CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
MAY 1, 1963
A regular meeting of the City Council of the City of Lodi was
held beginning at 8s00 p.m. of Wednesday, May 1, 1963. Councilmen
Brown, Culbertson, Dow, Ullmann and Satzakian (Mayor) present.
None absent.
Also presents City Manager Glaves, Administrative Assistant
Carlton, Planning Director Rodgers and City Attorney Mullen.
MINUTES Minutes of April 17, 1963 were approved as written
and mailed on motion of Councilman Dow, Brown
second.
COMMUNICATIONS
LAW DAY A resolution was received from the County Board
of Supervisors endorsing May 1, 1963 as Law Day
U.S.A. and urging its observance.
ABC LICENSE Notice of application for alcoholic Beverage License
On -Sale Beer and Vine, Bona Fide Public Eating
Place, Jerry C. and Lois P. Ballard, Club 15, 15 N.
Sacramento Street.
REPORTS OF THE CITY MANAGER
Claims in the amount of $129,412,08 were approved
on motion of Councilman Dow, Ullmann second.
FUNDS FOR Mr. Glaves stated that according to final account -
TURNER ROAD ing, the total cost of the Turner Road Underpass
UNDERPASS amounts to $379x227.50 compared with the estimate
of $370,000. The difference is not covered by the
RES. N0. 2625 grant of the State Highway Commission, and Mr.
ADOPTED Glaves recommends the adoption of a resolution
requesting a supplemental allocation from the State
Highway Commission in the amount of $4,152.38 which
would cover the State's share of the additional
cost. Councilman Brown moved the adoption of
Resolution No. 2625 requesting the State Highway
Commission to grant a supplemental allocation of
$4,152.38 from the Grade Separation Fund for the
Turner Road Underpass. The motion was seconded by
Councilman Dow and carried.
FREEWAY The City Manager explained provisions of a proposed
ADVERTISING ordinance to regulate advertising signs and dis-
plays along freeways within the city limits. He
suggested that such an ordinance be considered at
this time since the Bypass is about completed and
a policy shoul4 be developed concerning approaches
to the City. The State Division of Highways has
two categories of freeway planting, "functional"
and "landscaped." Functional planting consists of
plants requiring low maintenance and the other
category consists of more extensive landscaping.
In order for the Division of Highways to consider
"landscaping" a freeway within a city, it is
required that such city have an ordinance regu-
lating advertising. It is not known what the State
is planning as far as the approaches to Lodi are
concerned. The basic consideration for the Council
is whether or not advertising restrictions are
desirable for Lodi. It was felt that the public

On motion of Councilman Brown, Dow second, the
City Council adjourned to May 8, 1963, 8 p.m., for
an executive session to consider personnel for
committee appointments.

should have an opportunity to discuss such a pros
posal with the Council, and on motion of Council-
man Culbertson, Dow second, the matter was con-
tinued to the meeting of June 5, 1963 at which
time it would be considered under Public Hearings.

REZONING TO
ORDINANCE NO. 747, entitled "AMENDING THE OFFICIAL

DISTRICT MAP OF THE CITY OF LODI AND THEREBY

REZONING A SEVEN -ACRE PARCEL LOCATED ALONG THE
PROPERTY
WEST SIDE OF MILLS AVENUE AND 1950 FEET SOUTH OF
TURNER ROAD TO BE IN THE R-2 ONE FAMILY RESIRMIAL,
ORD. NO. 747
DISTRICT," having been introduced at the regular

meeting of April 179 1963, was brought up for
passage on motion of Councilman Dow, Culbertson
second. Second reading was omitted after reading
by title and the ordinance was then passed, adopted
and ordered to print by the following vote:. .
AYES: Countilmen - BROWN, CULBERTSON, DOW,
ULLMANN and KATZAKIAN
NOES: Councilmen - NONE

FIRST
Mr. Gloves stated that a First Annual Report was

being prepared which would be in the form of a

newspaper page informing the citizens of the
growth of the City and its problems. It would be
distributed with the Lodi News Sentinel and the
shoppers' guide and an additional 29000 copies
would be printed for further distribution. He
requested that 8600 be used from the Contingent
Fund for this project. On motion of Councilman
Dow, Brown second, the City Council authorized the
transfer of 8600 from the Contingent Fund for the
publication of the First Annual Report.
On motion of Councilman Brown, Dow second, the
City Council adjourned to May 8, 1963, 8 p.m., for
an executive session to consider personnel for
committee appointments.
