressed
to Mr. Houston for having beautified and made more
safe an area which could have become a nuisance to
the City. The motion was seconded by Councilman
Dow and carried.
SALARY
Consideration of employee salaries being next on

well as classified employees. Councilman Dow

remarked that it might be advisable to have a re-
survey of salaries and classifications within the
next year and City ,tanager Glaves agreed that a
survey was indicated since the last one had been
made six or seven years ago. He suggested that the
survey be made towards the end of this fiscal year.
On motion of Councilman Dow, Culbertson second, the
City Council adopted by unanimous vote Resolution
No. 2664 repealing Resolution No. 2613 and amending
Tables I. II and III of Ordinance No. 444 to provide
a one-step increase in the salary range for classi-
fied employees effective August 1, 1963.

man Brown, Dow second, the Council authorized the
City Attorney to settle the Criss•f alse arrest suit
by payment of 8150.

He explained the reasons for spread in some of the
figures and said that since the Police Chief and
"'ire Chief had been in their positions such a short
time, their salaries should be reconsidered before
another year. On motion of Councilman Brown, Dow
second, the City Council increased the salaries of
department heads as recommended by the City iianager,

Mayor Katza&ian said he had received and reviewed a

survey of salaries for City ilanager and City

Attorney, and he recommended that the City Iienager's
salary be increased to 415,600 per annum and the
City Attorney's to 6550 per month. On motion of ti
Councilman Culbertson, Brown second, the Council
increased the salary of the City hlanager to 315,600)
The City Attorney's salary was then increased to

TOKAY STREET
Action on the acceptance of 'Tokay Street in the
Ilestdale Subdivision was postponed to a later meeting.
SPECS -
In presenting the plans and specifications for
TURiTER RD &
"Turner Road & Ham Lane Street Improvement," Mr.
HAM LAiTE
Glaves explained that the Division of Eighways is
reviewing this project for gas tax funds expenditure,
particularly in regard to the inclusion of Ham Lane
north of Turner Road in the Major Street System. If
the Division of Highways turns down inclusion of
Ham north of Turner in the Major Street System,_the
City will be required to use additional funds .
(x2392) from the General Fund to pay for the City's
share of this portion of the.work. Councilman Dow
moved that the plans and specifications for "Turner
Road & Ham Lane Street Improvement" be approved and
advertising for bids authorized, subject to approval
from the State Division of Highways. The motion was
seconded by Councilman Ullmann and carried.
CRISS City Attorney itullen informed the Council that the
