CITY HALL COUNCIL CHA11BERS
DECEMBER 12, 1962
A regularly adjourned meeting of the City Council of the City
of Lodi was held beginning at 8:00 p.m. of Wednesday, December 12,
1962. Councilmen Brown, Culbertson, Dow, Ullmann and Katzakian
(Mayor) present. None absent.
Also present: City Manager Glaves, City Attorney Mullen (arrived
8:15 p.m.), Fire Chief Polenske and Judge Bainbridge.
CAPITAL IMPROVEMENT PROGRAM
COURT The Mayor opened the meeting to review of the need
FACILITIES for court facilities. The County is responsible
for housing the court, but both the City and the
County benefit by having court and police facilities
in the same building. Approximately ten years ago
when the City had first planned to build a Hall
of Justice containing court facilities, the County
Board of Supervisors had agreed to pay for the court
facilities by amortizing the cost thereof over a
period of 20 years. The County's share of the cost
at that time was around 30% of the total. The City
has not reached a point in its present planning at
which new financing arrangements can be discussed
with the County. Present quarters for the court
are very inadequate, and to make the situation even
more critical, the Lodi area is considered to have
;passed ¢0,000 in population so is at the point for
the establishment of a municipal court. This means
an addition in personnel and facilities. It was
brought out that when considering financing for the
Hall of Justice, the County's share of the costs
should be included.
POLICE The City Manager gave the background of police
DEPARTMENT operations, recalling the old jail at the Water
Works which had to be abandoned and mentioning the
present inadequate holding cells in the City Hall.
The Council discussed the waste in money and man-
power in transporting prisoners to and from the
County Jail. They also discussed the present over-
crowded conditions which the Police Department has
to contend with in the basement of the City Hall.
Mr. Glaves mentioned that another beat will need
to be added in a year or two.
FIRE The -Council then considered the needs of the Fire
DEPARTMENT Department. The *Department is inadequately housed
and needs more equipment; present site locations
are poor. Advantages of housing the main fire
station in the same building as the Hall of Justice
were mentioned, as well as the necessity of pro-
viding sufficient space for present and future
equipment. Present buildings are old and not worth
remodeling. In addition, they are not properly
located and are too close to the railroad tracks.
The Civic Center Site is a favorable location to
protect the west side of town and a second fire-
house should be located in the Cherokee Lane area.
Eventually a third station will be needed in the
Kettleman Lane area. The Council also discussed
the City's present fire rating (Class IV) and the

amount of points required to keep that rating. An
alarm system appears to be the cheapest method of
acquiring sufficient points to retain the present
rating.
It was felt that the amount of money which would
be required for the Hall of Justice -Fire Station
and other Fire Department facilities had not
changed from the amount designated in the past
bond election, but that more studies should be
made regarding the design of the buildings.
The Council adjourned at 10:15 p.m.
