HomeMy WebLinkAboutMinutes - June 3, 1964M. r CITY COUICIL, CITY OF LODI CITY HALL C0UNCIL CHAMBERS JUNE 3, 1964 A regular meeting of the -City Council of the City of Lodi was held beginning at 8:00 p:m. of Wednesday, June 3, 3964, in the City Hall Council Chambers. ROLL CALL PRESENT: Councilmen - DOW, KIRSTEN, WALTON and BR0WN (Idayor) ABSENT: Councilmen - CULBERTSON Also present were City Manager Glaves, Administrative Assistant Peterson, Planning Director Rodgers and City Attorney Mullen. Minutes of May 27, 1964, were approved as written and mailed on motion of Councilman Dow, Walton second, after changing the name "Martin J. Varner" to "Marion J. Varner" in the paragraph entitled "Hall of Justice Plans." CO[-TiViUNICAIIONS OWENS ADON. A petition was received from all the owners of 66.5 acres ANNEXATION south of Vine Street extended between Ham Lane and the PETITION Woodbridge Irrigation District Canal requesting that the property be annexed to the City as the Owens Addition. RES. NO. 2732 The annexation has been approved by the Local Agency ADOPTED Formation Commission of San Joaquin County and the boundaries have been approved by the County Boundary Commission. On motion of Councilman Dow, Kirsten second, the Council adopted Resolution No. 2732 declaring the intention of the City to annex the Owens Addition and setting public hearing thereon for June 17, 1964. TERESI A claim for damages was received from Mrs. Josephine DAMAGE Teresi, 801 North Lincoln Street, in the amount of $15,000 CLAIM general damages, plus special damages in an amount not yet ascertained. On motion of Councilman Dow, Walton second, the claim was rejected and referred to the City's Agent of Record, Por. Max Elson. REPORTS OF IM CITY MRNAGOR CLAIMS Claims in the amount of $316,930.99 were approved on motion of Councilman Dow, Walton second. AWARD - The following bids were received on Lodi Avenue Street LODI AVE. Improvements, Cherokee Lane to Lodi Bypass: ST. II4PVTS. Claude C. Wood Company $13,380.00 RES. NO. 2733 Tompkins & Gallaven 13,537.70 ADOPTED A. Teichert and Son 14,755.00 Mr. Glaves recommended that award be made to the low bidder subject to approval from the State Division of Highways since the bid was approximately $60 above the Engineer's original estimate. On motion of Councilman Kirsten, Walton second, the City Council adopted Resolution No. 2733 awarding the contract for the Lodi Avenue Street Improvements to Claude C. Wood Company, subject to approval of the State Division of Highways. AWARD - Bids received for the Fairmont Avenue Street Improvements FAIRWONT AVE. were as follows: ST. I-i[PVTS. Claude C. Wood Company $70,440 RES. NO. 2734 !,. Teichert and Son 74,465 ADOPTED - 1 - 5 Winutes of June 3, 1964 continued -.2 - City Manager Glaves recommended that award be made to the low bidder. Councilman Dow moved the adoption of Resolution No. 2734 awarding the contract for Fairmont Avenue Street Improvements to Claude C. flood Company. The motion was seconded by Councilman Walton and carried. ACCEPT STS Dir. Glaves stated that certain streets in Erich Park IN ERICH PARK Unit No. 1 were ready for acceptance by.the City at this time. On motion of Councilman Dow, Walton second, the RES. NO. 2735 City Council adopted Resolution No. 2735 accepting cer- ADOPMD twin streets in Erich Park Unit No. 1 as recommended. DEED TO A deed covering right of way for Voelker Drive had been VOHLIMR DRIVE presented to the City and the City Manager recommended ACCEPTED that it be accepted. Voelker Drive, which is a cul-de- sac on the south side of Kettleman Lane and east of Cantral Avenue extended, was in existence prior to annex- ation to the City. The property owners in the area have improved the street with curb, gutter and paving. Side- walk has not been installed, but Mr. Glaves feels that this problem will resolve itself in the future. Council- man Walton moved that the deed to Voelker Drive be accepted. His motion was seconded by -Councilman Dow and carried. STADIUvi Mr. Glaves presented a survey made by Ed DeBenedetti, LIGHTS Superintendent of Recreation and Parks, on different types of lighting for the Stadium, showing comparative costs, power used, etc. The present stadium lights have to be replaced and $13,000 had been placed in the current budget for that purpose. However, 14r. DeBenedetti's figures show that an additional amount will be needed. In his report he recommended that 20 -foot candle Cleco sealed beam lights be installed. The Council discussed the condition of the present system, the various types of lighting, comparison of 15 -foot to 20 -foot candle instal- lations, costs, etc. The matter was tabled to the meeting of June 17 at which time the City Manager will present comparative data on 20 -foot and 15 -foot candle lights. CITIZENS' Members of the Council then discussed Councilman Walton's COiQ111TTEE proposal that a Community Development Commission be formed on a year -around basis to bring to light City problems, bring information to the Council, send infor- mation to the public, assist in presenting bond issues to the public, etc. Councilman Walton said he had dis- cussed his proposal with lir. W. T. Harkins, President of the Chamber of Commerce, who said that the Chamber was interested in a yearly Community Congress. It was Councilman Walton's opinion that the citizens' group could possibly be the nucleus of such a congress. Mayor Brown stated he had an invitation to attend a Community Congress in Fairfield on June 8 which would be a first- hand opportunity to find out how it works. The Mayor and City Manager intended to go. Other members of the Council expressed their interest in attending if they were able to do so. According to Councilman Dow, a citizens' committee would be useful in opening communi- cations between the public and the Council. Councilman Kirsten was interested in any plan to interest citizens in their government, but said the Council had its responei• bilities as representatives of the people and should recognize and work on community problems. City Manager Glaves stated that the concept of a citizens' committee was good, but that a great deal of thought, study, and discussion s4ould be had before going ahead. He noted that it was d!Yficult to keep committee members interested on a year -around basis. He also observed that citizens! -.2 - RRI Minutes of June 3, 1964; continued committees were more effective if they were instigated outside the city organization; otherwise committee members carried the stigma of "yes" men. Council members were agreed that the proposal needed careful thought and that it would be helpful to attend the Fairfield Congress. 1964-65 BLDG ---T City Manager Glaves gave an explanation of the operating budget and then reviewed the 1000 700, 300, 400, 500 and 600 series of the proposed budget as set forth in his June 3 budget memorandum. Supplemental requests of .the Engineering and Streets Department, the Finance Department, Fire Department and Parks Department were also gone over.
