Coun- cilmen Katzakian, Mitchell, Ullmann and Culbertson (Mayor) present; Brown absent. Also present: City Manager Glaves and Planning Director Rodgers. Absent: City Attorney Mullen and Admin. Asst. Carlton. MINUTES Minutes of January 4, 1961 were approved as written and mailed on motion of Councilman Katzakian, Mitchell second. PUBLIC HEARINGS PALM AVENUE Notice thereof having been published in accordance LIGHTS with law, Mayor Culbertson called for public hear- ing on the completion of and the assessment on the RES. NO. 2408 Palm Avenue Lighting District. Mr. Russell Swope, ADOPTED 764 Palm Avenue, and Mr. Lloyd Meidinger, 746 Palm Avenue, requested clarification on the amount of the assessment which was explained by the City Manager. Mr. Swope, who stated his property was not receiving sufficient lighting questioned the placement of the light standards. Mr. Glaves gave reasons for the difference in footage be- tween the lights and explained that since Mr. Swope's property was at the edge of the lighting district and adjacent to undeveloped property, his lighting would be improved when the property was developed and Palm Avenue was extended. There were no further questions or protests, written or oral. On motion of Councilman Mitchell, Kat- zakian second, the Council adopted Resolution No. 2408 confirming the assessment on the Palm Avenue Street Lighting District which was at the rate of 41.i9 per front foot. COMMUNICATIONS CVD, LCC Notice from the City of Merced that the regular quarterly meeting of the Central Valley Division, League of California Cities, will be held in that city on January 269 1961. REPORTS OF THE CITY MANAGER AWARD _ Mr. Glaves presented two bids which had been re - 1J TON AND ceived for the 4 -ton truck for the Utilities PANEL TRUCKS Department. One bid was from Loewen Auto Company for a net of $2,679.64 and the other was from RES. NO. 2409 Krieger Motor Company for a net of $2,365.62. ADOPTED However, Krieger Motor Company, had requested that their bid be disqualified since an error in copying figures had been made in their bid. The Council could disqualify the Krieger bid and accept the bid from Loewen Auto Company or could reject the bids and readvertise. He also sub- mitted bids from the same companies on the com- pact panel truck as follows: Krieger Motor Company ......... $2,057.59 Loewen Auto Company ........... $2,034.28 rMr� Minutes of January 18, 1961 continued No other bids were.received. On motion of Coun- cilman Katzakian, Mitchell second, the Council adopted Resolution No. 2409 disqualifying the bid of Krieger Motor Company on the 1* -ton truck as requested and awarding the contracts for the l*_ ton truck and the compact panel to Loewen Auto Company as having the lowest and best bid.. CLAIMS Claims in the amount of $116,324.90 were approved on motion of Councilman Katzakian, Ullmann second. SPECS - Mr. Glavea submitted specifications for a pickup -- PICKUP TRUCK truck for the Streets Department which was request- ing a truck with automatic transmission because of better performance when towing. The City Manager stated that there should also be less maintenance trouble with the automatic transmis- sion and recommended approval thereof. On .motion of Councilman Mitchell, Katzakian second, the Council approved the specifications on the pickup truck with automatic transmission and authorized calling for bids thereon. TURNER RD City Manager Glaves ,presented a proposed agree - RECONSTRUCTION ment with the County for the paving of Turner AGREEMENT Road between Loma -Drive and Sacramento Street and for grading and base construction from the RES. NO. 2410 Southern Paciiie.•tracks to 99 Highway. He stated ADOPTED the agreement sets forth the --understanding the City has had informally with the County regarding reconstruction of Turner.Road: On motion of Coun- cilman Mitchell, Ullmann.second, the Council adopted Resolution No. 2410 authorizing execution of the agreement on behalf of the City by the Mayor and -City Clerk. LOADING ZONE The. Seventh Day Adventist Church at the corner of FOR FAIRMONT Sylvia Drive and Fairmont Avenue has requested ADVENTIST CH. a passenger loading zone the entire length of the property on Fairmont Avenue, but the Department RES. NO. 2411 of Public Works feels that a 100 -foot zone would ADOPTED be adequate and so recommends. The Council adopted Resolution No. 2411 establishing a passenger loading zone for the Seventh Day Adventist Church for 100 feet on Fairmont Avenue immediately north of Sylvia Drive on motion of Councilman Mitchell, Katzakian second. SUBD. STREET The City Manager read a report from the Depart - ACCEPTED ment of Public Works that Debbie Lane in Son-. Ray manor Subdivision is ready for acceptance by RES. NO. 2412 the City. On motion .of Councilman Katzakian ADOPTED Mitchell second, the Council adopted Resolution No. 2412 accepting Debbie Lane as a public street. PORTIONS OF The City Manager then read a recommendation -from BASEMENT the Director of Public Works and the Superintendent VACATED IN of Public Utilities that portions of an easement KRISTMONT #3 'in Kristmont Acres Unit No- 3 be abandoned since the City has no present or prospective future public need for these portions. The abandonment would result in reducing the easement affected from 16 feet to 10 feet. The Council approved the recommendation and on motion of Councilman Mitchell, Katzakian second, ordered the reduction to 5 feet of the 8.foot easements on the west line of Lot 90, the east line of Lot 112 and the west line of Lot 113, Kristmont Acres Unit No- 3, by unanimous vote.
