CITY HALL COUNCIL CHAMBERS
NOVEMBER 10, 1965
This adjourned regular meeting of the City Council of the City
of Lodi was held beginning at 8:00 p.m. of Wednesday, November 10, 1965,
in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - CULBERTSa&], DOW, WALTON and
KIRSTEN(Mayor)
Absent: Councilmen -. BROkV
TRAFFIC Mr. Glaves introduced Dr, D. Jackson Faustman, consulting
STUDY traffic engineer. Dr. Faustman gave the Council a
AL*THORIZED brief resume of his experience as a traffic engineer
and then outlined the phases of his proposal for a traffic
survey of the City of Lodi. He explained his purpose
would be to develop the traffic circulation aspects of
the Lodi General Plan, one phase of which would be to
gather data in relation to density of population, land
uses, etc. A computer would be used to analyze this
material and the results could then be translated into
design criteria for the City's traffic plan. Dr.
Faust -an said the State Division of Highways has been
making their computer available at no cost to cities
undertaking such a survey. Existing traffic deficiencies
would be determined and a program laid out in logical
order attacking such deficiencies. Traffic control
devices, diagonal and parallel parking, etc., would all
be reviewed. His fee for a complete survey would be
$10,500 and would take from six to nine months.
Dr. Faustman said the study would be tied to the planning
concept and would give the Council a future reference
point. He stated that if the State refused permission
to use its computer, his cost figure would be changed
as it would be necessary to.have such work done else-
where. After discussion by the Council, it was moved
by Councilman Culbertson that -the proposal of Dr.
Faustman for a complete traffic survey for the City of
Lodi at a cost of $10,500 be accepted. His motion was
seconded by Councilman Dow and carried. It was under-
stood that if the State refused use of its computer,
the proposal would be reconsidered.
BASIN B-1 On motion of Councilman Walton, Dow second, the City
LAND EXCHANGE Council adopted Resolution No. 2883 authorizing execution
RES. NO. 2883 of a grant deed to the Woods School District to effect
ADOPTED the exchange of property for Basin B-1.
ADJOURNMENT On motion of Councilman Dow, Culbertson second, the
City Council adjourned to Tuesday, November 16, 1965.
