ROLL CALL ?resent: Councilmen - BRafil, CLLB2_RTS0N, HT201ELL, KI STZ-11 AND WALTON (i-iayor) Absent: Councilmen - Fone i_lso present: City i4anager Glaves, City Attorney i•:ullen, Administrative E.ssistant Peterson and Planning Director Schroeder. MINUTES On motion of Councilman Culbertson, Hunnell second, the minutes of January 4, 1967 were approved as written and mailed. P"NURIdG COKUSSION The City Manager read the following report from the Planning Commission: MAXEMLZI SIGN �_fter conducting a public hearing, the Planning AREA IN C -P ZONE Commission by unanimous vote determined that the present regulation of 12 square feet of sign area for a professional office use in the C -P District was adequate. (Ihe Council had referred its proposal to amend this requirement to a maximum of 20 square feet to the Planning Commission for recommendation.) Councilman Culbertson moved to set for public hearing at the meeting of February 1, 1967 the matter of _ changing the Code to increase the maximum allowable sign area in a C -P zone to 20 square feet. The motion was seconded by Councilman Brown and carried by the following vote: Ayes: Councilmen Brown, Culbertson and Hunnell Noes: Councilmen Kirsten and Walton OTHER ACTIONS The City Manager then read the following actions of the Planning Commission of interest to the Council: 1. Denied the request of Mr. Vernon W. Weldin for a use permit to establish a teenage recreation room (including billiards, soft drinks, etc.) at 14 South School Street in an area zoned C-2, General Commercial. The Planning Commission's vote on this request was four yes and four no, with Chairman Elliot. abstaining because of personal involvement. 2. Recommended the approval of the request of the San Joaquin County Board of Supervisors to rezone property owned by Ur. Stanley D. Kirst and located at the northwest corner of Chestnut and Indiana Streets in the Town of Woodbridge from Rl-U, Single -Family Residential to R-3, Multiple - Family Residential. 3. Reviewed the proposed Cherokee Lane Beautification plans. - 1 - rA ;Minutes of January 18, 1967 continued COMMUNICATIONS WELDIN APPEAL A letter was read from Vernon W. Weldin, 1801 Analitis Drive, Lodi, appealing the decision of the City Planning Commission in denying his request for a use permit to operate a recreation center at 14 South - School Street. On motion of Councilman Brown, Culbertson second, the matter was set for public hearing +_ on February 1, 1967. SENATOR SHORT A letter was received from State Senator Alan Short in regard to his receipt of Resolution No. 3019 relative to building regulations. CAC Notice was received from the Board of Supervisors of APPOINTM14T the appointment of Supervisor Loren Powell to the Community Action Council Board of Directors. REPORTS OF THE CITY MANAGER CIALMS Claims in the amount of $390,637.22 were approved on motion of Councilman Kirsten, Brown second. COOPERATIVE- Copies of the final draft of the Cooperative Library LIBRARY SYSM4 Agreement had been given to the Council at its APPROVED previous meeting, and the Council gave its approval to the agreement by the adoption of Resolution No. 3025 RES. NO. 3025 on motion of Council --n Kirsten, Hunnell second, authorizing and directing the City Manager to sign the agreement on behalf of the City. LODI BASEBF.LL City kanager Glaves reviewed the survey of contracts CLUB CONTRACT other cities have with baseball clubs in the California League. Copies of the survey had been forwarded to the Council. He noted that there are some areas of consistency, but on the whole there are enough differences to make it difficult to come to any over-all conclusion. Mr. Glaves stated the Lodi Baseball Club had presented him with the following proposal: Park rental. $20 per night and $10 per day games $1,300.00 30 per box seat holder x 70 games 686.70 Office space - $35.00 per month 420.00 2,406.70 He suggested that the check stand which is to be moved from Lodi Lake Park be placed at the ballpark to serve as an office for the ball club. The esti- mated cost for moving and fixing the building for the club was $2,800. After discussing the cost and feasibility of relocating this building or the geodesic dome or of constructing a new building, the Council requested the City Manager to present cost figures on all three possibilities at the next Council meeting. On motion of Councilman Kirsten, Culbertson second, the City Council deferred decision on a building for the ball club to the meeting of February 1, 1967. Councilman Kirsten said he had not changed his opinion about the ball club paying for the box seats over a period of years since the seats are being installed at the request and for the benefit of the ball club. Councilman Culbertson agreed that the club should pay for the box seats and proposed a 5g surcharge for all box seats sold per game, which would bring in a total Of $1144.50. He then proposed a 40 head tax on all people alio have bought seats and attend the games (except senior Citizens and children). Councilman Xirsten agreed to the 50 surcharge for the box seats, - 2 - Z Minutes of January 18, 1967 continued but felt the rer_tal should remain $20 per night gage and $10 per day game. Mayor Balton also agreed to the charge for the box seats, but proposed that the rental be 40 per head wAha,minimum of $20 per night game and $10 per day game. After discussion of the various proposals, it was moved by Councilman Kirsten that the Council charge the ball club a fee of $1144.50 to reimburse for the box seats and that the park rental be $20 per night game and $10 per day game. His motion was seconded by Councilman Brown. The motion failed by the following vote: Ayes: Councilmen Brown, and Kirsten Hoes: Councilmen Culbertson, Hunnell and Walton Councilman Kirsten then moved that the Council charge the ball club a fee of $1144.50 for the box seats and that the rental charge be 44 per admission (except Senior Citizens and children) for the season with a minimum of $20 per night gate and $10 per day game. The motion was seconded by Councilman Hunnell and carried by unanimous vote, Kx. Howard Clark, President of the ball club, and Mr. Elmer Brown questioned repayment of the bo..- seats. TRANSFER G:r. Glaves recommended the transfer of $150,000 from OF FUNDS the Utility Outlay Reserve Fund to the Inventory Fund. He Explained the opezation of the electrical department RES. NO. 3026 is being affected by the present shortage of copper and the lengthy delivery period required for much of the electrical equipment. The advance ordering which should be done so as to provide adequate service - 3 Councilman Culbertson suggested the City might move the building from Lodi Lake Park and let the club fix it and be charged a minor rental. The City Manager was requested to get the cost of moving separately. RECESS A..t 9:45 p.m. the Mayor declared a five-minute recess. SPECS - City Manager Glaves presented the specifications for LODI LAKE PARK Lodi Lake Park concessions. On motion of Councilman CONCESSIONS Culbertson, Kirsten second, the specifications were approved and calling for bids authorized. MkTERLALS Nx. Glaves reported on the cost differential between FOR NEW concrete block and slumpstone for the sewage treatment SEWAGE nwjaMr73T works. Slumpstone for the building would be $2,323 ?LENT more than the concrete block and the slumpstone on the digesters would be $1,936 more than the concrete block. Additionally, the plans call for veneer on the digesters which would cost $7,744 to $5,680, depending on whether concrete block or slumpstone is used. Mr. Glaves recommended that slumpstone be used only on the building and that the veneer for the digesters be eliminated. After discussion, Councilman Kirsten moved that the slumpstone for the treatment plant building be approved znd that the veneer for the digesters be eliminated. His motion was seconded by Councilman Brown. Councilman Culbertson said he would like to know how the plant would look since it is next to the future '.Jest aide Freeway. While the Administrative Assistant was getting the drawing, the City Manager mentioned that a revision of the sewage treatment works plans in an effort to avoid purchasing more property was being e.cplored. After the Council viewed the drawing of the plant, they voted unanimously in favor of the motion. _ TRANSFER G:r. On motion of AND GREASES Councilman Brown, Culbertson second, the specifications were approved and advertising for bids authorized. HO. 833 on motion of Councilman Brown, Kirsten second.
