He said the Recreation Commission had established standards and adopted a master plan for park sites. He gave a brief explanation of the various types of parks, particularly the neighborhood parks. Ideally, such parks should be developed in conjunction with schools in order to take advantage of school playground facilities. The City Manager stressed the importance of long range planning and the acquisition of park sites before the land is developed. The City Manager pointed out what a wonderful asset the areas along the river would be as natural park areas and expressed the hope that the City would eventually be able to obtain at least some portion of such areas for public use. He also mentioned the possi- bility of using ponding areas as parks in the event the City adopted ponding as a part of its storm drainage system. The Recreation. Department is recommending a program for the con- version of the wooden structures to concrete. The fencing and ramps are also in very poor condition and the lighting is getting worse. It is urgent that the wiring and transformers be replaced. The ten-year capital improvement program for the Recreation and Parks Department has been revised from 8409,700 to $553,800 to include improvements to the Stadium which had -originally been scheduled for the second half of a twenty-year program.
