HomeMy WebLinkAboutMinutes - June 12, 1963 (4)425 CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS JUNE 12, 1963 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p.m. of Wednesday, June 12, 1963• Councilmen Brown, Culbertson, Dow, Ullmann and Katzakian (Mayor) present. None absent. Also present: City Manager Glaves and Administrative Assistant Carlton. 1963-64 BUDGET City Manager Glaves prefaced discussion of the operating budget for 1963-64 by stating that the financial picture differed from that of previous years in that the 1962-63 budget had been tight and consequently the year end balance 'would be small, and the Utility Outlay Budget would need to be increased by $100,000 this year. The Council then proceeded with consideration of the budget as outlined in the City Manager's bulletin of June 4. Mr. Glaves recommended an increase in Police Department personnel, explaining the proposed reorganization of the department which would require an additional five employees. A new beat (con- sisting of three patrolmen) would be created as well as positions for two lieutenants. In justifi- cation of the proposal he mentioned the growth of the City and the level of service'to be provided, as well as comparison with national standards. The Council discussed at length the Police Depart- ment organization and its level of service, and requested that further clarification of the pro- posed assignment of duties be presented at the next meeting. Mr. Glaves then explained the need for an additional maintenance man in the Parks Department and for four volunteer firemen. He also stated that the employment of a traffic engineering consultant was being proposed on a part-time basis. The special payments in the City Clerk -City Council budget were reviewed. The City Manager presented the written request of the Lodi District Chamber of Commerce for 37,000 and that of the San Joaquin County Safety Council for $1,000. Consideration of these two requests was deferred until the next Council meeting in order that representatives of these two organizations would have an opportunity to be present. Mr. Ted Katzakian, President of the - Lodi Junior Chamber of Commerce, presented that group's request for $600. He was informed that the Council would need definite information concerning how the money was to be spent before. --reaching a decision. City Manager Glaves explained the proposal to install a radio alerting system for the Fire Department and its advantages over the present system of notifying firemen of a fire.by means of the whistle at the Water Works. There was con- siderable debate concerning the need for such a system, particularly as a replacement of the present method. More information on the use of a - 1 - 426 Minutes of June 12, 1963 continued radio alerting system was requested for the next meeting. Mr. Glaves gave a short resume of the increase in the Engineering Department Budget. Some time was given to discussion of the Building Department's functions and number of personnel.
