BOARD The City Council agreed that letters of appreciation be sent to Pension Board members thanking them for — their service in this capacity. CONDITION OF Councilman Brown said he had heard unfavorable comments :,F.i]ITARY on a Stockton radio station regarding the City of Lodi's LSigDFILL sanitary landfill operation on Harney Lane. He P",fi:1IIIG suggested the City Council visit the site as a group COMMISSION to see the operation. City i4anager Glaves said he has been meeting with County of San Joaquin officials regarding this. He said the landfill is being used ouch more than had been envisioned and the cost of oper- ation this year will be much higher. Councilman Kirsten said he would like to a stop put to those .see people who haul more material away from the dump than they bring in. The City tanager said he would be pleased to restrict the activities of these "junk collectors" if the City Council wished to do so. He said these people are a nuisance and a problem. He said charging admission to the grounds is not a satis- factory answer because of the complexity and cost of administration of such a program. The City Manager told the Council that a county -wide study has been pro- posed to carefully review and evaluate all dumps through- out the county. The Council asked the City Manager to schedule a visit to the dump grounds, preferably to coincide with a similar visit by county officials. On motion of Councilman Kirsten, OF COMMUNITY Culbertson second, Councilman Brown was reappointed ACTION COUNCIL to the 3lection Board of the Community Action Council. Councilman Brown said he would watch closely reports of anti -poverty programs being administered in one city by an agency of another city. The Council told Councilman Brown such program administration was dis- turbing. Wayor Walton told him ther4 is a place on the agenda for hearing from the audience and that he would be free to introduce his items at that time. KIRST RE Wr. Ztanley Kirst, 18 North School Street, appeared TESTIYLKY d.T before the City Council to protest action on the part COINTY of the City of Lodi. He said he was very much opposed P",fi:1IIIG to the personal appearance of Planning Director James S. COMMISSION Schroeder at the Lpril 23, 1966 meeting of the County Planning Commission at which approval of his subdivision in ~Woodbridge was granted. Air. Schroeder had been - 2 - 3-75 i•iinutes of April 27, 1956 continued asked to appear in behalf of the City by the Planning Commission in opposition to a rezoning request by Er. Itirst. The subdivision was originally recommended for approval by the City Planning Commission without the commercially zoned lots. The amended request of i4r. ICirst for four commercially zoned lots in this subdivision was given a recommendation of denial by the City Planning Commission on referral from the County Planning Commission. fir. ICirst said recommending denial of his request for four commercial lots in this area should have been sufficient and that no personal appearance was necessary. iar. Ifirst said he was told by Mr. Schroeder that the approval by the County Planning Commission meant the -application would be further protested at the Board of Supervisors meeting on May 26; 1956. Nir. Kirst then asked the City Council to direct the City Planning Commission and Kr. Schroeder not to appear at the next public meeting involving his rezoning application. He said iloodbridge is not included in the City General Play. Mr. Schroeder answered that Woodbridge is included in the City's General Plan. he said he has been requested by the City Planning Commission to appear at the 14ay 26, 1966 meeting of the County Board of Supervisors in regard to this matter. City i4anager Glaves said this was not the first .time such a personal appearance had been made. He said the City has invested considerable money on the basis of the General Plan and when the County ignores the plan the City has a matter to be concerned with. Rt. Kirst told the City Council the General Plan referred to has never been adopted by the Council. Councilman Kirsten said it was the duty of the City Council to protect the interests of all the people of Lodi and that this includes instructions to the County Planning Commission. He said he felt it was perfectly proper to represent the interests in the City of Lodi in such a manner, and was dismayed at the lack of interest in Lodi shown by the County Planning Commission. He moved that City Council endorse the City Planning Commission action that a City of Lodi representative appear at the May 26 County Board of Supervisors meeting to continue this jorotest. There was no second to the motion. i.irs. Stanley Kirst, 18 II. School Otreet, said the area in question is not next to Lodi and thus there is no need for a Lodi representative to appear at the meeting. Councilman Kirsten moved that the City Council confirm its policy of making personal appearances whenever it is deemed appropriate in the best interests of -the City of Lodi. The motion was seconded by Councilman Culbertson. i4r. :Amer Kirst, 221 South Crescent Lvenue, said no progress is being made in Woodbridge and that this area is entitled to modern stores. Mayor Walton said he disagreed with fir. Kirst. He said the City Council has confidence in Planning Director Schroeder, The Mayor said Woodbridge, while not now in the City, may be annexed some day.
