ROLL CALL Present: Councilmen - BROWN, CULBERTSON, KIRSTEN, SCHAFFER and HUNNELL (Mayor) Also present: City Manager Glaves, Assistant City Manager Peterson, City Attorney Mullen and Planning Director Schroeder, PLEDGE Mayor Hunnell led the Pledge of Allegiance to the Flag. WELCOME The Mayor welcomed remembers 3f Girl Scout Troop #948 who were in the audience. MINUTES On motion_ of Councilman Brown, Culbertson second, the minutes of October 23, 1963 were approved as written and mailed. PUBLIC HEARINGS REZONE Notice thereof having been published in accordance with 313 - 419 S. law, Mayor Hunnell called for public hearing on the pro- STOCKTON ST. oos� .j rezone certain parcels located at 313 - 419 South Stockton Street from the R-4, liultiole-Family Residential ORD. Councilman Kirsten then mooed the intro- duction of Ordinance No. 369 rezoning certain parcels located at 313 - 419 South Stockton Street to the M- Industriai District. The motion was seconded by Councilman Schaffer and carried by unanimous vote. REZONE Notice thereof having been published in accordance with 100G - 1106 S. law, Mayor Hunnell called for public hearing on the FALRMONT AVE, oroposal to rezone six parcels located at 1000 - 1106 South Fairmont Avenue from the R-3, Limited Multiple - ORD. -NO, 9-0 Family Residential District to the C -P, Cornnercial- I�ITRODUCED Professional District. Mr. Bill Canepa, 131 South Orange Avenue, spoke in favor of the proposed rezoning. There being no others in the audience who wished to speak on the matter, the public portion of the hearing was closed_ Councilman Brown moved the introduction_ of Ordinance No. 370 rezoning six parcels located at 1000 - '106 South Fairmont Avenue to the C -P, Commercial Professional District. There was no one in the audience who wished to speak in favor of or against the proposal and the public portion of the hearing was closed. Councilman Kirsten then moved the introduction of Ordinance No. 871 rezoning a parcel located at 510 Murray Street to the R -MD, Medium Density Multiple -Family Residential District. The motion was seconded by Councilman Brown and carried by unanimous vote. REZO_'NE Notice thereof having been published in accordance with AREAS 1, 2 law, Mayor Hunnell called for public hearing on the AND 4 proposal to rezone certain parcels zoned R-1, R-2, R-3 and R-4 to R-2, R -GA, R -MD, R -HD and C -P ORD. NO. 872 in areas designated as 1, 2 and 4 by the City Planning INTRODUCED Commission. Mr. Leo Feil, 1801 Lake Street, spoke in favor of the proposal. There being no others in the audience who wished to speak on the matter, the public portion of the hearing was closed. Councilman Kirsten moved introduction of Ordinance No. 872 rezoning Areas 1, 2 and 4 to the R-2, R -GA, R -MD, R -HD and C -P Districts. The motion was seconded by Councilman Schaffer and carried by unanimous vote. PL A�1ING COMMISSION OF 1NITEREST CO�LviUNICATIONS The following actions of the City Planning Commission of interest to the City Council were reported: 1. Approved the request of the developer for an amend- ment to the Approved Tentative Map of the Town and Country Park Subdivision. 2. Denied the request of Mrs. Hope P. Wright by Mr. Robert Bietz for a variance to connect an existing conforming single-family dwelling to a noncorforming accessory building at 901 Mariposa Way. 3. Recommended the approval of the County Referral of the request of Mr. Bob Griffin for a use permit for the manufacture of wood products on the north- east corner of Cluff Road and the extension of East Lodi Avenue with certain conditions. LET TER OF A letter was read from the International Conference of APPRECIATION - Building Officials expressing appreciation to the City BLDG OFFICIALS of Lodi for permitting Chief Building Inspector J. Paul Clure to attend the 46th Annual Business Meeting of Building Officials in Houston, Texas. - 2 - 273 Minutes of November 6, 1968, continued FIRST UNITED A letter was read from Jesse L. Francis, Pastor of PENTECOSTAL the First United Pentecostal Church requesting per - CHURCH mission to park a 21 -foot trailer house for a period of two to four weeks on the Church property at 300 East Hilborn Street, City Manager Glaves explained that this request would not necessitate any special utility connections and he recommended the request be approved. On motion of Councilman Schaffer, Culbertson second, the Council granted the request to park a trailer on the Church property at 300 East PL,NS - Hilborn Street for a period of no more than 30 days. LEAGUE - City Manager Gtaves read a bulletin from the League STATEWIDE of Cal ifornia Cities regarding a statewide conference CONFERENCE on "Modernizing State and Local Government" and "Local Agency Formation Commission" to be held in San Francisco on -november 21 and 22. REPORTS OF THE CITY MANAGER CL.t,IMS Claims in the amount of $170, 979. 15 were approved on motion of Councilman Culbertson, Kirsten second. LIBRARY The City Manager reported that the City Attorney had SALARIES sent letters to the Mayor and Councilmen outlining the responsibilities of the City Council with respect to the City Library. City Attorney Mullen had determined under Section 27362 of the Education Code of the State of CaIUoriia that the Library Board fixes the compen- sation of its officers and employees. The Council then acknowledged the salary increases granted by the Library Board. The increases are to be retroactive to September 1, 1963. PL,NS - City Manager Gtaves presented drawings prepared by CORPORATION Marion J. Varner and Ass C_iates the ?roposed YARD corporation yard. Mr. Varner was present and reviewed the plans with the Council. After review of the plans, the Council referred `_n?n, to <_'Ze staff for study and report at the meeting of November 20; 1968. K. Porter 37, 423.49 No bid 274 Minutes of November 6, 1968, continued Mr. Newman stated that 64 alternates had been received as well as the base bids. He recommended awards to the low bidders as follows: Base'_.' #1 (including alternates 1, 3, 6 and 22) to Westinghouse Electric in the amount of $449, 370. 78; steel to H. K. Porter in the amount of $37, 428. 49; and switches to Federal Pacific Electric in the amount of $26, 388. 60. RES, NO. 3226 On motion of Councilman Kirsten, Brown second, the City Council adopted Resolution No. 322( awarding the contract for the (co -?'V transformers to Westinghouse Electric for the amount of the bid. On motion of Councilman Kirsten, Schaffer second, the Council adopted Resolution No. 3227 awarding the con- tract for the steel for the 60 -KV conversion to the H. K. Porter Company for the amount of the bid. RES. NO. 322, On motion of Councilman Kirsten, Brown second, the Council adopted Resolution No. 3228 awarding the con- tract for the switches for the 60 -KV conversion to the Federal Pacific Electric Company for the amount of the bid. AWARD - WIRE Bids were received for one year's supply of wire for the Utilities Department as follows: R' -S. NO. 3229 Valley Electric Company $13, 381.66 Consolidated Electric 15,750. 00 The City Manager recommended the award be made to the low bidder. On motion of Councilman Culbertson, Schaffer second, the City- Council adopted Resolution No. 3229 awarding the contract for the furnishing of the 1966-69 supply of wire to Valley Electric Company for the amount of the bid. "NO PARKING" ZONE City Manager. Glaves stated the Fire Department had STOKELY -VAN requested 15 feet of red curb at the fire connection to CAMP the sprinkler system for Stokely -Van Camp on the south side of Vine Street adjacent to the Southern RES. NO. 32i0 Pacific Company right of way. The Public Works Director recommended approval of the request. On motion of Councilman Brown, Kirsten second, the Council adopted Resolution No. 3230 installing a "No Parking" zone on the south side of Vine Street 48 feet east of the Southern Pacific Company right of way. '"NO PARKING" The City Manager reported that the United California ZONE - SOUTH Bank had requested elimination of a n- gar: i.ig SCHOOL ST. stall on South School Street between the bank driveway and Walnut Street. The Public Works Director recom- RES, NO. 3231 mended elimination of the parking stall and installation of a "no parking" zone. On motion of Councilman Schaffer, Culbertson second, the City Council adopted Resolution No. 3231 eliminating a parking stall and installing a "no parking" zone on the east side of Sot -_-.k School Street between the United California Bank - ;ve- way and Walnut Street. - 4 - 275 Minutes of November 6, 1968, continued SPEED LIMIT - City Manager Glaves reported that both the Public HAM LANE Works Department and the Police Department had & S HUTCHINS prepared a traffic study of Ham Lane from Kettleman ORD, NO. 873 Lane to Lodi Avenue and had determined that a speed INTRODUCED limit of 35 mph should be established except in the ADOPTED area of the Senior Elementary School where it should be 25 mph. On motion of Councilman Schaffer, Kirsten second, the City Council introduced Ordinance No. 873 establishing a 35 miles per hour speed zone c).; -'Tarn Lane from Kettleman Lane to Lodi Avenue except for the area adjacent to the Senior Elementary School where the speed shall be 25 miles per hour. After discussion of the traffic problem on Ham Lane, the Council instructed the City Manager to discuss with the school officials the.possibility of safety i .structions for the school c"ildren and to offer the services of the Police Department. REPORT RE The City Manager stated he had received a reply to WIDENING WID his request to Supervisor Vernon Lehman for San XING AT LODI Joaquin County participation in the widening of the AVENUE W. I. D. canal crossing. The County is unable to assist the City at this time. After discussion of the matter, Councilman Culbertson moved the City continue its endeavor to obtain some assistance for this project. The motion was seconded by Councilman Brown and carried unanimously. AMEND TO On motion of Councilman Schaffer, Kirsten second, the ZON—D G ORD. City Council set the recommendation by the City Planning IND. ZONES Commission for an amendment to the provisions of the Zoning Ordinance regarding Industrial zones for public hearing on December 4, 1969. ELIC. The Council commended the staff for the efforts expended in compiling the reports.
