CITY HALL COUNCIL CHAMBERS
MARCH 27, 1963
A regularly adjourned meeting of the City Council of the City
of Lodi was held beginning at 8sOO p.m. of Wednesday, March 27,
1963- Councilmen Brown, Culbertson, Dow, Ullmann and Katzakian
(Mayor) present. None absent.
Alao presents City Manager Glavea, Administrative Assistant
Carlton, Planning Director Rodgers and City Attorney Mullen.
E. LODI AVE. City Manager Gloves recommended that Lodi Avenue
MAJOR ST. east of Cherokee Lase be designated as a major
street. On motion of Councilman Culbertson, Dow
RES. NO.2617 second, the City Council adopted Resolution No. 2617
ADOPTED selecting Lodi Avenue from Cherokee Lane to Cluff
Avenue to be included in the major city street
system, subject to approval of the State Department
of Public Works.

Mayor Katzakian stated this meeting was being held

for presentation of a report from the engineering

firm of Blair-Westf all Associates which had been

hired to make a study of the City's storm drain plans
and present facilities and the feasibility of using
underground recharge areas. He then introduced
Mr. George Blair and Mr. Wesley Braun who were in
attendance as representatives of Blair-Westfall.
The meeting was turned over to Mr. Blair who gave a
resume of the report entitled "A Master Pian for the
Development of Storm Water Collection and Disposal
Facilities." Mr. Blair said that disposal of storm
waters by use of retention and recharge basins
supplemented by pumping into the Woodbridge
Irrigation District Canal and the Mokelumne River
was being recommended for the following reasons:
1. It reduces the need to construct outfall
lines over a long distance.
2. It employes all of the existing facilities.
3. It does not put an added burden on the WID
canal.
4. It is suited to construction by stages for
present and future needs.
5. It provides for flow of water by gravity
into retention areas.
As secondary benefits, Mr. Blair stated,
1. The retention -recharge areas would be avail-
able for other uses, such as park and play-
ground areas.
2. A portion of the water would go underground
to recharge the water table.
On a map of the City he indicated the proposed
drainage areas and retention basin locations, giving
approximate sizes, etc. He outlined the three
phases of development and briefly discussed methods
of financing as shown on page 2 of the report.
Mr. Blair answered questions put to him by members
of the Council and the following people in the
audiences Mr. James Arieda, Mr. Reuben Rott,
Mr. Howard Babcock, Mr. Mike Tracy, Mr. Robert
Houston and Mr. C. L. Jones.
