Copies of the June 15, 1966, minutes not having been received, reading thereof was suspended on motion of Councilman Brown, Kirsten second. 4©1 CHEROKEE LANE Mayor Walton asked for a report from 4r. Paul LANDSCAPE DESIGN Tritenbach on a proposal to have him design preliminary landscape plans for Cherokee Lane on the north end as well as the south. Mr. Tritenbach explained that he had been retained in November of 1965 by the City to make preliminary plans for Cherokee Lane from Vine Street south, but had been waiting for an aerial map before proceeding with the plans. He expected to receive this map soon. At its last meeting the Council had shown interest in having the entire length of Cherokee Lane designed, a letter requesting that this be done having been received from the Chamber of Comeexce. Mr, Iritenbach suggested that the Council take its original agreement with him and enlarge it to include Cherokee Lane from Turner Road south. He said it was unlikely that the merchants and property owners in the area would be willing to spend money on planning fees, and if he could do the entire street as a unit, the cost would be substantially lower than if planned piecemeal. The original agreement was to plan Cherokee south of Vine for a fee of $B60, but if the agreement were revised to include the entire street, he would charge a fee of $1,950. Councilman Culbertson asked if the frontage road would be included. Mr. Tritenbach said the frontage road was under State control but he would like to include it in his thinking. He said his price was based on necessary preliminary meetings with the City staff and two meetings with the merchants, one with the "Planning Commission and one with the City Council. He felt this should be sufficient for preliminary plans, but if more meetings were required his fee would increase accordingly. He said when more detailed plans were needed, another cost would be charged. Preliminary planning would include plant materials, paving, etc., but not sprinkler system layout. 1-ir. Vernon Ekstrom, 1009 South Lee Avenue, President of the Chamber of Commerce, said the property owners and merchants were interested in a cost study and preliminary plans and would like middle street lighting if possible. On being questioned by Councilman Hunnell, Mr. Claves said the fee of Mr. Tritenbach could be paid out of the funds received from the hotel - motel tax. Councilman Culbertson moved that the pro- posal of Mr. Tritenbach to do the preliminary land- scape planning for the entire length of Cherokee Lane for a fee of $1,950 be accepted. The motion was seconded by Councilman Brown and caxrd,eci unanimously. - 1 - 462 Minutes of June 22, 1965 continued 1966-67 BLDGET LIBRARY 14r. Glaves stated that Library and Chamber of Commerce personnel had been invited to this meeting and he suggested that the Library budget be considered first. He explained that Library pension costs had been included in the General Fund Pension costs in order to facilitate the City's bookkeeping for the State Employees' Retirement System and also to allevi- ate the overrunning of the Library budget which has occurred over the past two years under the present 18p tax rate. This would lessen the need of transfers from the General Fund to the Library Fund. However, he said by this action the precise sum of the pension system would be lost on the Library, even though they could come within $500. Wembers of the Council were in general agreement that they would prefer to have the budget reflect the actual expenses of the Library. In this event they would either raise the Library tax and reduce the General tax or would transfer funds from the General Fund when necessary. i+ir. Robert Bainbridge, President of the Library Board of Trustees, said the Library Budget request was $93,460 but if the Library is to take care of its pension funds, roughly $5,200 should be added. He stated the Library wished to add one more Library Clerk and that funds for the purchase of books had been increased by $1500. After further discussion, it was moved by Councilman Kirsten that a sufficient amount be added to the Library budget to meet its expenses for the 5,=.:5 fund. The motion was seconded by Councilman Brovm and carried unanimously.. SPECIAL The Council then considered the City Clerk -City PAYMENTS Council budget. Under Special Payments Mr. Glaves said that $95.60 had been spent out of the $500 Host Fund which had been initiated in the 1965-66 Budget and administered by the Chamber of Commerce. Nothing had been put in the budget for this fund as he felt the remaining $400 would be adequate. The sum of $7000 had been put in the budget for the Chamber of Commerce and was the amount the Chamber was asking for this year. Mr. Les Dabritz, iianager of the Chamber of Commerce, presented each member of the Council with a written summary of how the $7000 from the City was being used during 1965-66 and how they expected to allocate that amount in 1966-67. He also presented a resume of the use of monies from the Host Fund. Questions and explanations of some of the requests followed. After discussing the Host Fund, it was moved by Councilman Kirsten that $95.60 be restored to this fund to bring it up to the original $500. The motion was seconded by Councilman Culbertson and carried by unanimous vote. Since no one was present from the Junior Chamber of Commerce, consideration for this organization was continued to the next meeting. The Council then reviewed General Charges, Contingent Fund, Subdivision Repayment and the Pension Fund. Councilman Kirsten moved that the Pension Fund be reduced by the amount which was added to the Library Budget. The motion was seconded by Councilman Culbertson and carried.
