ROLL CALL Present: Councilmen - ZROLAT, CULBERTSON (8:02 p.m.) HUNNELL, 1ALTCPI and KIRSTEN (biayor ) F.bsent: Councilmen - Hone .lso present; City [Manager Glaves, Administrative Assistant Peterson, City F.ttorney kullen (8;15 p.m.), and Planning Director Schroeder. PLEDGE OF i:ayor Kirsten led the Pledge of rllegiance to the Flag. AT -7 GIANCE MINUTES i•;inutes of October 4, 1967, were approved as written and mailed on motion of Councilman Brown, Hunnell second. PLANNING COi•,:•:ISSIQH FINAL kAP OF City Manager Glaves read the memorandum from the ROYAL CREST Director of Public storks, stating that all the require - UNIT NO. 1 meats of the Planning Commission and the City have been met concerning the final nap of Royal Crest Unit No. 1 Subdivision. (Councilman Culbertson arrived.) After members of the Council had looked over the final map, it was moved by Councilman Brown, Walton second, that the final map of Royal Crest Unit No. 1 be approved and signed by the Mayor on behalf of the City. The motion carried, with Councilman Hunnell abstaining because of direct interest. PC ACTICUS The City Manager then read the following actions taken by the Planning Commission at its meeting of October 9, 1967: 1. Conklin for a variance to reduce the required 7t -foot rear yard to 4 feet to perL�it the construction of an 3 -foot breezeway which will connect an existing dwelling to an existing garage at 348 South Stockton Street in an area zoned R-3, Limited ioultiple-Family 3esideatial. 3. Approved the request of i.r. Henry Rodhouse for a variance to reduce the required front yard from 2J feet to 12 feet to permit the construction of a new dwelling at the end of an off -center cul-de- sac at 53 Worth .lellingtoa :lay in an area zoned R-1, Single -Family residential. 4. Re-elected Commissioner Robert K. Elliott as Chairman and Commissioner Avery T. Gassin as Vice Chairman to serve until June 3u, 1968. - 1 - C i,:inutes of October 18, lc::7 continued COI &iUNIC-TICi?S REQUEST FOR letter was read from, ..'r7 . r Obert J. i ertz, Attorney DRIVEWAY AT for i=,r. herb Schlaffman, requesting that Mr. Schlaffman, 1100 S. CHEROKiIE owner and operator of_the Beauty Rest idotel at 11 0 South Cherokee Lane, be permitted to construct a thirty-foot driveway near the southerly boundary line of the motel property. i•ir. Claves explained that there is a ditch in front of this property and the Public storks Department has presented three alterna- tives which would be available if access is granted. First, a culvert could be put across the ditch aid the access paved out to Cherokee Lane; second, curb, gutter and sidewalk could be placed along the entire length of the property and a storm drain installed from the present storm drain line south of the motel up to Delores Street. The cost of the storm drain would be around $5,000. ':he third alternative would be to put in the curb, gutter a_id sidewalk with a culvert under the driveway and leave the ditch the way it is. A storm drain will ultimately have to be installed in this location to provide adequate drainage. 4r. taertz, being present, stated that this matter has been pending for some time and that the ditch has caused problems with customers of the motel. He said that ,sir. Schlaffman would comply with City require- yents and would put in his phase of the beautification plans for Cherokee Lane. (City r,ttorney Mullen arrived.) After consideration by the Council, it was moved by Councilman Brown that the City grant i+ir. Schlaffman access for a 30 -foot driveway at 1100 South Cherokee Lane providing he also installs curb, gutter and sidewalk and beautification in accordance with plans for Cherokee Lane and that the City install a storm drain from the present line south of the motel northerly to Delores Street. The notion was seconded by Councilman Culbertson and carried by unanimous vote. BOARD OF A letter was read from i -:r. Carmen Perino, Chairman of SUPER VISORS the San Joaquin County Board of Supervisors, giving the reasons why the Board of Supervisors had reversed the decision of the County Planning Commission's Board of 'zoning Adjustment (which decision had been recom- mended by the Lodi City Planning Commission) and thereby granted a use permit to Scott Brothers, Inc., to erect a sign on the east side of U. S. 50-99 appro::i- mately 500 feet south of Xettleman Lane. Planning Director Schroeder explained that he had never made a presentation to the Board of Supervisors as he had not been advised that the matter had gone beyond the County Planning Commission; there is no law requiring that the City be notified. Councilman Walton said lie would like to have a list of such County referrals and action thereon. Councilman Hunnell said he would like to have the proper procedure in writing. It was recognized that there was a lack of communications between the County and City on some matters and riayor Kirsten said he would answer i•ir. Periao's letter and inform him of this problem. COUNTY RE The City Clerk read a copy of a resolution of the SOU"'FiiBOMA) County Board of Supervisors encouraging the State RIGHT TURN Division of Highways to investigate the feasibility (XITO TtP14ER RJ of establishing a direct right turn for traffic moving FRONT FREE4AY southbound on Highway 99 and turning west on Turner Road and to establish such a right turn if studies indicate that such an alteration is feasible and practical. City Attorney Mullen suggested that the - 2 - 130 Kinutes of October 1+3, 1957 continued Council adopt a similar resolution. Councilman Culbertson recalled than at the time the freeway was constructed the State had determined that the diffi- culty with such a turn was the apex of the turnoff because of the bridge over the i..okelumne River. It would require the widening of the bridge and the Otate at that time had determined that the cost would be out of reason with the benefit gained. Councilman 'ulbertson felt the matter should be investigated before adopting a similar resolution. Councilman Hunnell said the Highway Co=ittee of the Chamber of Commerce has studied this so should have available information. ifter fur -:hex discussion, Councilman .Talton moved that the matter be continued to the ueetincf of November 15 and that the City Manager pre- pare a _:pct: thereon. :he motion was seconded by Councilman Brown and carried. REPORTS OF THE CITY MANAGER BArIIC OF AMERICA City 14anager Glaves stated that representatives of PARKING IAT _.D the Bank of America and Continental Services, the DRIVEWAYS Bank's consultant, were present to discuss plans for the Bank's parking lot and driveway for the drive-in window of the proposed bank building. He said that subsequent to the Council aeeting at which questions had been raised by the Council, he had met with the 5a.:k's representatives and discussed the points raised. i•ir. Uarren gong, architect for the Bank, presented plans showing traffic flow. Liv. Glaves said the door on the west side of the .3onald-Graffigna building in the Downtown 'mail which was used for loading and unloading was in violation but as long as it was next to a parking lot he could see no problem. A parking stall will be provided adjacent to this door for delivery trucks. He said the City staff had no suggestions to improve ingress and egress to and fro.4 the drive-in window. ;:he Sank will do as the City desires as far as chaining off the parking lot is con- cerned. Dix. A. k. Cristofani, local Bank bianager, said The Bank would keep a check on the lot to see that there was no all -day parking. lir. Glaves said the Bank officials had agreed -a improve and landscape t::e lot to be exchanged in accordance with City desires. t-fter discussion, it was moved by Councilman Culbertson that the City Council approve the Bank of I.merica traffic flow plan designed by .Darren Wong and dated October 12, 1957. The notion was seconded by Council- man Brown and carried by una-aimous vote. CLAIMS Claims in the amount of ",273,1y0.d5 were approved on motion of Councilman Hunnell, :Talton second. CIVIC CENTER i:r. LxIie J. Preszler, arc sitect for the Civic Center 'r-OWTAIN Fountain presented an estivated cost of $21,350 for the fountain. This does not include the architect's or his consultant's fees. On motion of Councilman Culbertson, :lalton second, the City Council approved -die preliminary plans for the fountain and the cost estimate of $21,350. RECREATION iir. Preszler then presented preliminary plans for the PLANTS FOR recreation building and baseball facilities at Basin BASII.1 A-1 -1 (Kofu Park) . Construction of the recreation (KOFU PARK) building is not in this year's budget, but plans are' being drawn now so that an estimate of costs can be made. The plans fon the recreation building were generally acceptable, with the suggestion that two - 3 - 131 i•:inutee of October IS, 1.57 continued dressing rooms might be preferable. The Council then discussed the plans for the bleachers, dugouts, etc. i4r. Preszler said the cost was estimated at $11,400. Councilman Culbertson moved that the plans and cost estimate for the bleachers, etc., be accepted. The motion was seconded by Councilman Hunnell and carried. STOKELY-VAN CAttiiP 1+ir. Glaves stated that the Stokely -Van Camp cannery RE CROSSING is requesting the assista2ce of the City in alleviating VINE ST. the danger involved from the lift trucks crossing Vine Street between the two warehouses located about 225 feet west of Stockton Street. The Public „corks Department recommends that Stokely -Van Camp reimburse the City for the installation of two signs reading "*.latch for Equipment" and the painting of the street - markings. The Department- also recommended that the lift truck operators be informed that these measures do not insure them the right of way over vehicles using the street and that crossings should be made at their risk. Stating his concern that such action might be shifting the burden to.the public and the City should have a legal opinion, Councilman ;Talton moved that this request be continued to the meeting of "november 15. The motion was seconded by Councilman Hunnell and carried. SCHOOL DIST?ZC: idr. Zxra Ehrhardt, supervisor of transportation for RE "NO U-TUR;TT" the Lodi Unified School District, has requested "No - ON PFCIFIC AV%. U -Turn" signs on Pacific .'.venue at Walnut Street, Oak Street, and the school bus driveway. The Department of Public .lor'ks recommends that the request be granted. Stating that this matter had come to the Council before and that the request had been later withdrawn, Councilman Culbertson moved that the request be deferred to the meeting of r,Iovember 1 and that meanwhile the City kanager discuss the situation with School representatives. The notion was seconded by Councilman Hunnell and carried. SPECS - On motion of Councilman brown, :Talton second, the City TRACTOR-LOF,DER Council approved specifications for a tractor -loader and authorized calling for bids thereon. SPECS - Specifications for a pickup truck for the Recreation PICKUP and Parks Department were approved and calling for bids thereon authorized by --he City Council on motion of Councilman Hunnell, ;Talton second. Glaves stated that Valley Electric Company had submitted the lowest bid and also had the best delivery time (18 weeks) and he recommended that award be made to that company. No. 3108 Public Works Director $1275 to $1340 Finance Director 1100 to 1155 Chief of Police 1125 to 1190 Fire Chief 1100 to 1150 Parks and Recreation Director 1035 to 1090 Planning Director 1040 to 1100 Superintendent of Utilities 1175 to 1240 Councilman .Talton moved the adoption of Resolution Ho. 3108 increasing salaries for department heads as recommended. ':he motion was seconded by Councilman Funnell and carried by unanimous vote. 'salaries axe effective as of September 1, 19::7 as set forth in Resolution No. 309:. Zouncilmaa Culbertson said he mould like a report on "ie philosophies used by cities in establishing salaries for department heads. ASSISTANT CITY City Manager Glaves recommended that the position of ii&i1AG.'-.R POSIT*C,: Assistant City &tanager be established with a present salary of $1125. He also recoz=ended that the position RES, 00. 3109 of Administrative Assis'aat be given a salary range of $700 to $875. Councilman _Talton moved the adoption of Resolution No. 3109 establisiing the position of �_ssistant City iianager. The motion was seconded by SALARIES FW, Councilman Hunnell and carried. Glaves presented for Council approval the schedule LIBRARY of salaries granted to Library personnel by the . PZRSONNEL Library Board of Trustees effective September 1, 1957. The City Librarian and clerical and janitorial classes ZES. NO. 3111 were given a 5 increase and professional librarians a 105 increase. On motion of Councilman Brown, Jaltoa second, the City Council adoptee: lesolution Ro. 3111 approving salaries for Library personnel effective Leptember 1, 1957. STOP SIG43 C[? The City Nanager then presented a report made as a GAR?= -LD hT VII!a result of a request for installation of stop signs at the intersection of Vine and Garfield Streets. RLS. NO.- 3112 :he Public dorks Department recommended that stop signs be erected on Garfield Street at said inter- section. On motion of Councilmen Culbertson, Brown second, the City council adopted aesolution No. 3112 zaeading Section 192 of Ordinance I3o. 493, as amended, by zuthorizing installation of stop signs on Garfield Street at Vine Street. 133 Ninutes of October 18, 1967 continued GtiS TAX BGUGET - Gas Tax Budget for an additional allocation of BALAYCE OF $5,555.23 was presented for Council approval. The 1967-68 MUS City will then have budgeted for the total amount available for the 1937-38 fiscal year. ivir. Glaves RES. NO. 3113 e;?lained that because of changes in administration of Collier -Unruh Gas Tax Funds, this budget should be submitted to the State before iTovember 8, 1967. On motion of Councilman .Ialton, Brown second, the City Council adopted Resolution Mo. 3113 adopting the Gas Tax Budget as submitted. HALLILW4 Kr. Glaves gave a report on the status of the Hallinan PROPERTY property (eight acres west of the Stadium) which the .,. City is interested in obtaining for use as a softball _ part:. He stated that trio appraisals were made and both appraisers quoted $13,000 per acre as the appraised value. However, lir. Hallinan feels that ;,10,000 is not sufficient and that $15,000 would be a fair value. Mr. Glaves said the appraisers had reconsidered the property, but saw no justification for changing their figure. he said k4r. Hallinan might accept a compromise of $12,500 per acre. The Council spent considerable time discussing the priority of such a project in light of other needs of the City. City Attorney Nullen suggested that the City obtain an option to purchase for $1001000 in the event the City would be able to get a Federal Grant. He felt the option could be obtained for $50 or $100. After further discussion, it vas moved by Councilman 4alton that the staff be authori_ed to try and obtain a 5 -months' option for $100 on purchase of the Hallinan property at $12,500 per acre. The motion was seconded by .,iayor Kirsten. Councilman Eunnell moved a substi- tute motion that the staff be authorized to obtain a 3 -months' option for $ 100 on purchase of the Hallinan property at $10,000 per acre.
