HomeMy WebLinkAboutMinutes - December 5, 1962a5' CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS DECEMBER 5, 1962 A regular meeting of the City Council of the City of Lodi was held beginning at 8t00 p.m. of Wednesday, December 5, 1962. Councilmen Brown, Culbertson, Dow, Ullmann and Katzakian ("'-yor) present. None absent. Also present: City Manager Glaves, Planning Director Rodgers and City Attorney Mullen. MINUTES Minutes of November 21, 1962 and November 28, 1962, were approved as written and mailed on motion of Councilman Brown, Culbertson second. PLANNING COMMISSION EVANS REQUEST The City Manager read the recommendation from the FOR OUTSIDE Planning Commission concerning the request of SERVICE Chester Evans for water and sewer service outside the city limits on property at the southeast corner of Pine Street and Cluff Avenue. This request had been referred to the Planning Commission by the City Council because of the possible zoning conflict involved. The Planning Commission determined that the proposed use of the property for a rest home would be incompatible with anticipated development of the surrounding area for industrial purposes and that this area should be protected from further residential encroachment which would have an adverse effect on the attraction of future industry. An existing heavy industry (Pinkerton Foundry) is located 200 feet from this property. The Commission recommended that the property not be annexed except. with industrial zoning and also recommended that the Council reaffirm its policies regarding extension of City utilities to properties located outside the City. Mr. Evans has been receiving water service from the City for his residence, but wishes to obtain additional water for irrigating his vineyard. According to Mayor Katzakian who talked with Mr. Evans, Mr. Evans may not object to annexation with industrial zoning in order to receive water for irrigation. Councilman Dow moved that the application of Chester Evans, as submitted, for water and sewer service for his property at the southeast corner of Pine Street and Cluff Avenue be rejected and that Mr. Evans be informed that the Council would reconsider his request upon the filing of a petition for annex- ation of the property with industrial zoning and resubmission of a letter requesting water and sewer service on a temporary basis pending completim of the annexation. The motion was seconded by Councilman Ullmann and carried. PLANNING The Planning Commission took the following actions COMMISSION at its meeting of November 26, 1962: ACTIONS 1. Recommended denial of a County use permit for a service station at the southwest corner of Kettleman Lane and West Lane because of traffic and land use problems which had not been resolved. 2. No action taken. REPORTS.OF THE CITY MANAGER CLAIMS Claims in the amount of 3134,241.18 were approved on motion of Councilman Brown, Dow second. NO. 2582 International Steel Fence Co. $7,003.00 ADOPTED Cyclone Fence Company 6,164.00 Highway Safety Supply Co.., 5,940.00 On motion of Councilman Brown, -Dow second, the City Council adopted Resolution No. 2562 awarding the contract for the drainage canal fence to Highway Safety Supply Company for a total.of 85,940.00. NO. 741 formalize and clarify existing procedures of the INTRODUCED Police Auxiliary. Councilman Dow moved the intro- duction of Ordinance No. 741 establishing the Lodi Police Auxiliary. The motion was seconded by Councilman Culbertson and carried. SCHOOL The Lodi Safety Council had requested that the City CROSSWALK install a school crosswalk on Fairmont Avenue at Cardinal Street because of the increase of resi- RES• NO. 2583 dents in the area with children going to the Leroy ADOPTED Nichols School. The Engineering Department recom- mended that the crosswalk be installed on the south side of Cardinal Street. The report from the Engineering Department also stated that Mr. John Capell, owner of the lot on the southeast corner of this intersection, had consented to installing sidewalk along the Cardinal Street side of this lot if the crosswalk was installed. Councilman ORDINANCES Culbertson moved the adoption of Resolution No. REZONING 12 N. 2583 establishing a school crosswalk across Fairmont WASHINGTON ST. Avenue on the south9side of Cardinal Street. The TO R-4 motion was seconded -by Councilman Ullmann and carried. PARKING STALLS The City Manager then presented the recommendation Oil LODI AVENUE of the Engineering Department that parking stalls AND HUTCHINS be painted on certain areas of Lodi Avenue and STREET Hutchins Street, sketches of the proposed stalls having been previously given to members of the Council. A survey has shown that maximum use of these streets for parking is not being utilized at the present time because of irregular parking. Councilman Dow saw no necessity for approval by the Council, saying that authority to make such decisions should be delegated to the City Engineer. Councilman Culbertson suggested that the stalls be planned similar to the stalls on South School Street near the Cottage Bakery. Councilman Dow moved that the portions of Lodi Avenue and Hutchins Street as shown on the sketches submitted have parking stalls painted thereon and that the couple system of parking stalls be used where feasible. The motion was seconded by Councilman Brown and carried. The Council then discussed the question of dele- gating such decisions to the Administration,,there being some doubt of the political wisdom of doing so in a community the size of Lodi. The matter was referred to the City Manager for further con- sideration. ORDINANCES REZONING 12 N. ORDINANCE NO. 739, entitled "AMENDING THE OFFICIAL WASHINGTON ST. DISTRICT NAP OF THE CITY OF LODI AND THEREBY - TO R-4 REZONING CERTAIN PROPERTY LOCATED AT 12 14ORTH WASHINGTON STREET TO BE IN THE R-4 MULTIPLE FAMILY ORD. NO. 739 RESIDENTIAL ZONE," having been introduced at the ADOPTED regular meeting of November 219 1962 was brought up for passage on motion of Councilman Brown, Dow - 3 - 361 Minutes of December 5, 1962, continued ADJOURNMENT On motion of Councilman Culbertson, Brown second, the City Council adjourned to December 12, 1962 to study further the Capital Improvement Program, commencing with the Hall of Justice and Fire House. Second reading was omitted after reading by title and the ordinance was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - BROWN, CULBERTSON, DOW, ULLMANN and KATZAKIAN NOES: Councilmen - NONE - REPORTS OF THE CITY MANAGER (Continued) SJ COUNTY City Manager Glaves presented a proposed one-year SAFETY COUNCIL agreement for services of the San Joaquin County Safety Council. The City Council had approved RES. ITO. 2584 $1,000 in the current budget for these services. ADOPTED On motion of Councilman Culbertson, Dow second, the City. Council adopted Resolution No. 2584 approving the agreement and authorizing its signature by the Mayor. ADJOURNMENT On motion of Councilman Culbertson, Brown second, the City Council adjourned to December 12, 1962 to study further the Capital Improvement Program, commencing with the Hall of Justice and Fire House.
