HomeMy WebLinkAboutMinutes - January 25, 196710 CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAi.BERS JANUARY 25, 1967 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p.m. of Wednesday, January 25, 1967, in the City Hall Council Chambers. ROLL CALL Present: Councilmen - BROWN, HUNNELL, KIRSTEN and W LTON (Mayor) Absent: Councilmen - CULBERTSON Also present: Administrative Assistant Peterson and City Attorney Mullen. MINUTES On motion of Councilman Brown, Kirsten second, approval of the Minutes of January 18, 1967 was postponed to the meeting of February 1, 1967. REPORTS OF sic CITY MANAGER AWARD - Administrative Assistant Peterson reported that only COM1UNICATIONS one bid had been received for the Communications EQUIPMENT Equipment for the Public Safety Building. The bid was from Mobile Radio, Inc., as follows: RES. NO. 3027 Basic Bid $42,600 Alt. A -Closed circuit TV 10,495 Alt. B -Each added camera 1,500 Alt. C -Beat map 2,850 Alt. 0 -Portable videorecorder 995 Alt. E -American made Alt. D 1,695 lir. Marion J. Varner, Architect for the Public Safety Building, stated that the basic bid was close to what he had anticipated. He explained that Alternate A is a closed circuit television system which would be used to view the fire apparatus room and doors from the console and also to view the public corridors, the felony cell blocks, and outside prisioner door at the rear of the building. Alternate B is for additional cameras for more complete surveillance. Alternate C is a status, changeable beat map to show how the police beats were operating. Alternate D is a Japanese made portable videorecorder which could play back television film taken by officers, particularly during the booking process. Alternate E is the same as Alternate 0 only of American make. He explained that even those of American make have some foreign made parts. In Kr. Varneris opinion, the prices quoted for the alternates were very low and some actually at cost. He said the basic bid was reasonable. He explained that part of the work is contained in the civil defense center and that after award is made he would break out the amount assigned to civil defense and ask for matching funds. He estimated the City should receive between $5,000 to $6,000 in civil defense funds. He recommended that the basic bid and Alternate C be accepted, and, if possible, Alternate A. He said Mobile Radio, Inc., is one of the most qualified bidders in the state. He said a reason why there were not more bids could be that the equipneat is extremely technical and there are not too many companies who would be qualified to make this type of installation. He felt that Alternate C (the beat map) was very important and - 1 - Minutes of January 25, 1967 continued the most difficult of the alternates to install; also, the closed circuit TV is important as it conserves -- time and manpower. On being questioned, he said t:iere would be very little maintenance cost. If the TV circuit is not installed now, it would cost approxi- mately $5,000 more to do it at a later date. Nlr. Varner said that if there were no audio-visual check from the operator at the console, a personal check of the jail would be required. Nh:. Peterson pointed out that one position (3 shifts) would require four men to staff and would add around $2,3,000 per year"to personnel costs. He stated that the City Manager has been interested in acquiring the beat map and the closed circuit television. He said funds are available fox this installation. Mr. Gary Thomason, sales manager for Motorola, said his company did not submit a bid because some of the specifications were too loose and not such that they could bid; also, they did not have sufficient time to prepare a bid, although a 20 -day extension had been granted. Mr. Varner felt that ample time had been given to prepare a bid. Councilman Kirsten asked Police Captain Yates about the value of having closed circuit television. Captain Yates replied that the system would provide increased productivity and supervision and at the same time save on manpower. He said it might not provide sufficient supervision for prisoners during the day, but should be sufficient at night. The Council agreed that if they accepted E.lternates A and C, there would not be much saving in leaving out Alternates B and D, The architect recommended that that portion of the bid having to do with equipment required in the Civil Defense portion of the project not be accepted at this time. It was moved by Councilman Kiisten that the City Council adopt Resolution 3027 awarding the contract for the communications equipment, including Alternates F., B, C, and D, but excluding that communications equipment applicable to the Civil Defense portion of the project, to Mobile Radio Inc., for the amount of the bid, less the Civil Defense portion. The motion was seconded by Councilman Brown and carried by uanimous vote. ADJOEMOZ?rl ,mere being no further business, the meeting adjourned at 9:35 p.m. on motion of Councilman Brown. Attest.
