CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
JUNE 26, 1963
An adjourned regular meeting of the City Council of the City
of Lodi was held beginning at 7s00 p.m. of Wednesday, June 26,
1963. Councilmen Brown, Culbertson (7sO7 p.m.), Dow, Ullmann and
Katzakian (Mayor) present. None absent.
Also presents City Manager Glaves.
APPOINTMENTS
GASSIN, HOLZ Mayor Katzakian stated that the terms on the
& HOUSTON TO Planning Commission of Avery T. Gassin, Wm. G. Holz
PLANNING and Robert D. Houston would expire June 30, 1963,
COMMISSION that he had contacted these men, and they had signi-
fied their willingness to serve another term. On
motion of Councilman Brown, Dow second, the City
Council ratified the Mayor's appointment of Avery
T. Gassin, Wm. G. Holz and Robert D. Houston to
the Planning Commission for four-year terms effective
July 1, 1963.
BAINBRIDGE The Mayor had also contacted Robert Bainbridge whose
TO LIBRARY term on the Library Board of Trustees would expire
BOARD on June 30, 1963. Mr. Bainbridge had agreed to
_ serve another term. The Council concurred in the
Mayor's appointment of Robert Bainbridge to the
Library Board of. Trustees for a three-year term
commencing July 1, 1963, on motion of Councilman
Ullmann, Dow second, Councilman Culbertson arrived.
GREEN TO
The term of William C. Green on the Personnel Board
PERSONNEL
of Review expires on June 30, 1963- Mr. Green has

agreed to continue to serve on the Board and the
Mayor recommended that he be appointed. On motion
of Councilman Brown, Dow second, the City Council
reappointed William C. Green to the Personnel Board
of Review for a four-year term starting July 1, 1963.
1963-64
BUDGET
ENGINEERING
The Council resumed study of the proposed operating
STREETS
budget giving further consideration to Engineering
UTILITIES
and Streets and concurring with the City Manager's
recommendations. The Utilities Department budget
was next reviewed, the Council being in agreement
with the City Manager's recommendations except for
$6,146 as 1/2 the cost of a civil defense siren
which would come out of the Capital Outlay Reserve
Fund. After some discussion it was moved by Council-
man Brown that the civil defense siren not be
included in the budget. The motion was seconded by
Mayor Katzakian and carried by the following vote:
AYES- Councilmen - BROWN, ULLMANN and KATZAKIAN
NOES: Councilmen - CULBERTSON and DOW
RECREATION
The Recreation Department budget was then reviewed.
The proposed construction of four tennis courts at
American Legion Park received vocal support from
the following peoples Nick Dellan, Philip Polenske,
Wesley Burr, Mrs. James Atkinson, Bob Pena, and
Dick Cooper. There was considerable discussion
concerning the feasibility of having four courts at
this park because of the limited area. With the

understanding that plans for the courts would require
approval of the City Council, Councilman Culbertson
moved that $$249000 for four tennis courts be
included in the budget. The motion was seconded
by Councilman Ullmann and carried.
The Council questioned Orest Merry, Parks Supervisor,
concerning the request for mercury lamps at the
hardball park. Mr. Merry explained that the new
mercury lamps are being made to fit in the present
fixtures and that their long life makes them less
costly than the present lamps. Councilman Culbertson
moved that $1,400 be included in the budget for
mercury lamps. The motion was seconded by Councilman
Brown and carried by unanimous vote. The Council
approved -the balance of the Recreation Department.

PARKS The Council approved the Parks Department budget as
recommended by the City Manager, but also was
interested in the department's request for organic
fertilizer to replace the use of sludge. Mr. Merry
explained the problems of grinding and spreading
the sludge with present equipment. Equipment to do
a good job would be so expensive that it would be
more economical to use organic fertilizer. On
motion of Councilman Culbertson, Brown second, the
Council included organic fertilizer in the budget.
The City Manager will work out the cost with
Mr. Merry, it being anticipated as being in the
neighborhood of $11-1200.
LIBRARY The Library budget was approved, including $7,000
from the Library Reserve Fund for air conditioning
the main floor of the Library.
UTILITY AND The Council then considered the Utility Outlay and
CAPITAL .Capital Improvement budgets as outlined by the City
OUTLAYS -Manager in his memorandum of June 26, 1963. They
were in agreement with the work which needed to be
done and the amounts to be expended. The City
Manager reviewed the current financial condition
of the City.
ADOPT On motion of Councilman Brown, Dow second, the
1963-64 BUDGET Council introduced Ordinance No. 752 adopting the
1963-64 operating budget, the utility outlay and
ORD. NO. 752 capital outlay budgets and appropriating $100,000
INTRODUCED to the Utility Outlay Reserve Fund.
The Council adjourned on motion of Councilman Dow.
