CITY HALL COUNCIL CHAMBERS
SEPTEMBER 27, 1961
This regularly adjourned meeting of the City Council of the
City of Lodi held beginning at 8:00 p.m. of Wednesday, Septem-
ber 27, 1961. Councilmen Brown, Katzakian, Mitchell, Ullmann
and Culbertson (Mayor) present; none absent..-

Youngberg, Financial Consultants; and 11. Carleton Yoder, Con-
sulting Engineer.
COMMUNICATIONS
W.L. ABEL Letter from Marren L. Abel, owner of property
REQUEST FOR at 811 South Fairmont Avenue, stating that he
UTTILITIES had signed a petition to have said property
annexed to the City, but that due to 'factors
beyond his control, it appears that annexation
will not be completed in sufficient time to
provide the property with certain needed facili-
ties. He is therefore requesting permission
for temporary connections to the City's water,
sewer, electric, and drainage systems and agrees
to termination of the services in the event
the present annexation proceedings are not
completed for any reason. On motion of Coun-
cilman Brown, ?Mitchell second, the Council
approved the request for temporary utilities
service in accordance with the conditions
agreed to by Mr. Abel.
SPJAGE AND INDUSTRIAL WASTES REPORT
ADOPT PLAFT FOR Mayor Culbertson opened the meeting to dis-
S M AGE SYSTEM cussion of the report prepared by Mr. Yoder on
EXPANSION his study of the City's sewage and industrial
wastes treatment system and plans for its ex-
Dansion. Mr. Yoder explained the operation of
the City's present sewage plant, which has the
activated sludge type of secondary treatment,
and also explained the other two types of
secondary treatment: oxidation ponds and
trickling filter. Plans IA and 1B of the re-
port were discussed and relative costs com-
pared. Mr. Yoder stated that Lodi's situation
lends itself very favorably to Plan 1A, which
provides for secondary treatment by ponding.
This plan also calls for the purchase of more
land at the 303 -acre site to provide for
additional irrigation as well as ponding. After
considerable discussion, on motion of Council-
man Brown, Katzakian second, the Council voted
unanimously to accept Plan lA of Mr. Yoder's
report to provide for sewage collection and
treatment for a period of forty years.
WIHFRY City Manager Glaves then gave a report on the
WASTES problem of disposing of winery wastes from the
Community Winery (United Vintners), stating
that the most economical method was to have the
winery provide its own ponding beds. At the
present time the winery has only half enough
beds to take care of its wastes so that it has
been necessary to stop the flow of such wastes
into the City's system for certain periods to
prevent the pollution of 1,1hite Slough.
