CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
JANUARY 15, 1964
A regular meeting of the City Council of the City of Lodi was held
beginning at 8:00 p.m. of Wednesday, January 15, 1964. Councilmen
Brown, Culbertson, Dow, Ullmann and Katzakian present. None absent.
Also -present: City Managers Glaves, City Attorney Mullen and Planning
Director Rodgers.
MINUTES. Minutes of January 2, 1964 were approved as written
and mailed on motion of Councilman Culbertson, Brown
second.
PUBLIC HEARINGS
STORM DRAIN Mayor Katzakian opened the public hearing on the pro -
PLAN ADOPTED posed retention -recharge storm drainage plan prepared
by Blair-Westfall Associates by reviewing the history
of the City's.storm drainage since 1955. Afterwards,
Planning Director Rodgers and Mr. Robert Little pre-
sented slides depicting the City's present storm water
problems.and outlining the.proposed ponding plan. A
letter was read from the Lodi District Chamber of
Commerce Civic Affairs Committee stating the committee
had voted unanimously in favor of the proposed storm
drainage system, urging its serious consideration by
the Council, and asking that immediate and decisive
action be taken for an early conclusion to the serious
drainage problem confronting the City.
Mayor Katzakian.then invited questions of those in the
audience. Councilman Brown asked if the basins could
be moved 400 or 500 feet, one way or the other. Director
of Public Works Heckenlaible stated that precise
locations -of the basins were subject to revision, but
it would be difficult to say how far they could be moved.
City Manager Glaves pointed out that each basin was
designed to drain a specific area and in general the
basin would be located at the low point; however, other
factors would also be considered such as location near
a school or a pump.
Mr. Gordon Nichols expressed concern over hazards to
children playing around the basins and was informed that
the basins would be fenced and that during storms they
would be locked. He also asked if consideration had
been given to draining most of the storm water into
the Mokelumne River. Discussion showed that such a
project was not feasible.
Mr. Wayne Richmond, 15 West Banbury, Stockton„ repre-
senting Stone Bros., stated Stone Bros. had purchased
property in the Lodi area butwereunable to develop
it because of lack of drainage. He said the developers
and -the community itself were losing because of this.
Mr. Gene Walton, 1751 Corbin .Court, wondered how soon
the drainage project could be started once it was
adopted. He was informed that it was hoped to have
bonds for the project on the ballot at the general
election this coming fall, but that plans for a pond
at the sewage plant site are presently under way.
Mr. -John Capell, 324 La Vida Drive, said he had heard
many comments that storm drainage was the subdividers

problem so he had made a study of older sections of
town. He gave a resume of his findings which showed
that the growth of the community (shown by increases
in businesses, churches and schools) had resulted in
extensive paved areas. He -said the resulting storm
drainage problems are the concern of the entire communityc
Mr. Vernon Rastetter, 2217 West Lodi Avenue, wanted to
know how much taxes would be increased by this program.
Mr. Glaves said the cost to the taxpayers would depend.
upon the type of financing. In answering a question
put by Wr. Chuck Mueller of the "Stockton Record,"
Mr. Glaves said that after a storm it would take three
or four days for the water to drain from a basin if it
were well filled. He said that most storms would
result in only one or two feet of water in the basins.
hir. Walter Katnich, 919 Tara Place, said he hoped the
people would accept this plan. Mr. Bob Riggle, 712
Cross Street, thought he was getting his money's worth
and congratulated the City Council on having a forward
plan of development. 'Mrs. John Masterson, 708 Howard
Street, also congratulated the Council on the proposed
plan. She considered the use of the basins for parks
to be good and felt the cost should be shared by all
citizens.
councilman -Brown said it was a real good plan. Council-
man Culbertson agreed that it was a good plan with lots
of possibilities, but the people should be aware that
the gravity flow plan which had been rejected by the
voters was better in many respects.... In the first place
the original plan was a positive gravity flow which did
not require pumping as does.the plan being considered;
the present plan will cost $800,000 more than the other
plan and will also be more costly to maintain. He
said he wanted to be sure that this plan was what the
people wanted. Mr. Robert Houston, 824 Idariposa, said
that consideration must be given to the fact .that the
basins would be used for .parks and recreation and would
also serve to recharge the"underground water table.
Councilman Ullmann said he was in favor of the proposed
plan. He had looked over the Fresno site which impressed
him favorably and he thought this was a good way to
get parks. Councilman Dow said the Council had to con-
sider if the plan is workable, if the City can afford
it, and whether the people.want it. He felt it was a
step in the right direction. Mayor Katzakian said he
felt that the original pian was more economical and
feasible, but the -people didn't want it. He said the
Fresno experience has-been good with the ponding pian
and he was enthused about it. Mr. Glaves pointed out
there would be some disadvantage in that the work was
to be staged over a 20-year.period and the staging
would not always make everyone happy.- Councilman Dow
moved that the Council adopt the retention -recharge
storm drainage system plan prepared by Blair-Westfall
Associates.with revisions by the City's Department of
Public Works. The motion was seconded by Councilman
Brown and carried unanimously.
COMMUNICATIONS
PT&T RE. A notice of hearing was received on.the application of
EXTE14DING The Pacific Telephone and Telegraph Company for authority
LODI SERVICE to establish extended service"between certain of its
AREA exchanges in the: -Lodi area (Lodi, Lockeford, Galt and
Thornton) and to withdraw message toll telephone service
RES. NO..2690 rates now in effect between said exchanges. The hearing
ADOPTED is to be held in the City Hall Council Chambers on
February 20, 1964. Councilman Dow moved the adoption

of Resolution 2690 expressing the City's support of the
application and ordering that the resolution be read
at the hearing on February 20. Councilman Culbertson
said the City should not be concerned with rates.
Councilman Dow then amended his motion to adopt
Resolution No. 2690 expressing the City's support of
the Telephone Company's proposal to have one toll service

in the Lodi area, taking no stand on rates, and ordering

that the resolution be read at the hearing before the
Public Utilities Commission on February 20. The motion
was seconded by Councilman Culbertson and carried.
AIRSPACS
A notice was read from the Federal Aviation Agency,
RESTRICTION
Western Region, concerning a proposal submitted by the
NEAR TRACY
Atomic Energy Commission to the Federal Aviation Agency
for designation of a restricted area near Tracy,
California, to encompass hazardous operations conducted
by the AEC. The AEC, through its contractor, the
University of California Lawrence Radiation Laboratory,
operates a test facility near Tracy to test fire con-
ventional high explosives contained in metal casings.
On motion of Councilman Brown the matter was held over
until discussion was had at the next meeting of the
Cities and County of San Joaquin Association.
COUNTY
A copy of the General Pian for the County of San Joaquin
GENERAL PLAN
was received from the San Joaquin County Planning Com-
mission.
JAIL
A copy of a report was reed from Dr.. Jack Williams,
INSPECTION
District Health Officer, to the State Attorney General
REPORT
stating that an inspection had been made of the Lodi
jail and it had been found to comply with the require-
ments of the Health and Safety Code.
CVD, LCC
Notice of the next meeting of the Central Valley

Division of the League of California Cities was read.
The meeting is to be held in Stockton on January 23,

REPORTS OF THE CITY MANAGER
CLAINS
Claims in the amount of $39,181.64 were approved on
motion of Councilman Dow, Culbertson second.
SCHOOL TV
Plans for the routing of television cable between George
Washington and Leroy Nichols Schools were presented for
Council consideration. To date the schools have obtained
written permission to string the wire from all the
property owners involved except two who have given their
verbal consent. Mr. Jim Baynard of the Wizard Engineering
Company explained the route to the Council. The plans
incorporate the use of PG&E poles and City poles and
avoid street frontages where possible. Mr. Glenn Bryson
of the City staff has gone over and is in agreement
with the general plan. Councilman Dow moved that the
route for the Lodi Elementary School District TV cable
between George Washington School and Leroy Nichols
School be approved as presented subject to execution
of an agreement including the followings The School
District will provide installation of the cable by
qualified engineers and in conformance with General
Order No. 95 of the Public Utilities Commission; the
School District will repair, without charge, any lines
or equipment that are damaged by the regular maintenance
work of City crews; the School District will adhere to
all regulations of the Federal Communications Commission;

and the School District will carry liability insurance
to cover cases of liability which might arise. The
motion was seconded by Councilman Culbertson and
carried unanimously.
SPECS - Plans and specifications for the air conditioning of
LIBRARY AIR the Lodi Public Library were.approved and call for bids
CONDITIONING authorized on motion of Councilman Brown, Dow second,
recommendation therefor having been made by the Library
Board of Trustees.
R/W DEED A deed was presented from Roy K. Idiura et al for right
SW COR HAM of way along Lockeford Street and Ham Lane at the'_, s;.
& LOCKEFORD southwest corner of that intersection, with the under-
standing that the City will pay for any relocation of
lights, and curb, gutter, sidewalk and street work that
may be required in connection with future street widening.

SPECS - RADIOS ,Specifications for eight radio units for the Fire
Department were approved and calling for bids authorized
on motion of Councilman Dow, Culbertson second.
SPECS - On motion of Councilman Culbertson, Dow second, specifi-

COUNTY
SEAT
CHICMIS
Mayor Katzakian mentioned that the County Boazd of
Supervisors had designated the City of Lodi as the _
County Seat in the event of a disaster in the Stockton
;area.
The Mayor then said that he has been getting complaints
concerning chickens in the city limits and he suggested
that the Planning: Commission be instructed to make a'.'
study of the present regulations on fowl. Councilman
Culbertson moved that the matter be tabled. The
motion was seconded by Councilman Dow and carried with
Mayor Katzakian voting no.
There being no further business the meeting adjourned.
