ROLL CALL Present: Councilmen - Culbertson, Dow, Kirsten, Walton and Brown (Mayor) Absents Councilmen - None Also present were City Manager Glaves, Administrative Assistant Peterson and Planning Director Schroeder. wAINUTES riinutes of September 16, 1964, were approved as written and mailed on motion of Councilman Culbertson, Walton second. PUBLIC HEARINGS SIG4_...: The hearing on the proposed sign ordinance having been ORDINANCB continued from the.meeting.of September 2, 1964, City Manager Glaves stated that the..section of the ordinance concerning billboards along the Freeway had been sub- mitted to the State Division of Highways. The State had asked that a part of said section be changed to reads "No advertising displays shall be placed or main - twined on property adjacent to a section of freeway which has been, or hereafter may be, landscaped as defined herein, if the.advertising display is designed to be viewed primarily by persons traveling on such landscaped section of a freeway." The Council discussed the wording of the State proposal, the feeling being that the meaning was too indefinite. Mr. Glaves then mentioned the section on signs in.the General Commercial and Industrial Zones, stating that he felt the para- graph on projection of signs should be changed so that signs could not project closer than one or two feet to the curb. Councilman Culbertson said that he considered that no closer than two feet to the curb should be permitted. There was no one in the audience for or against the -proposed ordinance. Stating that he would like to study the ordinance further and intended to get more information on signs from people at the League conference, Councilman Culbertson moved that consid- eration of the sign ordinance be continued to the meeting of October 21, 1964. His.mtion was seconded by Councilman Walton and carried unanimously. PLANNII4G COE-kISSION Mr. .Glaves reported the following actions of the Planning Commission taken;at its meeting of September 2a: 1. Granted an adjustment to Pacific Investment Company to increase the allowable land coverage for the Lakewood hall Shopping Center from 2570 to 26%. 2. Set for public hearing on October 12, 1964 the request of Mr. Sam Salas to.rezone the north- west corner of Sylvia Drive and Fairmont Avenue from R-1 to C -P.: 3. Set for public hearing on .October 12, 1964 a proposed change -in .the 'Zoning Ordinance which would allow funeral homes in the C -P zone with a use permit. - 1 - 422 Minutes of October 7, 1964 continued PUBLIC H.ARINGS (continued) JOE RAriOS R2 Mr, Joe Ramos, 474 kurray Street, stated that since GOLF DRIVING August of 1960 he has been complaining to the City and RANGE to Mr. Otto Pirtle, operator of the Golf Driving Range, about the golf balls that are being knocked over the fence on the north side of the driving range and endangering people and property. HO SHAW tftt Salle time ago he and his neighbors had signed a petition to have the situation remedied. City Manager Glaves said that the City had raised the height of the fence to 30 feet which was expected would stop the balls. Wt. Ramos said the fence had not stopped all the balls and he has a bill for $96 to repair his patio cover which had been damaged by a golf ball. Mr. Glaves told Mr. Ramos the -City was not liable for the golf balls; that the operator of the driving range was responsible for the conduct of his business. Mr. Ramos said he would like protection for his family and neighbors. Mr. Glaves said he had -talked to bit. Pirtle who understood that he(Pirtle) was liable. Nr. Glaves said he would have the matter straightened out -and would report thereon at the next Council -- meeting.. CO2,1U PLICATIONS TRAILER CLUB A letter was received from the Capitol Caravanners THA!q(S Trailer Club thanking the City for its hospitality in permitting the club to stay at Lodi Lake Park during the Grape Festival and expressing their thanks and appreciation to Mr. Oreat Merry and Mr. Robert Baker of the Parks Department. ABC LICENSE The following notices of application for alcoholic beverage license were read; 1. Transfer On -Sale General, Person to Person, by Vincent J. Sisco, (dropping partner), at Hotel Lodi, 7 S. School Street. 2, Off -Sale Beer and Wine, Dick's Market #2, 203 S. School Street. REPORTS OF.THG CITY bWIAGER CLAIMS Claims in the amount of $366,401.00 were approved on motion of Councilman Dow, Culbertson second. WEST LANS . Mr. Glaves introduced Mr. Charles Wong, Assistant DEVELOPMENT Deputy Director of Public Works for the County of San Joaquin, who was present to show the Council two sug- gested plans for the development of.West Lane within -the city limits which the County recommends be developed in connection with the development of West Lane by the County. Both plans indicate a 110 -foot right of way with four lanes, one plan having a divider strip. The southerly sections of West Lane have been completed and the County hopes to have plans completed for the balance of West Lane by the end of this year in order that work may be started early in 1965. Therefore Mr. Wong is anxious to get a decision from the City of Lodi as to how the intersection of Kettleman Lane and West Lane is to be designed. Mr. Vernon Lehman, Chairman of the County Boasd of -Supervisors, said that since funds would be available from Federal, State and County funds, the City would have to pay only about $2,500 for construction of West Lane in the City - 2 - Minutes of October 7, 1964 continued AWARD Bids for the improvement of Ham Lane and Vine Street HAM LANE & in the vicinity of the new Senior Elementary School VINE STREET were received as followss IMPROVEMENTS Limits, not counting right of way costs which would RES. After much ADOPTED discussion concerning the plans, it was moved by Councilman Dow that the matter be referred to the Administration for study and a recommendation at the Council meeting of October 21,.1964. His motion was seconded .by Councilman. Kirsten and carried unanimously. AWARD.- The following bids were received for the furnishing and PUMP413 installation.of a pump for Well #131 RES. NO,_2763 San Joaquin Pump Co. 5,540.00 ADOPTED- Johnson Bros., Inc. 6,393.30 Stowell Equipment Co. 6,503.76 Munz Pumps, Inc. 6,750.00 According to the memorandum received -from Robert McLane, Superintendent of Utilities, the over-all efficiency of the Jacuzzi -pump is 68.77* compared to 72.77* for the Western Pump Company pump, Using the pump with the higher efficiency would result in a savings of at least $100 per year in operating costs] thesefore the Superintendent and City Manager recom- mended that award be made to Western Pump Company. On motion of Councilman Dow, Culbertson second, the City Council adopted Resolution No. 2761 awarding the contract for the pump for.Well #13 to Western Pump Company at a total cost of- $5,059. Sacramento Road in Westdale Subdivision. On motion of Councilman Walton, Dow second, the City Council RES. NO..2764, adopted R_solution No. 2764 accepting Turner Road, - NO. 2765 AND . Willow Glen Drive and Green Oaks Way in Willow Glen NO. 2766 Unit No. 3. On motion of Councilman Walton, Dow second, ADOPTSD the City Council adopted Resolution No. 2765 accepting Glenhurst Drive in Glenhurst Unit No. 2, and on motion - 3 - Claude C. Wood Company $62,790.50 RES. NO._2762 Tompkins & Gallaven .65,874.31 ADOPTED A. Teichert & Son 66,954.20 The City Manager recommended that award be made to the low bidder. On motion of Councilman Culbertson, Dow second, the City Council adopted Resolution No. 2762 awarding the contract for the Street Improvements - Ham Lane and Vine Street to Claude C. Wood Company for a total of $62,.790.50. SAFETY Mr. Glaves presented an agreement with the San Joaquin COLNCIL.., County Safety Council for safety services during the AGRBSbF-NT 1964-65 fiscal year, the agreement being similar to the one for the previous year. On motion of Councilman RES. On motion of Councilman Walton, Dow second, ADOPTSD the City Council adopted Resolution No. 2765 accepting Glenhurst Drive in Glenhurst Unit No. 2, and on motion - 3 - 124 SPECS - WATER PIPE CROSSWALKS - HUTCHINS AND VINE STREETS RES. NO. 2767 ADOPTED STADI M LIGHTS Minutes of October 7, 1964 continued of Councilman Walton, Dow second, the City Council adopted Resolution No. 2766 accepting Tokay Street and Lower Sacramento Road in the Westdale Subdivision. Specifications for asbestos cement water pipe were approved and calling for bids authorized on motion of Councilman Dow, Walton second. The City bianager stated that the Lodi District Safety Council had requested that the City install a cross- walk on Hutchins Street at Vine, primarily to serve American Legion Park. 14r. Shelley Jones, the Director of Public Works, recommends that crosswalks be estab- lisped across Vine Street at both sides of Hutchins Street and across Hutchins Street on the northerly side of Vine Street. On motion of Councilman Walton, Dow second, the City Council adopted Resolution No. 2767 establishing pedestrian crosswalks at Hutcbins and Vine as recommended.. Mr. Glaves informed the Council that at the present time the new stadium lights are delivering on the field lighting of 17.09 -foot candle power, whereas the speci- fications had called for 20 -foot candle power. A letter has been received from the contractors stating they will make the adjustment to bring the lighting up to the specified power on October 12 or 13 if con- venient to the City. Meanwhile they would like to receive a progress payment of 80:3 of the contract price. Both Councilmen Kirsten and Walton stated that the lighting was uneven and there -were dark spots in certain areas of the stadium. Councilman ?dalton moved that no payment be made to the contractor until the specifications of the contract have been met. The motion was seconded by Councilman Dow and carried unanimously. SIDEWALKS In regard to the petition which had been received for RIb1BY LVE, the installation of sidewalks at 513, 515 and'517 Rimby Avenue by other property owners on the street, Mr. Glaves reported that the sidewalk had been installed by the property owners at those addresses at their own expense without any further action on the City's part other than to contact these people. SIGNALS AT An -agreement has been received from the State Division HUTCHINS AND of Highways for the installation of traffic signals KETTLEMAN at the intersection of Kettleman Lane and West Lane - Hutchins Street; however, because of -the proposed improvement of West Lane, the Council agreed that'con- sideration of the agreement should -be continued=to the October 21 Council meeting to give the administration .an opportunity to find out more about coordinating the pians for theinstallation of the signals with the plans for the ilest Lane improvements. KERBY Mr. Glaves informed the Council that the members of ANDERSON TO the Pension Board had met and re-elected Kerby Anderson PENSION BOARD as the lay member of .the Board, subject to concurrence by the City Council.. On motion of Councilman Walton, Culbertson second, the City Council concurred in the re-election of Kerby tnderson to the Pension Board for a two-year term ending June 30, 1966. SPECS - On motion of Councilman Dow, Walton second, the City. CONCREM PIPE Council approved.specifications for concrete pipe and - authorized advertising for bids thereon. - 4 - Winutes of October 7, 1964 continued ANY SALARY The City Manager stated that the State would be unable INCREASE to complete the City's classification survey as soon RETROACTIVE. as originally planned and that the present schedule calls for having the preliminary report ready by RES. NO. 2768 14ovember 4 and the final report, December 2. Because ADOPTED of the delay in presentation of the classification survey, he asked the Council if they wished to make an increase in salaries, if any, retroactive to October 1, 1964. On motion of Councilman Walton, Dow second, the City Council adopted Resolution No. 2768 providing that if salary increases are granted at the time the classification plan.is adopted they will be effective as of October 1, 1964. SIDEWALKS Councilman Culbertson said he would like to have a study made of sidewalks in the City to determine where sidewalks are lacking. . ORDINANCES CHEROKEE LAIIE SPEED LIMIT ORD. Second reading was omitted after reading by title, and the ordinance was passed, adopted and ordered to print by,the following vote. AYES: Councilmen - CULBERTSON, DOW, KIRSTEi`I WALTON and BRObJN NOES: Councilmen - None ABSENT: Councilmen - None Mayor Brown brought up the subject of sidewalks in new subdivisions that get broken during construction of homes, stating that something should be done to pre- vent the breaking of the sidewalks.
