HomeMy WebLinkAboutMinutes - February 19, 196423 dw CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS FEBRUARY 19, 1964 A regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p.m. of Wednesday, February 19, 1964, in the City Hall Council Chambers. ROLL CALL Present: Councilmen - BROWN, CULBER TSON, Dow, ULLMANN and KATZAKIAN(Mayor) Absent: Councilmen - NONE Also present were Planning Director Rodgers, who acted on behalf of the City Manager; City Attorney Mullen; and Administrative Assistant Peterson. City Manager Glaves was absent. MINUTES Minutes of February 5, 1964 were approved as written and mailed on motion of Councilman Culbertson, Brown second, after correcting the paragraph entitled "Easement on W/S of Mall Property" as follows: Change the word "most" in the &44&iine to "some" and delete the sentence, "Mayor Katzakian mentioned that the developers of the Mall should pay for underground power lines." PUBLIC HEARINGS MAJOR STREET Notice thereof having been published in accordance with PLAN ADOPTED law, Mayor Katzakian called for hearing on the proposal to adopt the revised Major Street Plan as recommended RES. NO. 2698 by the City Planning Commission. Planning Director ADOPTED Rodgers read his memorandum on the action of the Planning Commission. The memorandum stated in part that adoption of the revised Major Street Plan is made necessary at this time by the requirement of the State that such a plan be approved by the Planning Commission and the City Council for certification to the State Division of Highways as the Select System for the allo- cation of gas tax funds. Revisions of the plan may be made at such times as the Council deems such changes necessary. Mr. Vernon Rastetter, who is a member of the Civic Affairs Committee of the Lodi District Chamber of Commerce, said a recommendation had been sent to the City by the Committee. The City Clerk then read the letter from the Civic Affairs Committee which stated that the Committee felt Lockeford Street should be desig- nated as a major street through to Ham Lane, but since the plan is subject to change, recommended that the plan be approved as presented by the Planning Commission. There were no comments concerning the proposed plan from the audience. During the Council discussion, Councilman Culbertson stated his concern about the adequacy of the right of ways, saying it was important to have street widths sufficient for future needs. The Planning Director remarked that it would be desirable to have a traffic engineering consultant study the plan. With the understanding that a continuing study would be made of the plan, including the idea of widening rights of way, Councilman Culbertson moved the adoption of Resolution No. 2698 adopting the Major Street Plan as recommended by the Planning Commission. The motion was i seconded by Councilman Dow and carried. DIAGONAL Mr. Rastetter asked if the Council had given any further PARKING consideration to changing diagonal parking in the down- town area to parallel. (MIN cilia 11'0441 Council had dem cide ng viez He wanted to know if anything was being done about fixing certain curbs so that parking could be changed to parallel. PLANNING COMMISSION E. WDI AVENUE The Planning Commission recommended that the City SETBACK LINE Council adopt a revised setback line -on East Lodi Avenue between the Southern Pacific Railroad and Cherokee Lane. The existing setback line is located 11 feet north of the north property line and is inadequate to reserve future right of way for the widening of the street. The Commission recommends a setback line at 40 feet each side of the centerline of the present 70 -foot right of way. On motion of Councilman Brown, Dow second, the matter was set for public hearing on March 4, 1964. COMMUNICATIONS PEACE OFFICER A letter from the Commission on Peace Officer Standards TRAINING and Training to Chief Keszler was presented for the Council's information. A check in the amount of $593.42 had been received by the City from the Commission in reimbursement for officer training during 1963. The Commission congratulated the Council for its part in upgrading the quality of law enforcement throughout the State. HEARING ON A notice was received of the hearing before the Public PT&T EXTENDED Utilities Commission on February 20, 1964, in the City SERVICE _ Hall Council Chambers, on the application of the Pacific Telephone and Telegraph Company for extended service in the Lodi area, and copies of the Commission's staff reports were attached thereto. CH. OF COMtdERCE A letter was read from the Board of Directors of the Lodi District Chamber of Commerce in support of its Civic Affairs Committee recommendations supporting the Cherokee Lane Merchants Association in its plan for improvements to Cherokee Lane and favoring retention of the area bounded by Cherokee Lane, the Freeway Bypass, Victor Road and Kettleman Lane for Commercial use, excluding the existing residential subdivision north of Kettleman Lane which should be protected by R-3 and R-4 transitional uses. It further endorsed the planning of streets to provide access to the land -locked area front- ing on the Freeway. Mayor Katzakian commended the Civic Affairs Committee fox its interest. REPORTS OF THE CITY lvoNAGER CLAIMS Claims in the amount of $117,379.25 were approved on motion of Councilman Dow, Culbertson second. SPECS - Plans and specifications for Lakewood Unit No. 1 storm LAKEWOOD drains were presented for Council consideration. Accord - UNIT #1 ing to the memo from the Director of Public forks, the STORK DRAIN plans were for the portion of the work to be performed ; by contract. In addition, the City would construct, in advance of the contract, approximately 715 feet of 21" drain on Lakewood Drive and on Turner'Road east of Lakewood. The City would do this portion of the work to enable the subdivider to proceed with his work at an earlier date than if he had to wait for completion of the contract. The total cost of the work, by contract - 2 - 25 Minutes of February 19, 1964 continued and by the City, would be $15,300 and since this project had not been budgeted -for 1963-64, approval for expendi- . 3 - ture -of this amount is being requested. There was con- siderable discussion among members of the Council con. cerning the request to deviate from Council policy by having some of the work done by City crews. Some of the Councilmen expressed the feeling that the need for such deviation'should be clarified. The matter was tabled while the City Attorney looked up State requirements on - letting to bid. SEPARATION Planning Director-Rodgers'read a'report from the Lodi RESERVE Pension Board recommending that of the $45,082.17 which DISTRIBUTION has accumulated in the City Separation Reserve, $257.00 be -distributed to each -of the 175 members of the - .- Retirement System. This would leave a balance of • $107.17 in-Ahe Separation Reserve.. NO. 2701.- nated, it was moved by Councilman Culbertson that the ADOPTED - Council adopt Resolution No. 2701 approving the plans j .-., as presented for the traffic flow at "the intersection _ of Hutchins Street and Lodi Avenue and establishing certain no parking zones as indicated on the plans. The motion was seconded by Councilman Dow and carried. . 3 - 26 Fiinutes of February 19, 1964 continued LIGHTS FOR The Council then considered the possibility of installing KETTLEMAN- lights at the intersection of Kettleman and Stockton STOCKTON AND and the intersection of Kettleman and Central, action KETTLEMAN- on which had been tabled from the meeting of February 5. CENTRAL Councilman Culbertson said he had looked at the lights INTERSECTIONS at Hutchins and Kettleman,but because of the service station lights at this intersection, it was difficult to determine how much light was coming from the street light standards. Mayor Katzakian expressed the opinion that two lights should be installed at the Stockton- Kettleman intersection, but that one light should be sufficient at the Central-Kettleman intersection since Central Avenue ends at this intersection. Other members of the Council agreed, and on motion of Councilman Dow, Ullmann second, the Council approved the installation, of two lights at an estimated cost of $504 at the intex. section of Stockton Street and.Kettleman Lane and the installation of one light at Central Avenue and Kettleman Lane for an estimated cost of $251. SPECS - the City Council resumed its consideration of the plans LAKEWOOD UNIT and specifications for the Lakewood Unit No. 1 Storm 0#1 STM -1 DRAIN Drain. City Attorney Mullen said it was necessary to go to -bid on -sanitary sewers but not on storm drains. FUNDS Councilman Culbertson said he would like to have a ALLOCATED better understanding of the request before taking action. Councilman Dow said the City's obligation to the sub- divider was not clear to him, but he assumed the sub-.. divider was going ahead on the assumption the work would be done as recommended by the -Public Works Department and therefore he moved that the plans and specifications for the Lakewood Unit No. 1 Storm Drain be approved and calling for bids be authorized. The motion was seconded by Councilman Ullmann and carried, with Councilman Culbertson voting no. Stating that he would like to have a fuller explanation of why the Council was asked to deviate from its policy concerning construction, Councilman Dow moved ttat•.the City's portion of the project be approved and that further, the sum of $15,300 be allocated for the entire project. The motion was seconded by Councilman Ullmann and carried; with Council- men Culbertson and Brown voting no. VACATE POR. A recommendation was read from the Director of Public OF BASEIVENT Works and the Superintendent of Public Utilities that IN WILLOW the east four feet of a•ten-foot easement along the west 6LBN i#3 line of Lots 120, 144 and 145 in Willow Glen Unit No. 3 be abandoned. The City hasno present or prospective use for this portion of the easement since the subdivider to the west has dedicated six feet for the easement which will give the City a twelve -foot easement.-'bn - motion of Councilman Brown, -Dow second, the City -Council adopted an order vacating the portion -of easement as recommended. PURCHASE TOO The Planning Director read the memorandum from ! 5000 KVA Superintendent of Utilities McLane recommending the pur• TRANSFORMERS chase of two used Westinghouse 5000 icva transformers. The City will require two transformers of this size in the 12 kv changeover program for 196465. These trans- formers have been offered for immediate sale for $19,800 delivered to Lodi. An informal price from General Electric Company for two identically equipped transformers is $370000, which would mean a savings of approximately $17,200 if the used ones were purchased. i•lr. McLane had contacted Mr. J. R. Galat of Rogers Engineering Company (which is retained by the City on a consultant basis) and Mr. Galat had recommended that the . 4 27 irtinutes of February 19, 1964 continued City purchase the transformers subject to the satis- faction of several tests and guarantees. On motion of Councilman Brown, Ullmann second, the Council authorized purchase of the two 5000 kva'transformers for the sum of $19,800 subject to satisfactory tests and guarantees. SALARIES OF Mr. Rodgers presented the recommendation of the City POLICE CHIEF Idanager that the salary of the Chief of Police be raised AND FIRE CHIEF from $850 to $890 per month and that of the Fire Chief be raised from $800 to $840 per month. On motion of Councilman Ullmann, Dow second, the Council approved the increases recommended effective February 1, 1964. .. On motion of Councilman Brown, Dow second, the City Council adjourned.
