ROLL CALL Presents Councilmen . BROWPI, CULBERTSON, DOW, WALTCN and KIRSTEH (Mayos ) Absent. Councilmen— None F -Iso present: City Manager Glaves, City Attorney Mullen (arrived 8s08 p.m.), Administrative Assistant Peterson and Planning Director Schroeder. MINUTES The Minutes of April 21, 1965, were approved as written and mailed on motion of Councilman Dow, Walton second. The Minutes of April 28, 1965, were approved as written and mailed on motion of Councilman Dow, Walton second. PLANNING COMMISSION PC ACTION The City Manager reported the following actions of the Planning Commission had at its meeting of April 26, 1965: 1. Recommended to the County Planning Commission approval of a ten -acre subdivision located on the south side of Woodbridge Road east of Augusta Street in the Town of Woodbridge, subject to certain con- ditions. 2. Recommended to the County Planning Commission that decision on the request of Mr. C. S. Jackson fox a change of zoning from Exclusive Agricultural to 'Residential for a parcel on the south side of Woodbridge Road west of Lower Sacramento Road be delayed until a tentative subdivision map for the area and a parcel to the north thereof was sub- mitted. COMMUNICATIONS GARDEN CLUB F. letter was read from the Lodi Garden Club asking what RE FREEWAY action was being taken in regard to landscaping the 99 LANDSCAPING Bypass. Mr. Glaves said the State has been waiting for .the City to pass a sign ordinance vdiich would regulate billboards along the freeway and the Council would be adopting its sign ordinance at this meeting. (City Attorney Mullen arrived) The City Clerk was instructed to answer the letter from the Lodi Garden Club. REPORTS OF CITY IvWJVAGER CLAIMS Claims in the amount of $174,957.42 were approved on motion of Councilman Walton, Brown second.. LODI IRON Air. Glaves said he had talked to bars. Vickie Van WORKS - Steenberge, President of Lodi Iron Works, in regard to SETBACK the company's request for a variance to the building VF_RIA.NCE setback line on Sacramento Street in order to add a second floor to the present office building which encroaches into the setback line two feet. Mr. Glaves had discussed the possibility of moving the present building so as to conform to the setback line, but Airs. Van Steenberge had stated they would not care to do so at this time. No. 2 service station at the STATION N1'7 northwest corner of Lockeford and California Streets. COR LOCKEFORD It is being asked that the west driveway on Lockeford & CALIFORNIA Street be widened by 10 feet -and the north driveway on California Street, by 13 feet, The Director of Public Works recommends that the request be approved. On motion of Councilman Walton, Brown second, the City Council approved enlarging the two driveways for Blair Bros. No. 2 service station as requested. ORDINANCES REZONING ORDINANCE NO. 788, entitled "AMENDING THE OFFICIAL KETTEL44N ADDN DISTRICT MAP OF THE CITY OF LODI AND THEREBY REZONING TO -C-2 CERTAIN PROPERTY LOCATED AT THE NORTHSAST CCRNER OF KETTEL.MAN LANE AND CHEROKEE LANE TO BE IN THE C-2 GENERAL - ORD. NO. -788 COK-ERCIAL DISTRICT," having been introduced at the ADOPTED regular meeting of April 21, 1965, was brought up for passage on motion of Councilman Dow, Brown second. Second reading was omitted after reading by title and the ordinance was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - BRONAI, CULBERTSON, DOW, WALTON and KIRSTEN NOES: Councilmen - hone ABSENT: Councilmen - I4one FRONTAGE . ORDIi 1JgCE NO. 789, entitled "fid ORDINANCE AMENDING REQUIREMENTS SECTION 27-7 (b) 2. (ii) OF THE CODE OF THE CITY OF LODI I1-4 R-3. AND THEREBY BASING DEidSITY OF MULTIPLE DWELLING UNITS Iil AN R-3 DISTRICT ON SQUARE FOOTAGE ONLY," having been ORD. NO. 789 introduced at the regular aeeting of April 21, 1965, ADOPTED was brought up for passage on motion of Councilman Culbertson, Brown second. Second reading was omitted - 2 - about two feet from the curb which would be very expen- sive to move. Mr. Glaves had then suggested that if legal, the City could grant an encroachment permit for the second floor of the office building with the con- dition that when it is necessary -to install sidewalk, the company will move said building at its expense. Mrs. Van Steenberge, who was present, said she would be willing to enter into such an agreement. Councilman Dow moved that an encroachment permit be granted to Lodi Iron Works for the proposed second floor of their office building on South Sacramento Street provided that when it is necessary to move the building, it will be at the expense of the property owner. His motion was seconded by Councilman Brown and carried by unanimous vote. SPECS On motion of Councilman Culbertson, Brown second, the GENERATOR City Council approved specifications for conversion of CONVERSIONS generators and authorized calling for bids thereon. PRELIMINARY Mr. Glaves introduced Mr. Paul Tritenbach, landscape PLANS - architect for Basin B-2, who showed the Council prelimi- BASIN B-2 nary plans he had designed for the basin. There was some discussion and explanation of the use of recharge basins. Councilman Brown felt that eventually some provision should be made for parking. On motion of Councilman Walton, Dow second, the City Council approved the plans for Basin B-2 as presented. SPECS _ The City Manager then presented the plans and specifi- STORM DRAINS cations -for the storm drains for Basin B-2. On motion FOR BASIN B-2 of Councilman Walton, Dow second, the plans and specifi- cations were approved and calling forbids authorized. The street is so narrow that when cars are parked along both sides of the street there is not RES. NO. 2817 enough room for two-way traffic. This situation becomes ADOPTED quite a problem, particularly around 5 p.m. The Public :Jorks Director agreed that establishing a no parking ;one along the City property would help. On motion of Councilman Walton, Brown second,the City Council adopted Resolution No. 2817 establishing a no parking zone along the east side of Sacramento Street south of Lodi Avenue abutting Fire Station No. 2 property. NO. 790 been introduced.at the regular meeting of April 21, 1965, ADOPTED was brought up for. passage an motion of Councilman Brown, Dow second. HIRE A Wayor Kirsten stated that the week of kay 9 to 15 had VETERAN been designated as "Hire a Veteran" Week and he asked WEEK the Council's concurrence in issuing a proclamation thereon. W. LODI AVE. Councilman Dow said people had been inquiring of him SBT FOR concerning the Council's consideration of the Planning PUBLIC Commission's recommendation on West Lodi Avenue. Council - HEARING man Culbertson pointed out that the City Council was busy with the bond election and that the budget would take a lot of their time during May and June. He sug- gested preliminary consideration of Lodi Avenue at the first meeting in July. Councilman Dow moved that initial consideration of the Planning Commission's recommendations on G9est Lodi Avenue be set for the meeting of July 7, 1965. His motion was seconded by Councilman Culbertson and carried. City Attorney Hullen said technically the matter should be set for public hearing. Councilman Culbertson referred to the time spent by the Council on the sign ordinance. He felt there were even more ramifi- cations to the Lodi Avenue situation and it was not necessary to have the public hearing so soon. City Ranager Glaves agreed with the City Attorney that it should be set for public hearing. Councilman Dow moved that the West Lodi Avenue study be set for public hearing on July 7, 1965. His motion was seconded by Councilman Brown and carried, with Councilman Culbertson voting no. - 3 - iiinutes of May 5, 1965, continued PUBLIC Councilman Dow said he had had -complaints from people ADDRESS in the audience who said they had difficulty hearing SYSTEM the members of the Council during meetings. He wondered if something could be done to rectify the situation. Councilman Culbertson moved that the City Manager find out what could be done to improve the public address system or whatever necessary so that people in the Council Chambers could hear the Council during its meetings. His motion was seconded by Councilman Dow and carried. WID Councilman Culbertson asked if anything had been done about settling problems with Woodbridge Irrigation District.. City Manager Graves replied that not too much had been accomplished, but that the Fire Chief had gotten in touch with Mr. Welch in regard to controlled burning, which had been done. SOr"TBALL Councilman Walton said he understood that the City had DIAMCNDS around thirty-four softball teams. He felt that this was an important activity which should not be neglected and more softball diamonds were needed. Mr. Glaves stated that the Superintendent of Recreation and Parks was considering installation of a diamond at the east end of the Stadium. Councilman Brown said two diamonds might be pat in the Stadium. The City Manager said he would have this possibility investigated. CITIES & COUDITY Mayor Kirsten announced that the next meeting of the MEETING Cities and County of San Joaquin Association would be hold in Stockton on May 13.
