CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
JUNE 24, 1904
This meeting of the City Council of the City of Lodi, regularly
adjourned from June 17, 1964, was held at 8:00 p.m. of Wednesday,
June 24, 1964, in the City Hall Council Chambers.
ROLL CALL PRESENT: Councilmen - DOW, CULBERTSON, WALTO14 and -
BROWN(Mayor)

Also present were City Manager Glaves and A-ainistrative
Assistant Peterson.
1964-65 BUDGET
JAYCEES
Nb:. James A. Reynolds, 1307 Holly Drive, President
of the Junior Chamber of Commerce, presented a request
for $400 to cover two Junior Chamber projects which
will serve to advertise the community. Councilman
Culbertson said he would like to have a more specific
breakdown on each project and a sound reason in writing
given for the request. City Manager Glaves said there
was some question as to what extent the City should
participate. He felt the Chamber of Commerce should
be interested and the request made to that body.
Stating that he would like to receive a more specific
presentation next year, Councilman Culbertson moved
that $400 be approved for the Junior Chamber of Commerce
advertising program. The motion was seconded by
Councilman Walton and carried with Councilman Dow
abstaining because of his membership in the Junior
Chamber.
CITY N;ANAGER
The Council then reviewed the City Manager's budget and
on motion of Councilman Walton, Dow second, said budget
was approved as presented.
PLANNING DEPT.
After a brief resume of the Planning Department budget,
it was adopted as presented on motion of Councilman
Walton, Dow second.
FINANCE DEPT.
The Finance Department budget was presented for Council
approval and the City Manager explained the need for
an additional meter reader. The budget was approved as
presented on motion of Councilman Culbertson, Walton
second, including the establishment of the meter reader
position.
POLICE DEPT.
The Council discussed the need for a new beat for the
Police Department and for the equipment requested.
The Police D_partment budget was adopted as presented,
including three patrolmen positions, on motion of
Councilman Culbertson, Dow second.
FIRE DEPT.
After discussion of the Fire Department requests, the
Council approved the budget as presented by the City
kanager, including the position of one clerk, on motion
of Councilman Dow, Walton second.
ENGINEERING
The Council then reviewed the Engineering and Streets

Department requests and after discussion of the various

items of equipment, it was moved by Councilman
Culbertson, Dow second, that the budget presented by
the City Manager be adopted, plus the addition of one
Wacker tamper and one mortar mixer replacement. Council-
man Culbertson said he would like to have the cost of

UTILITIES DEPT.
his. Glaves explained the need for two more linemen
and one apprentice lineman in the Utilities Department
which he has included in the proposed budget. On
motion of Councilman Dow, Walton second, the City
Council approved the Utilities Department budget,
including the positions of two linemen and one appren-
tice lineman.
RECREATION
After discussion of equipment requested by the
DEPT.
Recreation Department, the Council adopted the budget
as presented on motion of Councilman Culbertson, Dow
second.
PARKS DEPT.
The Council then proceeded with consideration of the
Parks D_partment budget• Councilman Walton questioned
the need for outboard motors, saying he would favor
kayaks, rowboats and paddle boats. It was determined
that it would be worthwhile to have a report made on
the use and cost of outboard motors. Mr. Glaves ex-
plained that an account has been proposed for the Parks
budget to provide•for landscaping and maintenance of
the City's non -park areas. On motion of Councilman
Walton, Culbertson second, the Parks Department budget

COUNCIL -CLERK
Councilman Walton mentioned that he had heard that
personal liability insurance could be obtained for
councilmen when acting in that capacity. City Manager
Glaves said he would investigate and that he would also
check on Council travel insurance with the City Attorney.

The Council -Clerk budget was then adopted on motion of
Councilman Dow, Walton second.
1964-65 BLOGET
Councilman Dow moved the introduction of Ordinance No.
765 adopting the budget as approved for the support of
ORD. NO. 765
the various departments of the City of Lodi for the

fiscal year beginning July 1, 1964 and ending June 30,
1965. The motion was seconded by Councilman Walton
and carried unanimously.
LODI AVENUE
Councilman Walton mentioned the request coming before
ZONING
the Planning Commission at its next meeting on the
rezoning of property at the corner of Ham Lane and
Lodi Avenue. Because he considered Lodi Avenue zoning
to have been an election issue and because of the
divergence of opinions, Councilman Walton stated the
Council should ask the Planning Commission to make a
study of the zoning on Lodi Avenue and meanwhile to
defer any rezoning requests along this street. Council-
man Culbertson said he would not want such a request
for a study to infer that a change in zoning is wanted.
Councilman Dow said there have apparently been diverse
opinions between the Council and the Planning Commission
regarding Lodi Avenue zoning, and a re-examination of
the whole problem should be made. City Manager Glaves
said that agreement should be had as to a goal; he
said it might be a good thing to have the new planning
director make the study since he would be objective.
Councilman Walton moved the adoption of Resolution No.
2739 requesting the Planning Commission to study and
make a recommendation on Lodi Avenue zoning, with the
possibility of its being rezoned, and to defer action
on any rezoning during this study period. His motion
was seconded by Councilman Dow. City Manager Glaves
suggested that such instructions might be taken as a

prejudgment on the part of the Council, and it might
be better if the City Manager asked the Planning
Director to make a study without involving the Com-
mission. Councilman Culbertson said he would votefor
a request to have the Lodi Avenue zoning studied but
he did not think the resolution was the proper action.
Councilman Dow then withdrew his second, and Councilman
Walton his motion. Councilman Walton then moved that
the Planning Commission be requested to provide the
Council with a study and possibly rezoning of Lodi
Avenue. The motion was seconded by Councilman Dow
and carried.
FOURTH OF Mayor Brown said he had received a request from State
JULY BELLS Senator Robert T. Monagan that the City join in ringing
bells on the Fourth of July at 10 a.m. Pacific time.
Mr. Glaves said he would see what could be done about
ringing the bell at Lodi Lake Park.
There being no further business, the meeting adjourned
at 10:30 p.m.
