CITY HALL COUNCIL CHAMBERS
APRIL 21, 1964
This meeting of the City Council of the City of Lodi, regularly
_ adjourned from April 15, 1964, was held at 8.00 p.m. of Tuesday,
April 21, 1964.
ROLL CALL Present: Councilmen - BROWN, CULBERTSON, DON,
ULl.MANN and KATZAKIAN(Mayor)
Absent; Councilmen - NONE.
Also present were City Manager Glaves, Administrative
Assistant Peterson and City Attorney Mullen.
MINVrES Minutes of April 15, 1964 were approved as written and
mailed on motion of Councilman Brown, Dow second.
CANVASS OF ELECTION RETURNS
Upon the completion of the canvass of the election
returns, findings of the result of the election were
made by the passage of the following resolution on motion
of"Councilman Culbertson, Brown second:
RESOLUTION NO. 2719
DECLARING RESULT OF ELECTION
WHEREAS, a General Municipal Election was held and conducted in
the.City of Lodi on Tuesday, the.14th day of April, 1964, as is required
by law -,.and
WHEREAS, it appears from the report of the City Clerk and the
records on file in her office that voting precincts were properly estab-
lished and the polling places thereof designated; that election officers
were appointed and qualified; that election supplies, including official
ballots, were furnished each of said precincts; and that, in all
respects, said election was held and conducted and the votes received
thereat received and canvassed and the returns thereof made, determined
and declared in time, form and manner as required by the laws of the
State'providing for and regulating elections in general law cities; and
idHEREAS, the City Council of the City of Lodi, meeting at the City
Council Chambers this 21st day of April, 1964, to canvass the returns
of election from the various precincts and to install the newly elected
officers, finds, determines and"declares,_as a result of -said count and
canvass.
(1) That said General Municipal Election was held and conducted
in the City of Lodi, California, on the 14th day of April, 1964, in
time, form and manner required by law;.:
(2) That there were twelve voting precincts established in said
City for the purpose ofii�ii said election, viz:

Eleven Thousand Seven Hundredyr-eight (11,778).
(4) That the names of the persons voted for, the offices for which
they were voted, the number of votes received by each of said persons
in each of said precincts, together with the whole number of votes
received in the entire City by each of said persons are as follows:

RESOLVED, THEREFORE, that at said General Municipal Election,
held in the City of Lodi on April 14, 1964, the following named persons
were elected to the office of City Councilman:.
JERALD KIRSTEN, for a term of four (4) years from and after the
21st day of April, 19649 and until his successor shall have been
elected and shall have qualified;
- _GENE G.-WALTON, for a term of four (4) years from and after the
21st day of April, 1964, and until his successor shall have been
elected and shall have qualified.
Upon the adoption of this Resolution, the City Clerk shall enter
a full copy thereof on the Records of the City Council of the City of
Lodi for its meeting held this 21st day of April, 1964.
The foregoing Resolution No. 2719 was passed and adopted by the
following vote:
AYES: Councilmen - BROWN, CULBERTSON, DOWP ULLMANN
and KATZAKIAN

OATH OF
The City Clerk administered the oath of office, required

by Section 3, -Article XX of the Constitution of

California, to the newly -elected councilmen and
presented a certificate of election to each.

Mr. Katzakian expressed his pleasure at having served

on the City Council and congratulated Councilman
APPRECIATION
Kirsten and Councilman Walton on their election. Mr.
Ullmann also extended his congratulations to the new
councilmen and said his term in office had been very
rewarding, that the City had operated under a sound
financial policy which he hoped would continue..
MAYOR AND
The City Clerk then called the new Council to order and
MAYOR PRO TFAM
called for nominations for Mayor. Councilman Dow nomi-

nated Councilman Brown. The motion was seconded by
Councilman Culbertson. The nominations were then closed
on motion of Councilman Culbertson, -Kirsten second, and

Councilman Brown was elected Mayor by unanimous vote.
Mayor Brown then took the Chair as presiding officer
and called for nominations for Mayor Pro Tempore. On
motion of Councilman Kirsten, Walton second, Councilman
Dow was nominated 14ayor Pro Tempore. On motion of
-
Councilman Culbertson, Walton second, the nominations
were closed and the City Clerk instructed to cast a
unanimous ballot for Councilman Dow as Mayor Pro Tempore.

Mayor Brown stated that action on whether or not -to

should be made at this time. F[r. Vernon Lehman, Chairman
of the San Joaquin County Board of Supervisors, said
it was important to have a delegation from California
at these hearings. Councilman Kirsten asked if it
would not be just as effective to have Chairman Lehman
represent Lodi. Councilman Culbertson felt it would be
worthwhile to have a personal representative. Mayor
Brown said that his experience had been that the com-
mittees in Washington listen to those at the hearings,
.but -papers are just filed. Chairman Lehman said the
outcome of the hearings was vital to Lodi and San Joaquin

County and the area should be well represented. He
stressed the importance of having a representative of
Lodi at the hearings, but said he would be happy to
speak in behalf of Lodi if no representative were sent.
Councilman Dow moved that 1•.ayor Brown be sent to repre-
sent the City at the hearings in Washington, D. C.
The motion was seconded by Councilman Walton and carried
with Councilman Kirsten voting no.
CIRCUS
City Manager Glaves said that a circus had been sched- _

uled to appear at the Lakewood Shopping Center grounds
for one day, on April 23. Circus representatives had
rented the space before acquiring a use permit from
the Planning Commission. The Planning Commission had
subsequently determined that the Zoning Ordinance should
be interpreted to exclude circuses from the C -S zone
which is the zoning of the property on which the circus
-
expects to open. Meanwhile, the City has been unable
to locate the Circus people. Stating the proposed
location of the circus was not close to residences and
because of the circumstances, Councilman Culbertson
moved that a one day permit be granted to the circus.

Councilman Culbertson expressed his appreciation to

Mr. Katzakian and Mr. Ullmann for their cooperation

during the past several years, saying they had done a
fine job and given of their time unselfishly to the City.
He also welcomed the new members to the Council.

their work for the City, and congratulated the new
councilmen on their election.

Councilman Dow said he concurred with the remarks of

Councilman Culbertson and ilayor Brown, adding that he

appreciated the help he had received in the past as the
junior member of the Council. He congratulated the new
members and wished them an enjoyable future.
TOKAY BOWL Wayor Brown suggested that Kc. Hank Healy and Mr. Bob
THAM(D Peters of the Tokay Bawl be thanked for their efforts in
having the Professional Bowlers t.ssociation Tournament
RES. NO. 2720 at the Tokay Bowl which resulted in much good publicity
tMOPTED for the City. Councilman Dow moved that adoption of
Resolution Wo. 2720 thanking Wr. Healy and biz. Peters
for the nationwide publicity given to the City of Lodi
in connection with the bowling tournament. The motion
was seconded by Councilman Kirsten and carried unanimously.
BUSINESS Hayor Brown said that the Business and Professional
WOMEN'S Women's Club had a convention in Lodi and that the
COUVENTION Council had no prior knowledge of the affair. He felt
there should be better communication concerning such
activities. City Wanager Glaves said that in the past
the Chamber of Commerce has done a good job in making
such activities known, but it was working under a handi-
cap at the present time.
CITI:7X-A\1 Councilman iJalton stated that he was interested in
IiNTERSST trying to elicit more interest in City government and
I;N CITY GOVT suggested that the i4ayor write letters to groups and
organizations in Lodi asking them to send delegates to
the Council meetings. He moved that the Mayor write
to all local organizations inviting _them to send repre-
sentatives to the Council meetings. The motion was
seconded by Councilman Dow and carried.

THANKS
Councilman Kirsten expressed his pleasure at being

on the Council, thanked his supporters and said he
hoped to contribute towards the good of the community.
WRECKING YARD
Councilman Walton said he had received phone calls about
the proposed establishment of a wrecking yard at the
northeast corner of Lockeford Street and Cluff Avenue
in the industrial zone. The callers were concerned
about it being an eyesore. However, he had been con-
tacted -by the property owner, H. R. Reynolds, who
assured him that sufficient restrictions would be placed
on the property to prevent the wrecking yard from
becoming a detriment to.the surrounding area. He felt
the owners of the surrounding property would be relieved
to know this was so.

Councilman Walton suggested that the Council consider
ADVISORY,
the possibility of having a Citizents Advisory Committee

which would be of a permanent nature, acting between
the citizens and the Council and assisting with City
projects. He said he would have specific recommendations
concerning this matter at a later date.
