CITY HALL COUNCIL CHAMBERS
JUNE 22, 1961
This regularly adjourned meeting of the City Council of the
City of Lodi held beginning at 8:00 p.m. of Thursday, June 22,
1961. Councilmen Brown, Katzakian, Mitchell, Ullmann and Culbert-
son (?.Iayor) present; none absent.
Also present: City Manager Glaves, Admin. Asst, Carlton, City
Attorney Alullen and Planning Director Rodgers.

Katzakian, Brown second.
PUBLIC HEARINGS
DOWNTOWN *:r. Lyle Wright, 105 South School Street, stated
PARKING that some of the merchants in the Downtown Park-
ing District wished to provide free parking for
their customers by having the meters on the off-
street parking lots hooded or the heads removed.
The parking lots at the present time bring an
annual revenue of approximately 'P11,000 and the
merchants would agree to pay the City $1 250
per month, or an annual amount of 4,15,006, to
have the meters hooded. An opinion has been
received from the City's bonding attorneys that
the hooding of the meters in exchange for an
agreement to produce $1,250 per month would not
be a violation of the legal requirements of the
bond indenture that the lots produce revenues,
as the absence of meter revenues would-be com-
pensated for by the agreement revenues, and
that at least for a limited period of time it
would not be a violation of the covenant to
preserve and protect the security of the Park
ing District bonds. Mr. Wright asked the Coun-
cil to approve the idea of accepting this type
of revenue in lieu of meter revenue. He stated
that he was speaking in behalf of a minority of
the merchants in the District, but that he
wished to have the Council's approval before
canvassing other merchants for their support. He
said that free parking would induce people to
shop in the downtown area. The merchants' plan
was to have a two-hour limit on the lots with
hourly checking by the Police Department. Coun-
cilman Katzakian was of the opinion that the
public was used to the meters and that if the
meter heads were removed or hooded for a few
months and then put back in operation, there
would be complaints from the public. Mr. Wright
said the merchants would want a test period of
at least one year. R!r. Joe Newfield, Sr., also
spoke in favor of the proposal, stating that
other communities have put in free parking and
increased business, that being able to advertise
that free parking is available is an asset, and
that he has lost sales because of the meters.
The Council agreed to study the proposition
submitted and to give a decision at an early date.

COIVUNICATIONS
CHIAPPE Petition from Maurice 0. Ray, Jr., for the annexa -
ADDITION tion of 13 acres to be known as the "Chiappe
Addition" was presented. The boundaries thereof
RES. 90. 2450 were approved by the County Boundary Commission
ADOPTED on June 13, 1961. On motion of Councilman Kat-
zakian, Mitchell second, the Council adopted
Resolution No. 2450, Resolution of intention to
annex the Chiappe Addition and setting public
hearing thereon for August 2, 1961.
FIRE FIGHTERS The City Manager acknowledged receipt of the re -
SALARIES quest from Lodi Fire Fighters (AFL-CIO) for a
255 salary increase. The Fire Fighters feel that
the present method of determining wage scales is
invalid and that their salaries should be in
line with Stockton and Sacramento rather than with
other cities in California of comparable popula-
tion as presently used. Mr. Glaves stated that
he has not made a salary survey this year as, in
line with the Council's policy, surveys are made
after salaries in other cities have been set.
Councilman Brown moved that the request of the
fire fighters be referred to the City Manager and
that a complete survey of salaries for all employees
be made and presented to the Council by September.
Notion seconded by Councilman Katzakian and
carried unanimously.
REPORTS OF THE CITY MANAGER
CLAIMS Claims in the amount of 11125,109.59 were approved
on motion of Councilman Brown, Mitchell second.
STREET The Council then reviewed the street deficiencies

T:itchell, Ullmann second, the Council approved and
accepted the report.
NATHAN rlr. Glaves reported that after discussing with the
MOBILE PARK City Attorney the proposal of William Nathan to
sign an agreement to pay for street improvement
at such time as the street is ready for improvement
in connection with the annexation and development
of 71 acres as a mobile park, the conclusion was
reached that (1) such an agreement is not provided
for under the subdivision ordinance, (2) an agree-
ment of this type is only as good as the individual
signing it and the City would not be able to
collect any money if the property owner did not
have it, and (3) the policy of the City in the
past has been to require a cash deposit or bond
even in those instances where it has been a hard-
ship to the property owner. The Council reiterated
its stand taken at.the-meeting of June 14 that
Mr. Nathan would be required to make a deposit
for the street improvement or to post a bond to
cover the cost if his proposal to pay at the time
the street was brought up to standard were not
feasible. Therefore, Mr. Nathan ,is to submit
either cash or bond for the street improvement.
RENTAL OF Mr. Glaves presented a request from the Lodi Farm
125 N. STOCKTON Employment Service that they be permitted to rent
the old Employment Office building at 125 North
Stockton Street for a period of three months

commencing August 1, 1961. He recommended that
the building be rented since it is not being used
at the present time. The Farm Employment Service
had rented the building for three months in 1960
at $100 per month. On motion of Councilman Mit-
chell, Katzakian second, the Council approved
leasing the building at 125 North Stockton Street
to the Lodi Farm Employment Service at $100 a
month for three months commencing August 1.

CONGRATULATIONS
SAFETY AWARD
Communication from Robert "McCarthy, Director of
the State Department of Motor Vehicles, congratu-
lating the City for outstanding accomplishments
in traffic safety as evidenced by the award from
the National Safety Council. Councilman Mit-
chell moved that the letter be forwarded to the
employees responsible for the award. Motion was
seconded by Councilman Brown and carried unani-
mously.

1961-62 BUDGET
City Manager Glaves reviewed the increases and
decreases in the expenditure series and then
proceeded to the operating budget commencing
with that of the Council -City Clerk. In discuss-
ing Special Payments he stated that the same
amount was put in the budget as had been appro-
priated the previous year as that was a part of
the budget on which he did not make any recom-
mendation.
The Chamber of'Commerce was asking for the same
amount it had requested for the previous year,
i.e., n5,500 of which 01,500 was for Christmas
decorations. The Council approved the Chamber
request and 01,500 for the Grape Festival Associ-
ation, as well as 01,050 for the annual audit
which amount was in accordance with a 3 -year
contract the City has with 'McCandless and Soder-
bery.
Mr. Orwin Dow, President of the Jr. Chamber of
Commerce, stated that the Jr. Chamber had not
expected to have any projects which would be of
an advertising nature until last week when they
were notified that bids would be taken on Jaycee
State Bowling finals. He said that the local
club wished to submit a bid and that they would
have to go to Santa Monica to do so. The costs
in connection with'submitting the bid would be
around 3P500 and Mr. Dow stated that any amount
the Council could give would be appreciated.
He reported that if they were successful in
getting the bid for Lodi, the costs would in-
crease, but that the tournament would be held
in the followin5 fiscal year. The Council agreed
to appropriate X500 for the Jr. Chamber and if
the club were successful in obtaining the bid,
the Council would help out in 1962-63.
The City Manager then read a letter from the San
Joaquin County Safety Council requesting $1,000
to help support its activities for the coming
fiscal year; he also read a letter from the local
Safety Council endorsing the request. *1ayor
Culbertson asked what progress had been made
toward obtaining support from industries, and
Mr. Loren Powell, Secretary -Manager of the County
Safety Council, stated that the Safety Council
was endeavoring to get the industries to contribute
at least two-thirds of the funds but that it
would take five or six years to reach this goal.
The Council approved 01,000 for the San Joaquin
County Safety Council.
Mr. Otto Dockter spoke in behalf of the Lodi
Family Service Agency which had been started
with a $1$,000 grant from -the Federal Government
about a year ago; however, no further funds
would be coming from that source and in order to
continue, the Agency would have to solicit funds
elsewhere. The Council decided that it could
not legally contribute to this organization,
but that the Agency was doing a worthwhile
service and should be supported by the people
of the community on a voluntary basis.

ORD. NO. 697 The Council then discussed -the operating budgets
INTRODUCED of the various departments, approving the
recommendations of -the City !anager. Concerning
the Library budget, the Council felt that x4,000
for preliminary plans was -premature and removed
