ROLL CALL Present: Councilmen - BR%711, CULBERi50N, DOW, WALTOd4 and KIRSTEA Absent: Councilmen - None Also present: City Manager Glaves, City Attorney Mullen, .Administrative Assistant.Peterson, Planning Director Schroeder, and Architect for the Public Safety Building, Dix. Marion J. Varner. Pederson & Sons 1,092,830 16,600 11,500 7,900 The following bids.complying.with specifications were received on the Jail Equipment; Decatur Iron & Steel $30,400 Herrick Iron 31,945 Central Industrial 39,666 On motion of Councilman Culbertson, Dow second, the bids on the Public Safety Building and Jail Equipment were referred to Nix, Varner,. the City F.ttorney and the Public Works Director for review and recommendation later in the meeting. NO BIDS - No bids, either written or oral, were received on the BLDGS AT removal of the buildings at 306 West Elm Street. On motion 306 E. ELM of Councilman Culbertson, Walton second, the City Manager was authorized to negotiate for removal of the buildings. MINUTES Minutes of January 19, 1966, were approved as written and mailed on motion of Councilman Brown, Walton second. PUBLIC H ARINGS PRECISE Notice thereof having been published in accordance with PLAN ELM ST. law, Mayor Kirsten called for hearing on the precise plan BTW ALLEN for Elm Street between Allen Drive and Lower Sacramento DR. & LOWER Road as recommended by the Planning Commission. There was SACTO RD. no one in the audience for or against the proposal. After - 1 - 34 b.,Iinutes of February,2, 1966, continued RES. NO. -2920 explanation'of the plan and some discussion, it was ADOPTED moved by Councilman Culbertson that Resolution No. 2920 be adopted approving the precise plan of Elm Street between Allen Drive and Lower Sacramento Road as pre- sented. The motion was seconded by Councilman Dow. After discussion of possible need for more width, the motion carried by unanimous vote. ELMER KLUDT Mr. 21mer Kludt, local distributor for Signal Oil RE PURCHASE Company, addressed the Council concerning calling for OF GASOLINE, bids on gasoline, oils and greases. According to OILS & GREASES Mr. Kludt, the oil companies give the County a better. price than they do the City and he suggested that rather =- than calling for bids, the City contract for the County price. He said'the companies always submit a bid to the City which is higher than that submitted to the County. He further suggested that the contract be - rotated among the local distributors from year to year. Councilman Dow moved that the suggestions made by Mr. Kludt be referred to the City Manager and City Attorney for recommendations as to legal and practical - aspects. His motion was seconded by Councilman Walton and carried unanimously. COML VICATIONS SAFETY A letter was read from Mr. Frank Doyle, President of COUNCIL' the San Joaquin County Safety Council, announcing that a certificate of achievement was being awarded to the City of Lodi -for its participation in the Vehicle Safety Check Program. The award will be made at the Safety Council's annual banquet to be held February 24, 1966 in Stockton. ABC LICENSES The following notices of application for Alcoholic Beverage License were read: 1. Elmer R. Bertsch, Ben A. Selover and Warren A. Lamb, On Sale General - Public premises, Duffy Is, 105 tlest Pine Street, Lodi. 2. Wilbur H. Atherton, On Sale Beer, The Vineyard, - 725 S. Cherokee Lane. 3. Boyce and Frances Ashford, On Sale General - Eating Place, 101 Lakewood biall.. Since the Lakewood Mall is not yet zoned for this type of business, Planning Director Schroeder said he would check on the application. W. -,W. BENTZ A Claim for Damages was presented from W. W. Bantz in CLAIM FOR the amount of $76.00. On motion of Councilman Dow, DAMAGES Walton second, the City Council rejected the Claim and referred it to Max Elson, the City's Agent of Record. PLANNING COMMISSION COCKTAIL The Planning Commission, by a vote of 5 - 2, recommended LOUNGE;:IN; that Section 27-9A(b) of the City Code be amended to C -S ZONE permit a cocktail lounge in the C -S Commercial Shopping District. On motion of Councilman Dow, Walton second, the City Council set the matter for public hearing at its meeting of February 162 1966, INFORMATIOU The following actions of the Planning Commission were ITEMS also reported: - 1. Approved by a vote of 4 - 3 the revised tentative map of the Royal Crest Subdivision subject to certain conditions. 2 - 34Z Ninutes of February 2, 1SSG, continued 2. Approved a variance in the required side yard from five feet to two feet to permit erection of a second unit at 921 S. Garfield Street in an R-3 District, 3. Ppproved a use permit to install a flashing sign for the Baskin-Robbins Ice Cream Store in the — Lakewood bull Shopping Center. BIDS U1 PUBLIC SAFETY BUILDING M1 BIDS &ir. Varner reported that the check on the bids for the ACCEPTED Public Safety Building and.on the Jail Equipment had been completed. He recommended that the lowest bid on the Public Safety Building, including alternates, be accepted. This bid was from Roek Construction Company, Stockton, for a total of $1,041,350, including alternates. He further recommended acceptance of the lowest bid on the Jail Equipment,.being the bid of Decatur Iron & Steel Company, Decatur, Llabama, for a total of $30,400, but suggested that the Council wait until its next meeting before awarding the contract; during this time the Civil Defense Office and the County could be contactec concerning their share of the costs. Councilman Culbertson moved that the bid of Roek Construction Company on the Public Safety Building be accepted, but that award of the contract not be made at this time. His motion was seconded by Councilman Dow and carried unanimously. Councilman Dow moved that that bid of Decatur Iron & Steel Company on the Jail Equipment be accepted, but that the contract not be awarded at this time. His motion was seconded by Councilman Brown and carried by unanimous vote. REPORTS OF 710 CITY VAidAGER CLRIMS Claims in the amount of $137,999.39 were approved on motion of Councilman Dow, Culbertson second. ELECTION On motion of Councilman Walton, Culbertson second, the CANVASS City Council adopted Resolution No. 2921 authorizing the City Clerk to conduct the canvass of the results RES. 130. 2921 of the April, 12, 1966 General Municipal Election prior ADOPTED to Lpril 19, 1966. PRINTING COSTS - L new section has been added to the State Elections Code CANDIDATES' -which provides that each candidate for an elective QUALIFICATIONS office may submit a 150 -word statement of qualifications which is to be printed and submitted to the voter together with the sample ballot. Since this section states that the local agency may bill each candidate who submits a statement of qualifications for the cost of printing, etc., the Council should make a determi- nation of policy as to whether or not to bill the candi- dates for this service. Stating that submitting such statements to the voters mould be a public service as it would give the voters a better knowledge of the candidates, Councilman Culbertson moved that the City pay the costs in connection with submitting candidates' statements to the voters. his motion was seconded by Councilman Dow and carried unanimously. At -42D .. The following bids complying with specifications were CIVIC CENTER received on the Civic Center Site Clearingt SITE CLEARING Claude C. Wood Company $3,175.00 RBS. NO. 2922 Tompkins and Gallaven 6,805.95 ADOPTED On notion of Councilman Dow, Walton second, the City Council adopted Resolution No. 2922 awarding the contract for the Civic Center Site Clearing to the low bidder, Claude C. Wood Company. ... 3 Minutes of February 2, 1966, continued SPECS - Specifications for gasoline, oils and greases were GhSOLINE, OILS presented for Council approval. Mr. Glaves pointed AND GREASES out that the specifications were different than in past years in that the oil was being upgraded in order to meet factory specifications. On motion of Councilman Brown, Dow second, the City Council approved the speci- fications for gasoline, oils and greases and authorized. i calling for bids thereon. - a ENGINEERING The City Council then considered the "Engineering Design DESIGN Standards" for subdivisions which the Planning Commission STANDARDS has recommended be adopted. .The standards were drafted by the Public Works Director with suggestions from local engineers. Concern was expressed over section G.04 which stated that the City Engineer's decision shall be final. After discussion it was moved by Councilman Culbertson that section G.04 be amended by adding that appeals from the decision of the City Engineer may be made under Section 22-9 of the City Code. His motion was seconded by Councilman Dow and carried unanimously. After further discussion of other sections of the standards, it was moved by Councilman Culbertson, Dow second, that the design standards, as amended by the previous motion, be adopted. The motion was carried by unanimous vote. ARCHITECT FOR Mr. Glaves stated he had discussed remodeling of the C0U4C:IL CHAMBERS Council Chambers with fir. Marion J. Varner and also with the local architect, Mr. Arlie Preszlex. Mr. Varner had expressed his willingness to help a local architect with the plans: Because of Mr. Varner's experience, the Council felt it would be worthwhile to : have his suggestions. Councilman Culbertson moved that the City employ Mr. Arlie Preszler with the under- standing that bir. Preszler be informed that the Council would like him to confer with Mr. Varner on the plans.
