HomeMy WebLinkAboutMinutes - September 6, 1961167 CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS SEPTEMBER 6, 1961 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 p.m. of Wednesday, September 6, 1961. Councilmen Brown, Katzakian, Mitchell, Ullmann and Culbert- son (Mayor) present; none absent. Also present: City Manager Glaves, Admin. Asst. Carlton, Planning Director Rodgers and City Attorney Mullen. MINUTES Minutes of August 16, 1961 were approved as written and mailed on motion of Councilman Katzakian, Mitchell second. PLANNING C OMMISSI014 WINCHESTER Consideration of the request of J.L. Winchester REQUEST for a reversal of the decision of the Planning DENIED Commission not to include the operation of a paint contractorts business with warehouse and storage in the list of authorized uses for the C-1 neighborhood commercial zone was continued from the meeting of August 16, 1961. Members of the Council had looked at the site, 407 East Vine -Street, which is in the C-1 zone and which Mr. Winchester wished to use for an office and storage area. Mr. Winchester stated that he had contacted residents in the area and these people had no objections to such use. Mayor Culbertson pointed out that the operation con- templated -by Mr. Winchester was not a neighbor- hood type function, which was the purpose of the C-1 zone, but was of a general commercial nature and therefore would be improper use of this location. Making such a change in the Commercial Use List would have the adverse effect of eliminating the distinction between the C-1 and C-2 zones. The alternative of spot zoning was also discussed. Councilman Brown felt that the property could be used as Mr. Winchester requested without harm to the neigh- borhood and that too many contractors did not provide storage for their equipment. Council- man Katzakian said there were other vacant lots in Lodi and that it was reasonable to expect this lot to be eventually used in conformance with present zoning and he did not feel there was undue hardship in this instance. Council- man Mitchell said he did not think it should be zoned to C-29 but that the use proposed by Mr. Winchester would be an asset to the area. Coun- cilman Katzakian moved that the decision of the Planning Commission denying the request of Mr. Winchester for a change in the commercial use list for the C-1 zone be upheld. The motion was seconded by Councilman Brown and carried by the following vote: AYES: Councilmen - Brown, X atzakian, Ullmann and Culbertson HOES: Councilmen - Mitchell 159 Minutes of September 6, 10GI continued MASTER PLAN Report from the Planning Commission that it had REVISION adopted a revised Master Plan for the future growth of Lodi after several months of study and recommending that the Council also adopt this plan which would be presented to the Coun- cil for review within a few weeks. A public hearing would be required before the plan could be adopted. COMM UNICATIOtiS PARKING STALLS Letter from Mr. Julius Hegel requesting that FOR CHURCH the City paint parking stalls on Flora Street adjacent to the Christ Evangelical Lutheran Church. The Council discussed the advisability of complying with such requests in view of the time and money which would be required if other churches and organizations would make similar requests. Councilman Brown, Ullmann second, moved that nine stalls be painted on Flora Street adjacent to the Christ Evangelical Lutheran Church. The motion failed to pass by the following vote: AYES: Councilmen - Brown and Ullmann NOES: Councilmen - Katzakian, Mitchell and Culbertson On motion of Councilman Katzakian, Mitchell second, the Council referred the question of painting stalls for churches and other organiza- tions to the Department of Public '.storks for study and recommendation. MOOSE LODGE An invitation to City officials to attend the dedication of the Moose Lodge barbecue at Micke Grove on Sunday, September 10, 1961. REPORTS OF THE CITY MANAGER CLAIMS Claims amounting to 3175,818.04 were approved on motion of Councilman Katzakian, Brown second. SALARIES The City Manager recommended a No increase (one-step) in salaries for all classified ORD. NO. 703 personnel with the exception of Civil Engineer I, INTRODUCED referring to the salary survey report which he had previously.submitted to members of the Council. The Council felt that the City Manager's recommendation was well substantiated by his report. Councilman Katzakian moved the intro- duction of Ordinance No. 703 granting a one- step increase to all classified employees except Civil Engineer I, effective August 1, 1961. The motion was seconded by Councilman Brown. Mr. John Steely, Research Director of the Fed- erated Firefighters of California, spoke at length on behalf of local firemen, requesting that local firemen salaries be based on salaries of firemen in Stockton and Sacramento. The Council felt that the basis for the request of the firefighters was not valid, and passed the motion. of Councilman Katzakian by unanimous vote. City Manager Glaves suggested that the City of Livermore be substituted in the place of Concord in future salary surveys as being more comparable to Lodi. Members of the Council agreed. 159 Minutes of September 6, 1961 continued DEPT. HEAD The City Manager then recommended the following SALARIES salary increases for Department Heads and non- classified personnel: From *To Director of Public Works $950 $995 Finance Director 800 825 Fire Chief 775 790 Chief of Police 800 850 Recreation Director 775 790 Planning Director 760 790 And top step in salary range fors Administrative Assistant 610 640 On motion of Councilman Brown, Ullmann second, the Council unanimously approved the above recommendations effective August 1, 1961. SPIEKERMAN City Manager Glaves presented a request from FENCE IN Spiekerman Concrete Pipe Company asking per- STBACK AREA mission to install approximately 120 feet of fence within the setback line at their plant on RES. NO. 2471 South Sacramento Street. They -would like to ADOPTED put this fence in line with the existing fence which was erected prior to the establishment of the setback line. The Company would be willing to move the fence at its expense when the street is widened. Councilman Mitchell moved the adoption of Resolution No. 2471, granting an encroachment permit to Spiekerman Concrete Pipe Company for erection of a fence within the set- back line on South Sacramento Street, subject to an agreement that the Company will move the fence at the City's request. Motion was seconded by Councilman Brown and carried unanimously. RAI FOR The City Manager presented a proposal from Mr. HUTCHINS ST. Russ Triolo, owner of the property at the south - S. OF OAK ST. east corner of Oak and Hutchins Streets, that the City install sidewalk along the west prop - arty line and enlarge a driveway on the north property line in exchange for a deed to a 5 -- foot strip for the future widening of Hutchins Street. The Department of Public Works recom- mended that the exchange be made. Councilman Mitchell felt that the City should not pay for installation of the sidewalk and moved that the request be rejected.. There was no Second to his motion. Councilman Katzakian moved that a deed for 5-J feet of right of way along South Hutchins Street be accepted from Rues Triolo in exchange for installation of sidewalk and widening of the driveway. Motion was seconded by Councilman Ullmann and carried by the follow- ing vote.: AYES: Councilmen - Brown, Katzakian, Ullmann and Culbertson NOES: Councilmen - Mitchell HERB LEHR The City Manager stated that a request had been DRIYFIIAY REQUEST received from Mr. Herb Lehr reugesting the en- largement of a driveway at his place of business on the southeast corner of Stockton Street and Lodi Avenue. He showed members of the Council a sketch of Mr. Lehr's parking area and the 160 Minutes :? 8eptemier 6, 19". continued driveways into this area. The parking stalls are marked so that cars are required to back out over the sidewalk. After discussing the danger to pedestrians and street traffic in the present design of the parking area, and feeling that widening the driveway would increase the hazard, the Council rejected the request by unanimous vote on motion of Councilman Katzakian, Brown second. Mayor Culbertson said he would like to see the Engineering Department make a study and recommendation on parking lots and the feasibility of requiring bumper strips so that cars did not back into the sidewalk area. Councilman Mitchell stated that signs blocking visibility of traffic should be investigated also. SPECS Specifications for the Subdivision Paving SURD. PAVING Project, 1961, were approved and calling for bids authorized on motion of Councilman Katzakian, Mitchell second. FIRE HOUSE #1 The City Council approved appropriating funds AIR CONDITION for the air conditioning and insulation of Fire House 2:o. 1 at a cost of 3705 on motion of Councilman Brown, Mitchell second. CROSSWALKS AT The Department of Public Works recommended that FAIRMONT AND crosswalks be installed at the intersection of LOCUST Locust and Fairmont Streets as requested by Mr. Floyd Foppiano of Lodi Union High School. On RES. NO. 2470 motion of Councilman Katzakian, Brown second, ADOPTED the Council adopted Resolution No. 2470 establish- ing pedestrian crosswalks at the above mentioned intersection. ORDINANCES REZONING ON ORDINANCE N0. 700, entitled "A6IENDING THE S. HAFT EXT. OFFICIAL DISTRICT MAP OF THE CITY OF LODI AND TO R-3 THEREBY REZONING CERTAIN PROPERTY ON THE EAST SIDE OF HAM LANE EXT M ED 400 FEET SOUTH OF LODI ORD. N0. 700 AVENUE TO BE IN THE R-3 LIMITED MULTIPLE FAMILY ADOPTED RESIDENTIAL ZONE," having been introduced at the regular meeting of August 16, 1961, was brought up for passage on motion of Councilman Brown, Katzakian second.
