CITY HALL COUNCIL CWAVMERS
SEPTEMBER 1, 1965
This regular meeting of the City Council of the City of Lodi was
held beginning at 6 p.m. of Wednesday, September 1, 1965, in the City
Hall Council Chambers.
ROLL CALL
Present: Councilmen - Brown, Culbertson, Dow, Walton
and Kirsten(Mayor)
Absent: Councilmen - None
Also present: City Manager Glaves, City Attorney Mullen,
Admin. Assistant Peterson and Planning Director Schroeder.
MINUTES
On motion of Councilman Dow, Culbertson second, the
minutes of August 18, 1965 were approved after correct
ing the next to the last sentence of the paragraph on
page 2 referring to the South Stockton Street setback
line to read in full as follows: After further dis-
cussion, it was moved by Councilman Culbertson that
Ordinance No. 797 be introduced amending Ordinance
No. 601 and thereby establishing the setback lines on
South Stockton Street from Vine to Watson as 369� feet
west of the present center line and 40 feet east of said
line and from Watson Street south to Kettleman Lane as
40 feet each side of the present center line.

CLAIMS
Claims in the amount of $172,888.89 were approved on
motion of Councilman Dow, Culbertson second.
AWARD
No bids were received at the time for opening of bids
REMOVAL OF
in response to the advertisement for removal of the

house at 212 West Elm Street. However, prior to Council

meeting an offer was received in the amount of $1.00
from Maurice O. Ray, Jr. Mr. Glaves reported that if
the City is required to hire someone to demolish the
house, it will cost in the neighborhood of $500-$600.
The City Manager recommended that the offer of Mr. Ray
be accepted. On motion of Councilman Walton, Brown
second, the City Council -accepted the offer of Mr. Ray
for removal of the house at 212 West Elm Street.
SPECS -
On motion of Councilman Dow, Walton second, the Council

DRIVEWAYS
Mr. Glaves presented a request from Humble Oil Company

at the corner of Lodi Avenue and Church Street. The

request was for two 30 -foot driveways on Lodi Avenue and
for two 20 -foot driveways on Church Street as shown on a
sketch submitted with the request. In looking at the
sketch, Councilman Brown said having a driveway close
to the corner on Church Street was hazardous and that
more clearance was needed. The Council also felt that
one 30 -foot driveway on Church would be preferable to
two 20 -foot driveways. On motion of Councilman Walton,
Brown second, the City Council authorized installation
of one 30 -foot driveway on Church Street not closer than
30 feet from the corner. On motion of Councilman Brown,
Dow second, the Council then approved installation of
two 30 -foot driveways on Lodi Avenue as requested.

LOADING ZONE
A request has been received from St. Anne's School to

There have been traffic problems with parents double
parking to load or unload their children, particularly

on Church Street. City Manager Glaves recommended that

a passenger loading zone be established on the east side
of Pleasant Avenue from 1.7alnut Street south to the alley.
Then instead of stopping on Church Street the parents
could turn into the alley adjacent to the school grounds,
drive to Pleasant Avenue and pick up their children in
front of the school. He felt such a loading zone would
be adequate if the parents cooperate. Since Pleasant
Avenue is a narrow street there would also be an advan-
tage in having one side of the street free of parked
cars. The Council concurred in the recommendation and
on motion of Councilman Dow, Culbertson second, adopted
Resolution No. 2860 establishing a passenger loading
zone on the east side of Pleasant Avenue from Walnut
Street south to the alley.

REPORTS OF THE CITY MANAGER (Continued)
PROPOSED F. report on present encroachments of public right of way
ENCROACH!6iENT and a proposed ordinance to regulate encroachments
ORDINANCE having been forwarded to the Council prior to the meet-
ing, the.Mayor asked for -discussion thereof. City
Attorney Mullen said such an ordinance would simplify
the enforcement of regulations which otherwise would have
to be enforced by going to general laws. Councilman
Culbertson said he was a little perturbed in that the
proposed ordinance leaves too much to the judgement of
the Public Works Director. He felt regulations should
be more specific. City I+ianager,Glaves countered that
specific rules would not be flexible enough and that
the City is growing to the extent .that more responsi-
bility should be delegated to the administration.
Councilman Brown also felt the ordinance would leave too
much to the discretion of the Public Works Director,
Councilman Culbertson said it should not be too difficult
to spell out the regulations in the ordinance. After
further discussion it was moved by Councilman Walton,
Dow second, that consideration of the proposed ordinance
be continued to the meeting of October 6. The motion
carried unanimously. The Council discussed the matter
further, coming to no conclusions except that a public
hearing should be held and those in violation notified
of the hearing.
SISTER -CITY Mayor Kirsten reported on the Sister -City Conference
CONFERENCE in Portland, Oregon. He expressed appreciation to
Pacific Telephone and Telegraph Company, Mr. George
Creighton, and the fruit growers who furnished grapes
for Lodi's Sister -City display.
ADJOURNMENT
There being no further business, on motion of Councilman
Dow, Brown second, the Council adjourned at 9s30 p.m.
